IONIA, Mich. UPDATE: After our story aired Tuesday night, the family informed us Jan passed away. FOX 17 expresses our condolences to the family.

Dealing with a sick loved one is tough enough, but when Jamie Helton got an overnight call from her mother Yvonne this past weekend from Ionia, she knew things had gotten worse.

Her father, Jan Wittenbach, is on hospice care at home after suffering a stroke in November, and his homes heater stopped working in the middle of the night.

When mom called (the repair company) frantic, she said, 'My husband is sick; hes on hospice; hes home; I cant let him get cold. So they knew from her frantic phone call that my dad was sick, said Jamie.

They called a local company they had used often in the past: Wilsons Heating, Cooling and Plumbing of Ionia.

Wilsons was unable to immediately come out because they were tied up with another job, but Jamie says they explained to her mother the best ways to keep the house warm until they could arrive, which was the next morning, Sunday.

Wilsons quickly got the familys home warming again, and then the same happened to Yvonne's heart.

So Mom had her card ready to pay them, and he said he wasnt charging her," Jamie explained to FOX 17. "And she said, Did you forget your machine? And he says, Nope, this ones on us. Dont worry about it.'"

On top of that, business owner Bill Wilson went to his car and brought back a bag of cookies that his wife and business partner Nancy had recently baked.

Jamie explained that her parents live on a limited income already, so the gesture was greatly appreciated.

There is a lot of high deductibles from their Medicare plan that they have to pay, and then end-of-life costs. It just took a ton of weight off my moms shoulders, it really did. It really made her cry; she sobbed for a while. I just wanted people in this town to know what a great deed they did and just how much we appreciate them.

The family has a GoFundMe set up to help with their unexpected expenses for anyone who wants to contribute.

In other words, after two decades of frustration to tame the region, has the time come for Washington to pack up and walk out entirely?

In a word, the answer turns on the expectation of blowback. Translated, will exiting increase the terror risk to the American homeland, the bedrock justification for keeping forces in the jihadi lands?

Unfortunately, policymakers have no confident response reflecting five uncertainties: mixed lessons from past walkouts; significant questions about the gravity of the foreign terrorist threat to the United States; the effectiveness of homeland security; the adequacy of native and regional resources to attenuate risks; and the comparative merits of having American forces offshore the landscape or onshore mindful there are competing demands to allocate military resources to address a rising China and to keep Russia in tow.

An examination of each of these bends the curve toward retaining a modest ground presence in the region as a hedge to better assure that todays worn jihadi terrorist threat to America does not regain traction to become tomorrows tragedy.

Leaving is not a new American approach to quagmire. But decision-makers have always executed exiting with great reluctance born of fear that blowback and reputational costs would follow.

However, in at least two instancesVietnam (1973) and Lebanon (1984) a walkout worked out. With the fig leaf of the 1973 Paris Peace Accords, Washington never seriously looked back as Hanoi and its neighbors turned on each other, putting the final stake into the domino theory. In the early 1980s in Lebanon, the Reagan administrations intervention to halt Israels invasion morphed into efforts to buttress the flailing Lebanese government. Only the 1984 walkout relieved the United States from becoming even more mired in a civil war that would run for another six years.

By contrast, leaving Iraq in 2011 and Somalia in 1994 merely served as interludes to walkbacks because of new blowback concerns. Iraqs sectarianism, corruption and poor governance overwhelmed the nation-building that Washington sought to achieve. As ISIS forces marched through the Sunni heartland in 2014, Baghdads hollow army fled, putting the capital in the terrorists gun sights and prompting Washingtons walkback.

In East Africa, the U.S. walkback took place following the failed effort of Ethiopian troops to eliminate the militant arm of the Islamic courts al-Shabaab that was affiliated with al Qaeda and settled in the countryside.

However, as mired in the landscape the United States became, its presence was not without impressive tactical success. American forces eliminated senior al Qaeda and ISIS leadership and many second-tier commanders. Its air and ground assistance to locals helped destroy the caliphate, removing thousands of fighters from the battlefield while disrupting the movements financial networks and social media recruitment.

