Members of the Massachusetts Senate passed an amended version of the state's police reform bill, which will now be sent to the Massachusetts House of Representatives.The highly-anticipated and controversial legislation is making its way back through Beacon Hill after both the Massachusetts House and the State Senate passed it earlier this month. Gov. Charlie Baker, however, returned the bill to state lawmakers with several changes and the threat of a veto.Baker says police training programs should not be controlled by a civilian commission, but leaders in communities of color made it clear that it is critical for the civilian-led commission to have a say in the development of use of force regulations. In response, the State Senate adopted a change that will give the civilian-led Massachusetts Peace Officer Standards and Training Commission and the Municipal Police Training Committee join responsibility in approving, promulgating and implementing use of force regulations.In addition, the governor wants to allow the use of facial-recognition technology. In an effort to preserve the totality of the bill, state senators adopted changes to the amendment that limits law enforcement's use of facial recognition to appropriate circumstances while maintaining the original bill's requirements on transparency in data collection and the creation of a new commission on facial surveillance."What we put on the governor's desk was a full ban of facial-recognition techniques. The breakout Disney+ series "The Mandalorian" had die-hard "Star Wars" fans and fandom rookies alike clamoring for a subscription to the new streaming platform late last year. Now, the show is a cult favorite and infinitely meme-able, thanks to its compelling characters, namely The Child, a beloved creature also known colloquially as Baby Yoda. But the deep glassy brown of The Childs eyes and the action-packed plot are not the only draws of the show, or the "Star Wars" universe at large. A big part of the series allure is its world-building, and the unique landscapes that define each piece of the story. "The Mandalorian" takes advantage of the world George Lucas built and explores new horizons across the galaxy.
The design of "Star Wars" and "The Mandalorian" may appear futuristic, but the events take place A long time ago, in a galaxy far, far away as the iconic opening scroll tells us. Design firm Oppenheim Architectures projects echo the space odysseys otherworldly structures with a link to the past. In a funny way, what informs these new, future-focused designs are the form and function of architecture from the past, says founder Chad Oppenheim. Season 2 of "The Mandalorian" kicks off with a side quest in Tatooine, the planet where Anakin and Luke Skywalker both grew up. The original design of this planet was inspired by a province south of Tunisia called Tataouine. For theAyla Golf Academy and Clubhouse in Aqaba, Oppenheim constructed a concrete shell, which mimics the desert landscape and takes cues from ancient Bedouin architecture.
By episode five, the Mandalorian and Baby Yoda find their way to the city of Calodan in search of the remaining Jedi. The landscape of its forest planet Corvus has seen destruction of the Empire, but the walls of Calodan are still standing. In another part of the galaxy, Oppenheim creates a similar contrast between wilderness and the built environment with the Muttenz Water Treatment Plant in Switzerland. The stone and clay exterior keeps the faade in the natural realm, while the modernist form of the building stands out from its wooded surroundings. Many of my most 'futuristic' projects aren't in cities, but rather, isolated in nature, Oppenheim remarks.Respecting these surroundings has inspired what might appear, on the surface, to be such a departure from nature."
In episode six, the Mandalorian lands his Razor Crest on the mysterious planet of Tython inhopes of findingthe seeing stone at the Jedi temple ruins. Baby Yoda meditates on the stone, situated on top of a rocky hill, while the Mandalorian protects him from a wave of Imperial stormtroopers. Back in Jordan, Oppenheims concept for a series of luxury lodges proposes structural forms with minimal interference to the natural setting.

THE BIG DEAL: Congress unveiled a $2.3 trillion spending package Monday just hours before its expected passage in both chambers, funding the government though the end of the fiscal year and providing relief to a coronavirus-battered economy.
The package includes a $1.4 trillion omnibus bill based on a 2019 spending deal, which consists of $740.5 billion in defense spending and $664.5 billion in domestic spending.
It also includes a $900 billion COVID-19 relief bill, which Congressional leaders agreed to over the weekend (more on that below).

LEADING THE DAY: Lawmakers late on Sunday released details about a long-awaited $900 billion coronavirus relief, covering stimulus checks, unemployment benefits, and small business aid.
Both Democrats and Republicans touted various aspects of the relief package, though Democrats wanted a significantly larger bill.
Democrats argue that more relief legislation will need to be enacted once President-elect Joe BidenJoe BidenJudge throws out GOP lawsuit to close Georgia ballot drop boxes after business hours First responders serenade Fauci with 'happy birthday' Joe Biden can be the president for middle class workers and all races MORE takes office, though Republicans are already resisting that idea. A state and local aid package and liability protections were left out of the agreement.
When Congress approves the legislation it will have appropriated more than $4 trillion to respond to the coronavirus pandemic that has caused more than 300,000 deaths across the country.

