GENEVA Geneva Public Library trustees postponed a decision on a new roof at a special meeting Thursday, choosing to delay action for a week while getting more information from the lowest bidder and warranties on the old roof.

The board voted, 5-2, in favor of a one-week delay, with Travis Ketterman and Mark Adams voting no. The next special meeting to address the roof issues is scheduled for 5 p.m. Thursday at the library, 127 James St.

At issue was a bid almost $86,000 less than the next highest bid for one type of roof system, and $140,323 less than the next highest bid for another type, records show.

Roofing company Pine was the lowest bidder with one type of roofing system at $230,111.73 for the total project cost for roof replacement of three sections and repairs to another section.

Other bidders were All American at $315,900, IL Tecta at $359,797, Riddiford at $393,802 and Knickerbocker at $419,445.90.

For a different roofing system, Pine was the lowest bidder again at $240,474.96. IL Tecta was next at $380,797, Riddiford at $399,357, and Knickerbocker bid at $428,445. All American did not qualify for that roofing system.

Every case that ends up in my office starts with a bid like this, said attorney Ketterman. Im very reluctant because this is so different. Pine is so different, it leads me to believe they made a mistake.

Board member Patricia Lord, also an attorney said her concern was that the lowest bid could be ratcheted up to $400,000 if change orders start coming in.

With all respect, Im worried about that number, Lord said.

Melissa Barrows-Lieb, president of Mac Brady Associates Inc. of LaGrange and the library districts roofing consultant, said Pine has a good reputation for getting jobs done on time. She said they can bid lower because they use a larger crew.
