    ‘Easier for us, nicer for you,’ City offers tips to help residents and city workers this winter – Titusville Herald

    Chris Roofner and his team could use a nap.

    Since inclement weather moved into the Titusville area on Monday, Roofner, City of Titusville Director of Public Works, and his crew have been working overtime to clear city streets. On Wednesday, Roofner said that in the past 30 hours, he has only had four hours off. Roofner and his team have no complaints, though, as they have been preparing since October to deal with this years winter weather.

    The Department of Public Works has a system in place to best deal with snow removal. While the department usually has their employees work a simple 7 a.m. to 3 p.m. schedule, starting around January, Roofner splits his squad into two teams for winter hours.

    During winter hours, one group works from 4 a.m to noon, while the second group works from noon to 8 p.m.

    While the public works team hasnt officially moved to winter hours, starting around October the entire department starts preparing for winter. This preperation includes fitting one of the work trucks with plows and salt capabilities.

    To help keep the roads clear, Roofner said that he has three big snow plow and salt trucks. These trucks are the trucks that City residents see and hear out on the roads when things get bad.

    Roofner also has five smaller pickup trucks equipped with just snow plows. When asked how the department prepares for inclement weather, he said this time of year, we are always prepared. Part of this is due to the fact that once a truck is fitted with the proper equipment, theyre good to go.

    So what is typically the biggest obstacle to clearing Titusvilles streets? Roofner responded with a resounding reply parked cars.

    He said that when the plow comes up to a stretch of street with parked cars, they have to take a wide path to make sure they dont get close to the vehicle. When plow drivers have to do this frequently, the roads look as if the plow had to take a break.

    To help public works crews, Roofner asked that area residents use off- street parking whenever possible. He understands that some might not have access to off-street parking and asks those who have to park on the street to move their cars every so often.

    Titusville has an ordinance that states that during winter weather situations, residents cannot park their vehicle in the same spot for more than 24 hours.

    Roofner offered a simple explanation to the 24-hour rule saying, Move your car at least once a day so we can clean where you parked. Roofner said that if his crews notice repeat offenders, they will call the Titusville Police to ticket and/or tow the vehicle at the expense of the owner.

    Another way that residents can help the Public Works staff is by properly taking care of snow on their property.

    Roofner wanted to remind residents that it is illegal to dump snow from private property into the street. While it is illegal, he also said that it is much easier for us to put the snow back than it is for people to put it in the street.

    When shoveling driveways and walkways, he asked that area residents shovel around fire hydrants. Roofner said that hydrants covered in snow are in danger of being dinged and hit by passing snow plows. Help the fire department, help us out and shovel your streets hydrants, he said.

    Above all, Roofner hopes that Titusville residents stay patient. He and his team have just three trucks to cover 56 lane miles of asphalt.

    With so much pavement to maintain, the Department of Public Works has developed a priority system. Roofner said that the roads near hospitals, schools, emergency services and roads with significant inclines receive attention first. If we havent hit your street yet, dont worry, he said. We did not forget about you, we just have priorities.

    Utility crews have been working in the area for almost a year in preparation for this project. It is very exciting that construction of the roundabout is finally starting, project manager Rebecca Keenan said. The citys contractor, Yarbs Paving and Grading, will close the intersection to through traffic starting on Wednesday, December 2nd and immediately begin work on adjustments to underground sewer and storm mains.

    The underground adjustments set the stage for the street improvements, which will include extensive demolition and grading. The contractor will rebuild worn out asphalt pavements by recycling the existing roadway. The old asphalt and base materials are pulverized, mixed with cement and water, and compacted to produce a strong, durable base for the street.

    Residents can expect the complete street closure to last between four to five months, with a soft-opening by May 2021, subject to weather conditions.

    After the soft-opening, work will continue on miscellaneous items like landscaping and striping, added Keenan. The project is expected to be fully complete by the summer of 2021.

    At its Sept. 21 meeting, the council awarded a $370,000 contract with NV5, Inc. for construction management, inspection and testing, surveying and public outreach functions. NV5 is currently consulting on widening Akers Street as part of the Highway 198 interchange project.     Just over half of the $4.3 million project will be funded by Congestion Mitigation and Air Quality (CMAQ) funding from the state for projects designed to reduce traffic congestion and improve air quality, particularly in areas of the country that do not attain national air quality standards. Roundabouts improve safety and reduce air pollution. According to studies by the Federal Highway Administration, roundabouts reduce overall collisions by 37%, pedestrian collisions by 40%, injury collisions by 75% and fatal collisions by 90%. By reducing traffic congestion, the roundabouts have resulted in shorter driving times for motorists and reduced fuel consumption and greenhouse gas emissions, which help improve air quality. It also prevents gas-powered cars from idling, when engines produce the highest amount of emissions.

