FROZEN OUT: Peter Gausden, a self-employed plumber, who is going to charge KCC for a day's labour

The self-employed father-of-two has taken 32 pictures of fly-tipped waste in Dover and warned KCC that "they have disturbed a sleeping dragon".

Mr Gausden, of Green Lane, Eythorne, said: "I'm chomping at the bit here. They are stopping me legally dumping rubbish. I'm self-employed, have a van full of rubbish and I spent the whole day trying to get rid of it."
