    When were in the midst of a February deep freeze, summer projects arent necessarily top of mind. But at the City were busy getting our 2021 construction season mapped out.

    Just this week, the Commission got a look at the street paving and curb and gutter projects planned for this summer. Aside from rebuilding both Highland Avenue and Airport Road, well make improvements to more than 50 blocks of city street.

    Those improvements will come in a variety of forms. Some will be completely rebuilt, some will be completely rebuilt and get new underground utilities, some will get a new surface, and others will get new curb and gutter.

    The Commission receives more contacts about street conditions than any other issue in the community. We absolutely consider those citizen concerns when were making decisions. Thats why, this year we added an extra million dollars to the budget for street repairs. Were committed to infrastructure improvements.

    Were also committed to making the construction piece of those improvements as painless as possible. Thats why we have been taking a different approach with our curb and gutter work. You see, curb and gutter work almost always accompanies street surface work. But coordinating schedules between contractors, weather, and the order in which all the improvements need to be made can be challenging and even lead to construction delays.

    So, the team has worked extra hard for the last two years to get ahead in the curb and gutter work. Essentially, this year and last, the curb and gutter team does a year and half of work in one year. By the end of this construction season, our curb and gutter work should be a year ahead of our street work.

    Heres why you care. It will make traffic disruptions shorter and streamline construction projects to the benefit of those living in the construction zone and those who travel through it. It may seem like a small operational change, but its one our team has invested a great deal of time and energy in to make work.

    While our budget allowed us to invest more in streets improvements, we dont control what the contractor bids will look like or how the weather will look. If bids come in favorably and the weather is cooperative, we will enjoy lots of new street improvements in 2021.

    Smiley in October had promised the Rhode Island Ethics Commission that he would not solicit state employees or state contractors.

    Smiley tells GoLocal he is returning donations to state workers and contractors.

    In a statement in response to the announcement that the RI GOP filed an ethics complaint on Thursday, Smiley attacks the Republicans.

    Smiley on Offensive

    "I am not surprised that the same Republican Party that supports false claims of election fraud and embraces conspiracy theories is now launching baseless partisan attacks against me," he said.

    I have established high fundraising standards which were approved by the Ethics Commission, have returned any contributions that did not meet those standards and have suspended fundraising to focus on a smooth transition out of state government. My focus will always be working to find solutions to the real challenges facing the people of Providence and I will not be distracted by gutter partisan politics, said Smiley.

    The GOP Claim

    "The Commission must launch a comprehensive investigation into all the donations Smiley received from individuals employed by state vendors to determine if he solicited donations from these individuals. The Ethics Commission has the power to compel production of documents and testimony from witnesses through the use of subpoena. The Ethics Commission should require all donors, who are associated with state vendors, to describe under oath any conversation they had with Smiley related to a campaign donation. Specifically, these donors should be asked under oath whether Smiley promised or threatened them in any way," said the GOP in their memoranda.

    "A full investigation of Smileys fundraising activities with the employees of state vendors is justified. Smiley promised the Ethics Commission he would not solicit or accept campaign contributions from any state vendors," they added. "Smiley lied to the Ethics Commission. The Ethics Commission must conduct a sweeping investigation of Smileys fundraising practices and fine him."

    Petitclerc recounts her own experience with disability in final MAID bill debate – CBC.ca

    Sen. Chantal Petitclerc recounted her own experience with a disability as she sought Tuesday to counter criticism of a bill to expand access to medical assistance in dying.

    Bill C-7 has been widely condemned by disability rights advocates who contend the legislation sends the message that life with a disability is a fate worse than death.

    They also argue that persons with disabilities, particularly Black, Indigenous and racialized individuals, will be pressured, directly or indirectly, to end their lives prematurely due to societal attitudes, poverty and the lack of support services.

    But Petitclerc, a former Paralympian who is sponsoring the bill in the Senate, used her own experience to argue that the bill strikes a balance between protecting the vulnerable and respecting the autonomy of individuals to seek medical help to end intolerable suffering.

    She lost the use of her legs at the age of 13 when a barn door fell on her. At the time, she said her mother was recently divorced, working a low-wage job and caring for three young children. Her mother had to "carry me up and down to the second floor of our apartment building because we could not afford to move," Petitclerc, a member of the Independent Senators Group, said as she kicked off final debate on the bill.

    "So, I may be privileged to be here in the Senate of Canada but I never forget where I come from and I know exactly what it is to be in a situation of extreme vulnerability."

    At the same time, Petitclerc said the bill has evoked in her a strong memory of the excruciating pain she endured in the weeks following her accident as nurses regularly moved her from side to side in her hospital bed to prevent pressure sores.

    If she was ever in a position where she was in "pain that unbearable but that would be irremediable, I too would fight for the right" to seek medical help to die, Petitclerc said.

    Bill C-7 would expand access to assisted dying to intolerably suffering individuals who are not near the natural end of their lives, bringing the law into compliance with a 2019 Quebec Superior Court ruling.

    Petitclerc said critics have "implied that access would be easy or unmonitored" and sought to dispel that notion.

    "That simply is not the case," she said.

    She pointed out that an individual must be a competent adult with a grievous and irremediable medical condition, in an advanced state of irreversible decline that causes intolerable, enduring suffering that can't be relieved by treatment acceptable to the patient.

    For people who are not approaching the natural end of their lives, Petitclerc said the bill would impose additional safeguards.

    Two medical practitioners would have to agree that the person meets the criteria for an assisted death and had not been pressured in any way.

    The assessment period would have to last a minimum of 90 days, during which the patient would have to be informed of all alternative means of relieving their suffering, including counselling, community services and palliative care, and be offered consultations with professionals who provide those services.