Year-end package extends expiring tax breaks: The massive year-end package that lawmakers unveiled on Monday addresses a host of expiring tax provisions, making some of them permanent.
Tax breaks that are made permanent include excise tax relief for alcohol producers that was originally included in the 2017 GOP tax-cut law. Making these tax reductions permanent was a key priority for alcohol industry groups and lawmakers on both sides of the aisle.
Another tax provision that is made permanent allows people to claim a deduction for medical expenses to the extent those expenses exceed 7.5 percent of their income, rather than 10 percent as was the case for people under 65 between 2013 and 2017.
Several other tax provisions are extended through 2025. They include the new markets tax credit that is aimed at incentivizing investment in low-income communities, the work opportunity tax credit designed to incentivize businesses to hire people from groups that have consistently faced barriers to employment, a tax break for the motorsports industry and a tax credit for employers who provide paid family and medical leave.

ELBRIDGE, N.Y. In the early 1960s New York States architectural heritage was, according to the Post-Standard, dwindling.
In Onondaga County, the grand homes on James Street in Syracuse were gone as were many of the countys other historically significant buildings.
In order to save the rest, a grant from the New York State Council on the Arts made possible for a book written by four Syracuse University architecture professors.
Published in 1964, The Architecture Worth Saving in Onondaga County highlighted 60 area buildings which the authors believed needed to be preserved.
One of these was the John Munro House at 5407 Hamilton Road near Elbridge.
The books authors called the cobblestone house perhaps the most important Gothic Revival building in Onondaga County.
Standing amid century-old hard maples on an expansive site, crowning a gentle rise with a skyline of gables and chimneys, is more than a farmhouse; it must be included with Whig Hill and Roosevelt Hall as one of three county country houses in the grand manner, the tradition of the great country estates.
The builder of the home was John Munro, whose grandfather, Squire, was one of the original settlers of Elbridge.
Finished in 1850, Munro hired English architect Thomas Atkinson for the project. The cobblestones were brought down from Lake Ontario by sleigh and the wood was taken from the 142-acre property. The woodworking was done on the premises.
(Munro was a hardworking farmer and true Renaissance man. He was active in politics and in his church. On his farm he had hundreds of cows and pigs. He raised geese, chicken, turkeys, oats, barley, wheat, rye, and corn. In 1851 he raised tobacco and hired workers to roll cigars. In 1864, he tried his hand at sugar cane.)
It is a significant house, says Cheryl Drake, just the third owner in the homes 170-year history. The craftsmanship is wonderful.
Drakes husband William bought the house in 1974 and she married him on the landing of the homes main staircase in 1981.
When asked what her first impressions of the historic home, the New Zealand native replied, Huge!
The farmhouse has 16 rooms, nine bedrooms, four bathrooms, two front parlors, five black marble fireplaces, an office, formal dining room, family room a billiard room and over 5,600 square feet of space.
She joked that she had come from modern and was now living in a home steeped in the past of Central New York.
Every weekend we went to estate and antique sales, she said, looking to fill the house.
The results speak for themselves. The magnificent house looks like a museum and nearly every piece looks like it belongs there.
They did a lot of work on the grounds and planted arborvitae to make the property more private.
The patio the couple added is a special favorite for Drake.
I love to watch the cows, she said.
Drake says the homes huge attic has a lot of potential for someone and believes it could be made into an apartment.
The home has not been registered as a historic landmark which allows for new owners to make changes.
It is going to be a hard place to leave, Drake said. I have had so many great times here and have a ton of great memories.
She hopes that a young family will buy it continue its story.

Living spaces: This architecturally significant home looks much like it did when it was built in 1850. It has 5,640 square feet of living space and has two front parlors which are Drakes favorite rooms. They are great for entertaining and fun to decorate during the holidays. The homes formal dining room was once used to feed the farms field hands. It has one of the homes five black marble wood-burning fireplaces. A great home office was where Drake worked during the COVID quarantine. The home includes a mud room, billiard room, and television room. The huge attic and basement have potential to be something more.
Bedrooms: There are nine large bedrooms in the house. Eight are on the second floor. The master bedroom is very warm. Many have the unique windows seen throughout the house.
Bathrooms: There are four bathrooms, three on the second floor, in the house which are all newer than the rest of the home.
Outdoors: This 142-acre property has been a working farm for 170 years. The home is surrounded by maple trees which are hundreds of years old. Drake and her husband built a backyard favorite which is a favorite for her. She enjoys watching the wildlife and the quiet privacy of the surrounding landscape. The grounds have hosted many weddings, including Drakes, and the front veranda makes for a beautiful background. There is a large garden shed and two large barns, one of which is heated which makes for a great workshop. The home is located in a wonderful location, Drake said. It is easy to get anywhere. It is five minutes from Skaneateles and 20 minutes from Syracuse.