    The rest of the funding will come from Measure R, the half-cent transportation tax approved countywide in 2006, and from the citys own Transportation Impact Fund set aside for streets, roads and bike paths.

    Man loses arm in wild Toms River crash – New Jersey 101.5 FM Radio

    TOMS RIVER A man who crashed into the parking lot of a restaurant late Saturday afternoon lost part of his left arm in the impact, according to police.

    Toms River police said Gabriel S. Frigerio 3rd, 38, of Toms River veered from the westbound lanes of Route 37 coming off the Tunney Bridge into the parking lot of thePisces Restaurant around 5:50 p.m.

    His sedan hit the curb and a large decorative boat anchor at the entrance of the driveway, which flipped the car onto its roof, according to police. It slid across the pavement into the opposite curb, causing the car to flip back onto its tires, which sent it into a large, decorative chain before coming to rest, police said.

    Frigerio's left arm was already partially amputated when two officers arrived, according to police. They were able to pullFrigerio out of the vehicle through the back door and apply a tourniquet to Frigerio's arm in order to stop the excessive bleeding.

    Frigerio told police that he was cut off by another vehicle, which caused him to turn off the roadway, police said.

    He was flown to Jersey Shore University Medical Hospital and was in stable condition Saturday night, police said.

    Toms River police have not yet respond to a message on Monday morning asking for an updated on Frigerio's condition. No charges have been filed in the crash.

    A GoFundMe account created to assist with his medical costs and rehabilitation said Frigerio has three children was in a medically induced coma in order to reattach his arm.

    How much does it have to snow for roads to be cleared in Mississauga? – insauga.com

    We might just be a few days into December, but we've already experienced some fairly significant snowfall and that might have all of you thinking: How much snow must fall before the city brings out theplows?

    The short answer: Not thatmuch.

    "While this has certainly been a challenging year, Mississauga will continue to remain resilient as winter weather nears," said Mayor Bonnie Crombie in astatement.

    "As essential workers, our incredible winter crews will be ready to respond 24 hours a day, seven days a week to ensure that our roads, priority sidewalks, bike lanes, bus stops and more are safe and accessible for all those who travel to and from their destination - to keep Mississauga moving. I urge everyone to be patient and safe by giving our plows lots of space, driving to weather conditions and leaving a bit earlier whenpossible."

    According to the city, major/priority roads and sidewalks, bus stops and pedestrian crossings are salted within 12 hours (after snow) when there's less than 5 cm of snowfall and plowed and salted within 12 hours (after snow) when there's between 5 cm and 15 cm ofsnow.

    If the city experiences heavy snowfall (15 cm or more), priority roads will be plowed and salted within 24hours.

    When snowfall hits, the city's winter crewswho utilize 370 pieces of snow clearing equipmentclear 5,600 lane kilometres of roads and on-street bike lanes (4,000 priority and 1,600 local), 1,600 lane kilometres of priority sidewalks, 3,400 bus stops, 95 kilometres of roadside multi-use trails and over 1,000 pedestriancrossings.

    "Safety will continue to be a priority this winter," said Mickey Frost, Director, Works Operations and Maintenance, in astatement.

    "We will ensure that our priority routes such as major roads, on-street bike lanes, priority sidewalks, bus stops, pedestrian crossings and designated roadside multi-use trails are cleared first to maintain accessibility and allow emergency and transit vehicles totravel."

    Frost said that residential roads and priority sidewalks are not cleared to bare pavement, but are made passable andsafe.

    "As our crews clear residential roads, we also remind residents to please move parked vehicles off the street to allow plows to safely clear the street," hesaid.

    As for whether or not the pandemic will impact snow-clearing going forward, residents shouldn't expect a decrease (or increase) in service this winter (or next). In the summer, city council approved a new eight-year winter maintenance contract for Mississauga that will begin in the fall of 2021 and expire in2029.

    The upcoming 2020/21 winter season will be the final year of the current seven-yearcontract.

    In a news release, the city said the new winter maintenance contract will ensure that snow clearing operations are more efficient throughout the city, adding that the contract includes upgrades to snow clearing equipment and salt managementpractices.

    As far as costs go, a recent corporate report says that the new contract will cost the city approximately $141 million over eight years or $17.7 million a year--almost $3 million more than the citys current $14.8 million a yearcontract.