But now, even with the terrorists wounded, in hiding, fractured and hunted, with little capacity to hold territory (al-Shabaab being the exception), the gnawing question for U.S. security remains: Do the jihadists have the capability to strike the United States from abroad? Will that capacity grow in time?

More to the point, will walkouts prompt blowback as ISISs now-increasing hit-and-run operations in Syria and Iraq gain traction, while the jihadi movement attempts to get a foothold in Afghanistan over the efforts of U.S., the Afghan government and a Taliban that suppresses these terrorists on the one hand while coddling al Qaeda on the other?

Mixed public intelligence assessments fail to clarify. The National Counterterrorism Center reports that al Qaeda is in disarray and focused simply on survival, facing inevitable demise, while the FBI declares that al Qaeda and ISIS intend to carry on large attacks in the U.S.

Of course, intent and capacity are separate elements and now, two decades since 9/11, jihadi terrorists in and around the landscape have shown little capability to hit the U.S. homeland. While the country has suffered a few notable jihadi-inspired terrorist attacks, to date the December 2019 rampage by al Qaeda-linked Saudi air force cadet, Mohammed Alshamrani, at the Pensacola, Fla., naval air station that killed three and wounded eight marks the sole successful foreign operation.

Optimists among us might conclude this backdrop finds the battle to immunize the United States from foreign attack effectively is won. The beaten-down jihadists simply do not have the capacity to cross oceans to attack the United States as they fight to advance their cause in their lands while seeking to survive, leaving meaningful blowback less plausible. The view further assumes that homeland policing, informed by effective global and domestic intelligence networks and border control, will suffice to protect America.

The assumption banks on the inability of the jihadists to reconstitute in a more forgiving environment left by an American departure to plan and execute their mayhem on U.S. soil. Locals who have benefitted from U.S. assistance over the years, along with neighboring countries, would be best situated to impose the dike to protect themselves and, incidentally, the United States.

However, nowhere in the landscape do locals have the capacity today to do so reliably. Furthermore, regional states either have been ineffective most recently, African Union forces in Somalia or in conflict with each other, evident in Syria, where government forces have been at odds with Turks and Kurds who see the other as the primary adversary.

Although offshore American forces could execute operations against jihadis they failed in Somalia and Afghanistan but proved more successful in hitting ISIS in Libya there is no substitute for an American counterterrorism ground presence working with locals to collect actionable intelligence. The result would allow U.S. homeland security to be the last layer of defense, rather than the first.

Last year, two Royal Bengal Tigers were spotted strolling in the mid-hill region of the country. Wildlife conservationists were left questioning what was encouraging tigers to move upwards.

They suspect there could be more tigers dwelling in the country's hilly region, which has not been a typical tiger habitat at least in the last several decades.

During a virtual discussion organised by Environmental Graduates in Himalaya and Resources Himalaya Foundation on Monday, conservationists discussed the possibility of tigers living in the hill region of the country.

Tiger sightings in Dadeldhura in the west and Ilam in the east have shown that tigers can be found at such altitudes of the country as well, said Jhamak Bahadur Karki, associate professor with Kathmandu Forestry College. Not only Ilam, if we deploy camera traps focusing to study the presence of tigers along the north-south corridor, tigers may be found anywhere at that elevation. I am not asserting that tigers will be found, but there can be tigers at that elevation if we look at its possibility.

Last year in April, a tiger was captured on a camera trap at an altitude of 2,500 metres in a Dadeldhura forestthe highest ever recorded sighting of the big cat in the country. In December, another tiger was photographed in the eastern part of the country. The spotting of the tiger at an elevation of 3,165 metres beat the previous record of the tiger sighting in western Nepal.

The government authorities had confirmed that never before had a tiger been spotted and captured on camera at such an altitude in the countrys documented history.

