Snow and freezing rain prompted Hazleton City Council to postpone its meeting by a week, but the agenda could expand by the time it convenes Tuesday at City Hall, an official said.

Councilman Jeff Cusat said he could add up to three ordinances to the agenda for council to consider when it meets 7 p.m. Tuesday.

One proposal would establish regulations for mobile food service establishments. Another would revisit a yard sale ordinance that council voted down in 2013, Cusat said.

Cusat also hopes to present for review a revised ordinance that prohibits public nudity and lewd acts.

Those measures could be added to an agenda that already includes revisions to the ticket process for the quality-of-life ordinance; a proposed Community Development Block Grant program budget for 2015; proposed regulations for bring-your-own-beer establishments; and a proposal that would require residents secure a $60 work authorization permit that documents improvements and repairs exempt from Uniform Construction Code (UCC).

Amendments to the quality-of-life ticketing procedures pertain only to serving tickets. Tickets can be handed directly to an adult, or sent via certified mail, the proposal reads. If the first two options are unsuccessful, violations can be affixed at a conspicuous place at a property.

The revised ticketing criteria was discussed and approved by a local district judge, according to Mike Wilfing, a supervisor with code enforcement.

The work authorization permits proposal, meanwhile, would require residents to obtain a $60 permit from code enforcement for construction, improvements and repairs to property that are exempt from the UCC, or the citys building code.

The city believes that there is a need to document work performed that is exempt from the requirements of the UCC, so the proper inspections can be provided, if needed, in accordance with the best interest and preservation of the health, safety, and welfare of the residents of the city, the proposal reads.

The permits will be required if alterations, construction or demolition is undertaken on carports, detached private garages, greenhouses and sheds or if residential buildings are altered due to minor framing for replacing windows or doors. They would be required for residential building repairs (except for painting, papering, tiling, carpeting and similar work); installation of aluminum or vinyl siding; alterations or construction of fences over 6 feet tall; oil derricks; water tanks of up to 5,000 gallons that are supported on-grade; sidewalks and driveways that are no more than 30 inches above grade or not over a basement or a story below it and not part of an accessible route; and installation of an uncovered residential deck with a floor 30 inches above grade.
