Senators studying the governments Medical Assistance in Dying (MAiD) legislation, Bill C-7, say the government has made it easier to access the life-ending medical procedure than it is to access palliative care.
The concerns arose on Wednesday when the Senate committee on legal and constitutional affairs heard testimony from Health Minister Patty Hajdu on Bill C-7.
Sen. Kim Pate of the Independent Senators Group (ISG) questioned the minister on whether she would be willing to amend the bill to ensure Canadians can access palliative care, disability support services, home care, housing, and income support before being eligible for MAiD.
Canadians now have an access to Medical Assistance in Dying protected by law, but do not have access to palliative care as a core service included in the Canada Health Act, she said.
The government should ask the provinces to commit to providing services like palliative care as a prerequisite to federal transfer payments, Pate said, before asking whether the minister would support such an amendment.
While Hadju agreed that there is more to do on equity files, she said on this particular file, I think we need to move quickly.
The minister advised against an expansive amendment, saying incorporating all those services would jeopardize the ability to move the legislation rapidly.
The Senate is studying the legislation as Ottawa works toward a Dec. 18 deadline after a September 2019 Superior Court of Quebec ruling found that the laws precondition for assisted death that the individual seeking it must face a reasonably foreseeable natural death was unconstitutional.
C-7 proposes to: remove that requirement; remove the 90-day waiting period required to administer the procedure after approval is granted; and disqualify those whose sole underlying condition is a mental illness.
Conservative Sen. Yonah Martin wondered what federal monitoring measures were in place to ensure that socio-economic factors, were not leading patients to choose MAiD. She also noted that Disability Inclusion Minister Carla Qualtrough told the justice committee that its easier to access MAiD than to get a wheelchair in some parts of the country.
Hajdu said theres actually a challenge in accessing MAiD across the country, especially in rural parts of the country where healthcare is already limited.
The fact that we have so few practitioners that are willing to do this in the countrymeans that it can be very difficult, actually, to access MAiD in certain parts of the country, she said.
The government also wants increased data collection to include information on who chooses assessments for MAiD, as well as those who request assessments but choose not to proceed with the procedure, Hajdu said.
The Angus Reid Institute released a poll on Nov. 10 that suggests 69 per cent of respondents are concerned that expanding MAiD will cause people with mental illness like depression to choose death rather than deal with the underlying cause of their condition. Another 65 per cent feared that expanding MAiD would result in the elderly and the disabled feeling pressured to choose death so as not to burden others, while 62 per cent worry the health-care system will start neglecting long-term care and chronic disease in the elderly as MAiD becomes more available.

Sen. Miville-Dechne (ISG) said theres a major crisis in palliative care services in Quebec.
If its easier to get MAiD than palliative care, what kind of society are we living in? she said.
Hadju reiterated that its not easier to access palliative care, adding that most patients choose MAiD after having already received palliative care.

The Department for Transport (DfT) has revealed the 15 successful bidders for investment under the second round of the Restoring your Railway Fund.
The rail projects will be awarded up to 50,000 each to progress plans to reinstate historic stations and restore passenger services closed during the 1960s Beeching cuts.
Five of the schemes are in the South West, three are in the North West, and projects in the East and West Midlands, North East and Yorkshire & Humberside also feature.
No schemes in the South East were successful in this round of bids, including a proposal to reopen Camberwell Station in South London. However two schemes in the South East were previously awarded funding in the first round of bids in July.
Funding is part of the broader 500M Restoring Your Railway initiative which aims to accelerate existing proposals for which business cases have already been put forward and develop ideas for restoring or opening new stations. The DfT has said that the aim of the funding to level up the country and improve connectivity for communities. It revealed the 51 bidders for the second round in September.
Among the winning bids is a scheme to reinstate passenger services from Bolton to Manchester through Radcliffe with a radial Metrolink, along with proposals for two new stations in the South West.
Other successful projects include restoring Ferryhill station in Sedgefield, returning services to Consett in the North East, bringing back a station close to the medieval Beeston Castle in Cheshire and reinstating services for communities around Ashfield on the Maid Marian Line.