Hjaalmarch is a region situated north of Whiterun and nestled between Haafingar on the west with The Pale to the east. Unlike many other holds, most of the landscape consists of marshes, swamps, and other dank wetlands. In these northern parts, there are covens of vampires plaguing the sparse settlements found in the soaked soil as well as other spooky scenes. However, not all appear on the player's map and have to be found with a little exploring.
East of Morthal, and quite close to it, upon a hill and obscured by some tall pine trees, the player can find a burial mound. This is not one belonging to a dragon or ancient mummified priest but a necromancer. Like quite a few other unmarked locations in Skyrim, this setting is a bit of a grim tableau for a sinister past deed.
Inside the mound, there is a person in necromancer robes impaled upon a table with a simple dagger. Don't get too distracted by the brutal scene, as there is a skeletal foe inside that will attack the Dragonborn. When the bony enemy has been dealt with, one can loot the various containers in the area as well as find a Staff of Revenants.
If one heads west from Morthal and crosses the river and then follows its banks south, they will eventually come across a grisly scene of mammoth proportions. A dead woolly pachyderm lies dead upon the sand and grass by the river. Just as one begins to ponder what could have happened here, a bear will likely show up to claim responsibility.
Either that, or it is scavenging a kill made by another predator. One likely more fierce than any mere bear. Sadly, there are no clues or other interesting events tied to this location. It is simply a display of the natural ecosystem of Skyrim: an unforgiving one that sunders even the mightiest of giants.
Burial mounds pock the surface of Skyrim like freckles. In each, there is often loot to be had, and most are worth checking out if stumbled across. Northwest of Morthal, before one gets to the Apprentice Stone, there is a moss-covered site of remembrance for someone long forgotten.
The only foes that can be found here are a few mudcrabs, therefore the player should have no problem gathering up the loot to be found inside. There is a chest as well as a book titled "The Locked Room" that will increase one's Lockpicking skill if read.
Exploring east of Dragon Bridge will lead one to a large peninsula in the fork of a river. In the northern part of this peninsula, there is a necromancer performing a ritual and preparing potions.

These dark deeds are usually great for finding ingredients for potions and possibly enchanting material, as well as a chance to dole out justice upon foul necromancers. There is also a book here titled "Mannimarco, the King of Worms," which is a book that increases one's Alchemy skill and is a reference to a villainous necromancer from The Elder Scrolls 4: Oblivion.
In the far west of the hold, past Robbers Grave, though at the same latitude, there is a spot all players should be careful about treading. These are the hunting grounds of a pair of sabre cats. The location can be spotted from fairly far away by taking note of the tall stone pillars that jut out from the slope of the rocky hill.
However, if one is confident enough in their combat prowess to fell these two mighty felines, there is some loot to be had besides the eyes, teeth, and pelts of the big cats. In addition to a satchel and coin purse to pilfer, there is a book titled "2920, vol 01 - Morning Star," which can increase the player's One-Handed skill.
Vampirism is arguably a rampant problem in Skyrim. Not only can the player be infected by this supernatural disease by fighting the fiends themselves, but the influence of blood-drinking covens in Morthal has led to the death of many innocent people.
It is appropriate that the cure for this illness can be found nearby. North and slightly to the west of Morthal, not too far away is a site of peculiar stones. If one stumbles across them randomly, they are uneventful, but if one speaks to Falion in the vampire-infested city, they can start a quest that leads them here to purge their sanguine pestilence.
North of the Apprentice Stone, the bloody remains of some unknown tragedy can be discovered. The human bones and limbs, still splattered with wet blood, are the freshly butchered body parts of two unfortunate campers. While investigating, the Dragonborn may spot predators, or scavengers, about the area.

Wolves, bears, and sabre cats could very well have been the culprits. The brutality makes it seem likely that there were wild animals behind this killing, though particularly vicious vampires cannot be ruled out. "The Exodus," a book that raises the player's Restoration skill, can be found near to the viscera of this campsite.
Far to the east of Hjaalmarch, north of where the Shrine to Mehrunes Dagon can be found,there is a cart along a road now void of its owner and ability to move, for bandits had struck it. This caravan, laden with all manner of potions, ingredients, and even a skill book, can be secured by slaying the two bandits.
It was unfortunately too late to save the owner or their horse but at least their goods won't go to the fiends who killed them.
Between the Nordic tomb of Folgunthur and the East Empire Company Warehouse, almost directly south of the Blue Palace, the player can find a rocky nook packed with containers to loot.
In addition to the many ingredients and cozy feeling, this smuggler's den has a skill book resting on a crate titled "Purloined Shadows," which increases one's Pickpocketing skill.
This location may not be on the map but one won't need directions to find it. Simply be in Kjenstag Ruins, a fair bit northeast from Morthal, anytime between 8:00 pm and 4:00 am and a friendly ghost will appear. This non-hostile specter will immediately begin running northeast at no provocation.
Follow them and they will lead one to an unmarked barrow. The entrance is guarded by two bandits, therefore some combat is inevitable. After the bandits have been dealt with, descend to loot this hidden location packed with loot like random staves, skill books, and jewelry.