    The report said that while the city had the option to increase winter service on residential sidewalks and windrows (the piles of snow left at the bottom of a driveway after the plow clears the road), staff recommended that council hold off due to COVID-19 and the associated deficit that the city is facing as a result of thelockdown.

    Ultimately, council did not approve additional levels of service for driveway windrows and residential sidewalks, deferring enhancements to at least 2023 to minimize the budget impact in 2021 and2022.

    As for what residents should know about adverse weather, the city says that temporary parking permits can be suspended at any time during snow clearing operations and that new ones will not be issued. On-street parking restrictions between 2 a.m. and 6 a.m. remain in effectyear-round.

    As for salt, the city says salt trucks are equipped with on-board technology to monitor and control salt use, adding that access to an advanced weather monitoring system also allows winter crews to use the appropriate amount of salt in the right place andtime.

    "Residents can help by following manufacturer instructions, if salting on their property, by applying the right amount under the right conditions. Reporting of over-salting at bus stops can be done through the Pingstreet mobile app," the city said in a newsrelease.

    Residents are advised to clear private walkways and driveways as soon as possible after a snowfall and offer to help older adults and people with disabilities to do the same. The city also asks residents to give snow plows and salt trucks extra room on the road and to always drive according to weatherconditions.

    I love to decorate for Christmas. Its my favorite, Megan says. Jon also loves Christmas, so when we got married, we had double the decorations.

    Jonathan and Megan met when they were younger, but reconnected as adults through Redemptions Hill, a local church started by Megans cousin, T.J. Dreyer, that they were helping to plant. The couple married in May of 2017 and moved into their home less than a year later.

    They were drawn in by the lake. Its so close its like were on the lake, Jonathan says. Its an active lake community and a fun neighborhood.

    Jonathan is a benefits and compensation specialist for Columbia Insurance Group, and Megan is the manager for retail services within the dining and nutrition services department at MU Health Care.

    We love to host, so the decorations lend themselves to that, Jonathan says. We have lots of friends over during the week just to eat, hang out, and spend time together. The decorations make for a fun hosting environment.

    Each room has a different feel. Were both from rural areas, Jonathan shares, so downstairs, youll see a rustic area. But we also both felt we were city-bound, so then youll see the posh city lights when you look into the living room. We have the glamorous part of the decorations without leaving out where we came from.

    After moving in, the couple tackled remodeling the dining room first. It was covered in dark green trim with marble painting, and the hunter green walls extended to the exposed beams. Megan describes it as medieval.

    They opted for a neutral color palette, painted the trim white, and finished at midnight on Wednesday right before their family showed up for Thanksgiving in 2018. They love the exposed beams, vaulted ceiling, and shadow box trim.

    Its my favorite area because we put our expression into it, Jonathan says. And we did all the work ourselves, Megan adds.

    For the holidays, the dining room will seat 12 and is adorned with a beautiful nativity scene on the sideboard and a glamorous red-and green-themed Christmas tree by the arched window.

    As Jonathan described earlier, the living room has a city feel that features a see-through fireplace and metallic adorned trees. Gold and silver ornaments shimmer in the sun as daylight streams through the expansive windows, and stockings are hung by the chimney with care.

    In the kitchen, a hand-painted snowman sits by the fireplace, and the decorations are pulled together with the use of buffalo check. In the hallway, elves frolic on the most playful tree in the house and add a whimsical touch that the elves themselves seem to enjoy.

    The basement game room, once fraught with bright orange and aqua walls and various colors of trim, now serves as the area they love to host small groups.

    Their favorite project was their Mizzou tree. Thats where we got our start when we were young, so that was our first tree, and we went from there, Megan says.

    The remaining rustic dcor features a rotating tree adorned with red ribbon, pinecones, and ornaments handcrafted by Megan. The area takes Jonathan back to his childhood in Boonville and reminds Megan of her roots in Moberly. A basket of handmade fabric candy canes accentuates the fireplace.

    Megan loves to craft, Jonathan says.

    Thats part of what draws me to decorations, Megan adds. If Jon would let me, Id quit my job and do crafts.

    The couple loves to shop at estate sales, particularly to search for decorations for the holidays. Megan has found wreaths, garland, and even one of their larger trees. Its a great place to find bargains and fill our house, Megan says.

    Early on in their marriage, they loved touring houses in their free time. So now weve replaced our house hunting with estate sales, Megan says.

    The couple has a total of 11 trees inside, seven full-size and four others. And while that might seem daunting, it is tastefully done and a nod to the couples desire to make their home an inviting and comfortable place for their guests over the holiday season.