LOS ANGELES, CA Los Angeles County's new ban on most gatherings, outdoor-dining and strict capacity limits on most businesses went into effect in Santa Monica Monday.
Here's what you need to know about the new orders:
COVID-19 cases and hospitalizations are soaring in Los Angeles County along with much of the state. At the current rate, state health officials anticipate running out of staffed ICU beds by mid-December.
On Sunday, the county reported another 5,014 confirmed cases of COVID- 19 and 16 additional deaths, bringing the county's totals to 395,843 cases and 7,639 fatalities.
Even more concerning was the continued rise in hospitalizations, which reached 2,049 on Sunday, reaching its highest point since summer. Health officials have repeatedly noted that current hospitalizations reflect infections that actually occurred two to three weeks earlier, meaning the continued surge in cases will lead to even higher hospitalization numbers in the ensuing weeks, potentially surpassing the ability of hospitals to treat patients.
According to county estimates released last week, every COVID-19 patient in the county is passing the virus to an average of 1.27 people -- the highest transmission rate the county has seen since March, before any safety protocols such as face coverings and social distancing were in place.
Based on that transmission rate, health officials estimate one of every 145 people in the county are now infected with the virus and transmitting it to others.
"This doesn't include people that are currently hospitalized or isolated at home," county Health Services Director Dr. Christina Ghaly said. "This is the estimate of people that are out and about and infecting others. They may not know they're infected. They may know they're infected and not be isolating. But they're out there and they're exposing other people to the virus."
The county's three-week stay-home orders took effect Monday and are expected to last through December 20. However, health officials warned that even more stringent shutdown orders could be in store if new cases and hospitalizations continue to spike.
Designed to stop the spread of the coronavirus by limiting the interaction between people of different households, the tightened health restrictions Monday, including a ban on most gatherings and strict capacity limits on most businesses, while forcing closures of playgrounds and card rooms.
It bars all public and private gatherings with people of multiple households, except for constitutionally protected outdoor church services and protests. It also sets occupancy limits at various businesses, while also mandating face coverings and six feet of physical distancing.
The capacity limits are:
The order allows most outdoor recreational facilities to remain open, including beaches, trails and parks. But face coverings are required. Also open are golf courses, tennis courts, pickleball, archery ranges, skate parks, bike parks and community gardens, but use is restricted to a single household at a time. Pools that serve more than one household may open only for regulated lap swimming with one person per lane. Drive-in movies/events/car parades are permitted provided occupants in each car are members of one household.
Schools operating with limited numbers of students and day camps can remain open, adhering to reopening protocols. Schools and day camps with an outbreak, defined as three cases or more over 14 days, should close for 14 days. Card rooms are closed, as well as playgrounds, except for those at child care centers and schools.

Bad cyclists found on paths everywhere
Dear editor:
I believe Walter Tymofievichs understanding and experience of "Channel Parkway" and mine are different (Herald, Letters, Nov. 26).
I have cycled both the Penticton dyke area and the side of the roadway where I have endured inconsiderate trucks and cars who speed past.
The roadway is where I have encountered dangerous and inconsiderate cyclists who pass without warning but some of those cyclists who use the dyke are inconsiderate of others whether pedestrian or cyclist.
Some pedestrians are inconsiderate on both sides of the channel, the smaller path and the wider one.
An example of a cyclist's lack of consideration was when I met one on opposing sides of a bridge underpass.
There was no courtesy on their part and I risked injury trying to avoid them due to low-hanging bridge parts.
They seemed to have an attitude of entitlement about cycling where they wanted without regard to others.
So, Walter, my experiences are not unfounded, as you arrogantly proclaim.

There seems to be a macho faction that says, "No way I'm going to wear a mask. I'll go where I like without one. You're infringing on my rights and freedom."
Ever try that line in a restaurant when you come in with no shirt or shoes?
Ever try that line with a policeman when he writes you a ticket for not wearing a seatbelt?
Ever tell a business owner that you can smoke in his establishment if you sure do feel like lighting up?
Rights and freedoms only apply when they are in no way harmful to others.
If you have bothered to read this far, please take the time to talk to your doctor about why we all should be wearing masks.

And in my humble opinion, the COVID-19 information we receive with our corn flakes every morning is a bit confusing, just to say the least
Dr.Bonnie Henry should step out of the limelight, take a break and re- think some of what she is advising the public.
The latest from Dr.Henry suggests something that is low on the baloney scale ?
Athletes and dancers 18 years old and younger can still practice in groups of eight, if they wear a mask and are at least three metres apart.
A group of eight could include a carrier of COVID just as likely as a group of 20 50 or !00, could it not ?
What about eight seniors dancing the Charleston while wearing an oxygen mask and hospital gown?Would that be OK?
Dance and all exercise can include heavy breathing, so please, Dr. Henry, give less of the baloney.