Wildlife experts had attributed improved green cover in the country's mid-hill region, providing north-south connectivity, less disturbance in upper regions compared to the low-lying Tarai districts where they are facing habitat loss and decline in prey as possible factors behind tigers migrating upwards lately.

According to Karki, who is also a wildlife biologist specialising in tiger conservation, a tiger can dwell in the area which has 20 percent forest cover, with corridor connectivity and adequate prey.

Rising numbers of tiger population, which is also prompting tigers to stray outside their habitats, will cause tigers to move further up in the future, according to wildlife experts.

When tiger population sees an increase, sub-adult tigers will have only two optionseither fight with another competitor to claim their territory or make a journey upwards, which depends on forest connectivity, Karki said at the virtual event.

The latest tiger census, in 2018, detected signs of tiger presence in 12 districtsBara, Parsa, Makwanpur, Chitwan, Nawalparasi, Dang, Salyan, Banke, Bardiya, Surkhet, Kailali and Kanchanpurof the 18 districts surveyed across all potential tiger habitats in the Tarai Arc Landscape (TAL).

Before tigers were captured on camera in Dadeldhura and Ilam last year, there were several anecdotal reports of tiger sightings in the hill region. Royal Bengal tigers have been spotted at even higher altitudes in India and Bhutan. In India, the big cat has been sighted at an altitude of 3,630 metres and in Bhutan at above 4,000 metres.

A study by Global Tiger Forum (GTF) in 2019 said that high altitude regions in India, Nepal and Bhutan have the potential to become suitable habitats for the tiger. The GTF study identified a potential tiger habitat of 52,671 square kilometres in the high altitude area across India (38,915 sq km) , Nepal (2,213 sq km) and Bhutan (11,543 sq km).

The factors that foster tiger presence in western Himalaya region, which includes Uttrakhand and Nepal are gentle elevation, high forest cover, high drainage density, high temperature variation and moderate dry condition, said Karki. Tiger sighting at 2,500m provides solid ground for tiger conservation in the Mahabharata range. There is no doubt that tigers can not be in Mahabharata range, provided there is a connecting corridor, no disturbance and prey.

According to Karki, the finding also expands Nepals known tiger distribution beyond the TAL, the only landscape known to be inhibited by tigers in the country, and widens potential tiger habitats in the country at a time when the whole world is battling to protect its existing range.

Still, tiger conservation faces challenges such as habitat conervation and negative interaction with humans. Loss and fragmentation of tigers habitat and death of tigers in vehicular accidents along the national highways that traverse the country's protected areas remain a threat for the country of 235 tigers.

Maintaining and restoring key wildlife corridors is essential to expanding tiger populations, said Karki. But increasing threats from infrastructure development is fragmenting these key habitats.

Earlier this month, a tiger from Parsa National Park was killed by an overspeeding car along the East-West Highway, raising concerns for the safety of valuable wildlife dwelling in protected areas and their adjoining forests.

A rapid assessment of linear projects in the Tarai region has found adverse consequences on forests, wildlife habitats and animal movement. They have also increased negative interactions between humans and wildlife. Highways are turning into a death trap for wild animals, including tigers as three tigers have died in vehicular accidents along the highway.

According to statistics of the Department of National Park and Wildlife Conservation, 108 wild animals were killed in road accidents in the last fiscal year. Such incidents were high in Parsa, Banke and Bardiya national parks.

Such highways cause a barrier to their movement and fragmentation of wildlife habitat, said Karki. There should be signage for motorists to alert them about wildlife. Also, there should be wildlife-friendly structures for their passage.

According to Shyam Shah, a chief conservation officer of Banke National Park, where 102-km of East-West highway passes through the park area, the park authorities have been enforcing several measures to minimise wildlife-vehicle collisions.

We have placed signage along the highway. We also use speed guns to monitor vehicle speed, said Shah. Besides, arboreal canopy bridges installed for animals to cross the highway have also proved effective for animals, mostly monkeys.
