MILWAUKIE, Ore. (KOIN) Beginning Tuesday, TriMet will clean graffiti off a retaining wall near the under-construction Portland-to-Milwaukie light rail line.

But once the line is up and running, any future graffiti will become the problem of Bill Corti, who owns the Monroe Street property the retaining wall is on.

I think that TriMet needs to take responsibility since I had nothing to say in the design of this wall, Corti told KOIN 6 News. They need to come back and clean it in the years ahead.

TriMet built the retaining wall on Cortis property to replace another wall that Corti owned and was responsible for maintaining. TriMet officials said the previous wall and stairwell were aging, so the new wall is an improvement and is safer.

But once the light rail line begins in September 2015, ownership of the wall reverts to Corti and so does the responsibility for cleaning the graffiti.

Corti said theres no way he knows of to appeal this issue, unless theres an agreement between TriMet and me.

I wish they had contacted me before they had their plans finalized. I wish that we had had a say in this, he said Monday.