As religion declines, so too does society

At one time, I was pastor in a church where over 2,500 attended Christmas masses. Progressively this kind of Christmas has entered into decline.
Certainly there was something odd in this assembly. Many of these people were living a nostalgia; pretending to be connected with a place of lost meaning. Now we meet them at funerals and they are people with lives empty of faith. They can no longer communicate with believers and religious services. They want to create their own.
In a Cannes (1960) prize-winning Italian movie, called LAvventura, the director, Antonini, is dealing with the impossibility of relationships in a culture that has lost the importance and dignity of being human. It is a drama on the loneliness of human beings. He links this loss of meaning and inner emptiness to an abandoned church, in a country where faith was so essential to the culture.
Today people are no longer pretending that this faith exists or that religion, in one way or another, could give an illuminated soul to the world again. Finding meaning in communal prayer has been washed away in an epidemic of self-affirmation. The truth is simple; we now don't give a hoot, it really doesnt interest us and it is not of the slightest importance if Christians lost faith reappears or not.
In the film, this drama is being played out in the solitude of two individuals; in a brand new couple. The path followed by both of them is used to show that they are characters seeking something that escapes them.
How is it resolved in the movie? The man disappears to a party one night and flirts with a stranger who isnt close to him. The woman discovers him and is shocked, betrayed by the man she loved and there is a moment of fright and flight. Then there is the awareness that it does not matter and there is a sort of acceptance between them which goes further than this dramatic turning point of his cheating on her.
They are saved by a desperate mutual exchange of pity. The woman has become a mother. She is the strong one now. It is the only way they can stay together. They are not equals.
One night is all it takes to shatter their illusions. The movie was kind, hesitant and ended there.
At any rate, the season of Advent begins once more and offers us a pathway to the real meaning of Christmas.

Worshippers unfairly targeted by orders

There seems to be a missing consideration in the recent actions of our esteemed Provincial Health Officer and Minister of Health. Freedom of religion is, in fact, protected under the Canadian Charter.
This means discriminatory actions by the government to close houses of worship under the false flag of public health guidelines must be seen to be of sufficient and imminent necessity to justify abrogating our Charter rights.
I have not seen any compelling data to suggest the need to single out religious institutions, especially those which have indeed exceeded previous public health guidelines, for closure.
Yet our restaurants, cheerleaders, martial arts studios, schools can continue to function within present guidelines.
So says Dr. Bonnie Henry, and she is an honorable person. Perhaps she has some information which she has not shared about specific sites which have been the source of outbreaks.
We certainly have seen such information for specific schools and places of business but this did not result in a blanket closure for all similar institutions. We have not seen any such information for places of worship, but perhaps this has been withheld in the interests of not showing sectarian bias. I point out these inconsistencies not to condemn Dr. Henry, but in an attempt to develop her sensitivity to the importance of religious observance for many of us.
If the present pandemic represents such a clear and present danger to justify suspending our Charter right to practice our religion, then should not all social intercourse, whether economic, educational or participatory, be similarly governed.
I foresee a tsunami of appeals to the Human Rights Commission in the very near future unless this situation is rectified.

What do you know about MAID? MAID or Medical Assistance In Dying, is a legal, voluntary form of euthanasia. It was introduced in Canada in June 2016 to help end the suffering of terminally ill adults.
By the end of 2019 nearly 8,000 gravely ill Canadian adults had received a doctors help to legally end their lives. Assisted deaths took place most often at home, but also occurred in acute care, in hospice, and in residential care homes for seniors.

Towns and villages across England, which were left isolated when their railways were closed, are one step closer to having their connections restored and transformed, as 15 projects are awarded up to 50,000 each to progress plans to reinstate historic stations and restore passenger services, as announced in the Spending Review.
More than 50 years since the railways were radically reshaped, including thousands of lines and stations closed during the infamous Beeching cuts of the 1960s, this latest investment will kick-start work on schemes that reconnect previously cut-off communities, with the potential to reinvigorate local economies and level up opportunity across the country.

These latest projects to receive a share of the second round of the Restoring Your Railway Ideas Fund will progress plans to deliver new routes and improved connectivity, as well as developing plans for new stations to areas poorly served by public transport.

From restoring historic stations at Ferryhill and Langport, to reinstating passenger services on the Maid Marian Line and transforming rail connections around Bolton, Bury and Consett, our investment will provide the vital links that people depend on.
Among the winning bids is a scheme to reinstate passenger services from Bolton to Manchester through Radcliffe with a radial Metrolink running through some of the most economically deprived parts of the UK.
A proposal for a Mid-Cornwall Metro has also been awarded development funding which would create a coast to coast through-service connecting the biggest towns in Cornwall Newquay, Par, St Austell, Truro, Penryn and Falmouth reducing journey times and easing road congestion.
Todays news comes as the government provides 32 million of funding to deliver 3new stations in England and Wales, including Edginswell in Torquay, Thanet Parkway in Kent and St Clears in Carmarthenshire, with additional funding being invested to develop a further 2 in Haxby and Deeside.
The Beeching cuts saw tracks ripped up or grassed over, iconic viaducts and bridges left without a purpose and communities set adrift. Initially proposed by British Rail chief Dr Richard Beeching in 1963, passenger services were ended on around a third of the rail network, with more than 2,300 stations closed and up to 5,000 miles of track axed across the UK.
Over the summer, proposals from MPs and local authorities for the second round of the Ideas Fund were considered by an expert panel, including Rail Minister Chris Heaton-Harris and Network Rail Chair Sir Peter Hendy, after 51 bids were received earlier this year.
A further 28 bids will receive further guidance to help develop and refine their ideas for assessment in future funding rounds.