    "I believe it is important that we keep all of these steps in mind and that we acknowledge how thorough, strict and safe this process is," Petitclerc said.

    However, Sen. Kim Pate, another member of the Independent Senators Group, said she can't ignore the reality of people who've experienced "ableist, racist, sexist" and other discriminatory treatment in the health care system or those who've been institutionalized and marginalized due to poverty and a lack of support services.

    She suggested the bill respects the autonomy of "white, wealthy and non-disabled" people at the expense of the lives of more vulnerable people.

    "Bill C-7 stands to expand rights for some at the expense of increasing inequality for others," Pate said, urging senators to question their "own ableist fears and biases."

    Senators have already passed five amendments to the bill, two of which would expand access to assisted dying even more than the government proposed to do.

    One amendment would impose an 18-month time limit on the legislation's proposed blanket ban on assisted dying for people suffering solely from mental illnesses. Another would allow people who fear being diagnosed with dementia or other competence-eroding conditions, to make advance requests for assisted dying.

    Conservative Sen. Denise Batters was opposed to the original bill but she said the Senate's amendments "blow the bill wide open."

    "I'm afraid you've put in motion a runaway train and the consequences will be dire," she said. Batters predicted the bill will be struck down for violating the rights of people with disabilities, whom she said are "screaming to be heard that they don't want this so-called benefit."

    "What they want from government is not fast-track to death but rather the necessary financial and other supports that give them the option to live a dignified life."

    By contrast, fellow Conservative Sen. Claude Carignan said the amendments are an improvement. But he still thinks the bill is unconstitutional since it sets up unequal access to assisted dying: a relaxed set of eligibility rules for people who are near death and a more stringent set of rules for those who are not.

    One of the roles of the Senate is to ensure legislation is constitutional, Carignan argued, "so logically, if we are certain that a bill is unconstitutional we should either amend it or reject it. That is our duty."

    Several senators urged the government to accept the Senate's amendments. They noted that the government did not listen to the upper house in 2016 when the Senate urged it to drop the eligibility requirement that a person's natural death must be reasonably foreseeable -- the provision that has since been struck down as unconstitutional.

    Sen. Rosemary Moodie predicted that some of the Senate amendments are likely to be rejected by the government again this time.

    Senators will then have to decide, she noted, whether to defer to the will of the elected House of Commons or dig in their heels.

    During cleaning, the entire HVAC system is placed under continuous negative pressure (a vacuum) to prevent the spread of contaminants. Continuous negative pressure allows very fine particles to be removed from the system as they become airborne, ensuring that these particles are not released into the living space when the system is turned on after cleaning. This negative pressure also serves to extract the loosened contaminants, which are collected and removed from your home.

    HVAC system cleaning is not a complex process, but each job is unique. Where possible, access to duct interiors should be made through existing openings such as supply diffusers, return grills, duct end caps and existing service openings. Cleaning technicians may need to cut access holes in the duct work in order to reach inside with various cleaning tools. Creation of these service openings, and their subsequent closure, requires craftsmanship and professional skills.

    There is a wide variety of equipment available to HVAC cleaning professionals. Both truck-mounted and portable vacuums can be used to stop the spread of contaminants and get the system cleaned to the NADCA Standard.

    Your HVAC system needs to be cleaned and serviced periodicallyin fact, most manufacturers and HVAC service professionals recommend scheduling two service visits per year. Because both air conditioners and furnaces can develop condensation, mold growth is a possibility, especially if you live in a humid climate.

    If your service technician tells you that your HVAC system has mold growing in it, first ask to see evidence. Your next step should be to contact a mold expert.     Construction dust can contain some pretty nasty particulate matter that you dont want to breathe, so dont wait until you experience respiratory problems to call in the pros.

    Dusting isnt the most entertaining task, but its something we all have to do from time to time. If, however, you notice that every flat surface in your house is coated in a layer of dust almost immediately after youve put away your cleaning supplies, you probably need to have your ducts cleaned.

    Take a look at both the supply and return vents around your house. Are they visibly dirty and dusty? Carefully remove a vent cover and look into the ductwork. Is the metal covered in dust?

Ductwork is usually installed in a home in sections, and these sections are sealed to prevent air leakage.     Imagine trying to fill a small cup using a fire hose: Youll get some water in the cup, but ultimately, most of the water will end up on the floor. Leaky ducts have a similar effect on your home. Youll still have air moving through your ductwork, but some of that heated or cooled air will end up in the attic, walls, or basement.

    The bottom line is that when your ductwork isnt sealed properly, youre paying for heated and cooled air that you dont get to enjoy.

    A team of researchers at the University of Alberta (U of A) is investigating the possibility that heating, ventilation, and air conditioning (HVAC) systems might play a part in spreading airborne COVID-19, the illness caused by the novel coronavirus.

    Until now, it has been unclear how human-generated bioaerosols (suspended airborne particles) affect airborne virus transmission and how HVAC systems should be designed and operated to reduce the risk of transmission, said Zhong.

    Zhong says non-pharmaceutical intervention through HVAC systems is as valuable as vaccine research in the battle to tame the coronavirus.

    Improving mechanical ventilation systems in high-occupancy structures would be a critical way to contain the (COVID-19) pandemic, she said. Some buildings or cabins have a high density of occupants in enclosed spaces where the spread of airborne infections can have rapid and extensive consequences.

    If the U of A researchers find that HVAC systems can, in fact, carry the virus, Hadjiloizou says how the ventilation systems need adjust depends on the spreading pattern of the virus.

    The fix could be simple, such as replacing the filters in the systems more frequently, he said. Or maybe the whole concept needs to be redesigned, so that the air inside a building is not recirculated and fresh air is brought in from outside.
