    Dateline: Snow Belt, U.S.A. Undoubtedly, American Motors' 1981 Eagle SX/4 Sport is great for winter driving in a city like Ann Arbor, which is notorious for its abominable road upkeep. The four-wheel-drive SX/4's sure-footed grip is comforting when surrounding cars get stuck in their driveways and slide sideways through the slush. But to satisfy the Stump Jumpers and Brush Busters of America, the SX/4 needs to be put through more strenuous paces.

    I have a five-acre field and some woods, and it seemed that the best approach to the Eaglet would be just to take the sucker out there in the field and bury it. Then I'd go and get the old Dodge Power Wagon and pull the SX/4 back out on the road, where, of course, it belonged. After the pantywaist city slickers in the office (who "needed" it to get home to urban apartments) had a chance to drive it, I managed to get the car for a weekend.

    The weather couldn't have been better. The sky had been dumping four inches of snow every other day or so for about two weeks, and the accumulation out in the field along the fence row was knee-deep. We had to knock down the snowbank that the plow had thrown up across the logging road into the woods before we could get in. The Dodge was ready nearby, its "snatchem" strap in place. My husband, Tom, was watching for traffic coming up over the hill as I hurtled the Eagle over the snowbank and into the woods. False start.

    "We might not make it as far as the field," I shouted. Tom grinned. I backed out over the bank, got a little running start, and heave-hoed over the hill, through the woods, into the field, and honked right around into Turn One.

    By this time, my mind was changed about burying the car. I didn't want to get stuck, because I had forgotten to put my ten-buckle boots on over my tennies. Naturally, that's when I got stuck. When you're four-wheeling, it's just such a moment of indecision that will get you every time. I'm a girl, but even I know that when the goin' gets rough, it's balls out or die.

    So there it died, the absolute furthest from the road it could possibly be. I rocked the car back and forth, thinking, "The truck might not even make it out here," and then of the last $40 wrecker bill we paid to have the Power Wagon pulled out of a muck hole a mile off the road.

    Tom slogged through the field toward me, grinning. The snow was literally up to the sills, and if you looked back at the two-track around the field you could see the flat spot down the center that the undercarriage had carved out. We kicked snow from around the wheels, rocked a little more, and proceeded to blast off once again. Tom was bummed. He wanted to tryout his new snatchem. "Well, your Eagle won't haul a cord of wood." he said in defense of the Dodge. Right. Tom. "Let me try it now." he said. Right, Tom.

    The SX/4 is a fun vehicle to drive, although four-wheel-drive truck junkies might need to be weaned gradually from their daily fixes of header roar and high-altitude jostling and turbulence. And drivers of a more civilized persuasion might wish for stiffer shocks to control the Eagle's pitch and body roll over wavy pavement surfaces, and for better seats: the SX/4's lack thigh and lateral support and are tilted back at an uncomfortably odd angle.

    Another negative feature of the Eagle is its relatively low, 17-mpg EPA city-mileage rating. AMC has addressed this deficiency with a new transfer-case shifter it calls "Select Drive" and offers it as a $159 option. The two-handed operation of a dash-mounted control switch will cause two vacuum-actuated spline clutches to disengage: one stops power to the front axle's driveshaft, the other splits the connection between the front wheels. Voil, a two-wheel-drive car.

    Select Drive is unique in that the Eagle's four-wheel-drive mode is available anytime. When you flick your selector switch you can cruise on dry pavement in four-wheel drive without tearing up the front end. And in contrast with a part-time four-by-four vehicle, there are no hubs to unlock when switching to two-wheel drive.

    There is no EPA mileage advantage in the Eagle's two-wheel-drive mode, but AMC estimates a 10 percent real-world mileage improvement over four-wheel-drive operation. That makes for a substantial improvement over the low-teens fuel economy of most big four-by-four trucks, so if you're in it for the sport of off-road travel and don't really need the cargo area, this SX/4 is for you. And for off-road dilettantes, the Select Drive option is one more button to play with.

    Its been kind of hard, like the wheels start spinning on the snow, Nigel Blanton, Champaign resident, said.

    Were starting to see more pavement on main roads, but secondary roads still have piles of snow. Making it nearly impossible for people to get around.

    Plow drivers across Central Illinois have been hard at work since yesterday, but there are some areas they havent been able to tackle yet.

    I spoke to a man in Champaign who was outside for more than two and a half hours trying to clear snow from his car. Earlier today, Blanton said he still had a bit more to go.

    He had been cleaning his car off for hours and still had to try to clear his sidewalk to receive his mail, while hes grateful the main roads are becoming clearer, he says its difficult for him to even get his car to a main road with how bad the roads are by his house.

    I still have to work tonight, like early in the morning so I was like got to get it now, before it gets too late, Blanton said.

    A lot of residential areas and secondary roads were so covered with snow earlier today, it was hard to tell where the road was, so two teenage girls took matters into their own hands.

    Well to be honest theres just so much snow everywhere and the snow plows arent doing it, so I guess its up to us, Julia Blakely said.

    One of the girls mom had slid in the snow earlier, so they wanted to do their part to help their neighborhood.

    The girls were shoveling their snow covered road to try and help others on their street. The snow had made it difficult for people to even pull out of their driveway.

    Snow plow crews were still out today trying to clear all the roads.

    As temperatures rise and the city begins to thaw out, the City of Chicago would like to warn residents of the dangers associated with melting snow and ice. The Chicago Office of Emergency Management and Communications (OEMC) is continuing to coordinate response efforts with the Citys public safety and infrastructure departments and public partners to keep residents safe and informed. Residents seeking City offered services can contact 3-1-1 or visit 311.chicago.gov for assistance.

    FLOODING FROM MELTING SNOW

    Melting snow and ice can cause severe flooding on streets and damage to homes and businesses. Residents are urged to be aware of possible street flooding. Drivers who encounter a flooded roadway should turn around and not attempt to drive through it water six inches high can severely damage yourvehicle and cause it to stall.A flooded street can also hide dips, debris and other obstructions that can damage your car.

    Residents should also be aware that flooding of homes is possible due to the large amount of snow that fell earlier this week. The OEMC and the Department of Water Management (DWM) provides the following tips to prevent flooding in the home:

    ICE ON BUILDING STRUCTURES

    In extreme temperatures, ice may form on building structures. Residents can take the following steps to prevent ice from building up on homes:

    Additionally, property owners and building managers are advised to cordon areas underneath ice buildup and put caution signs warning of these conditions in order to make pedestrians aware of the potential for falling ice. Residents are also cautioned to clear the snow away from front and back porches or decks, as the added weight of snow and ice could compromise these structures.

    CLEARING SNOW IN FRONT YOUR HOME OR BUSINESS

    The Chicago Department of Transportation (CDOT) encourages businesses and residents to continue clearing snow from the sidewalk in front your residence or business and treat surfaces with salt. CDOT would like to remind business & property owners that when clearing snow off their property, it should not be pushed into a marked bike lane, crosswalk or bus stop.

    SNOW REMOVAL AND LARGE SNOW PILES

    The Department of Streets and Sanitation (DSS) continues clearing snow from residential streets.Todays forecast of sun will work in favor of melting snow, which will help with relocation efforts.

    DSS has crews in every ward removing and relocating snow to predetermined City-owned lots. DSS will prioritize snow piles around schools, hospitals, fire departments and police stations.     Road project on Route 78 in Escondido begins this month – The San Diego Union-Tribune

    A long-planned, $14.3 million project to replace the pavement along a five-mile stretch of state Route 78 through the city of Escondido, and also make safety and technology improvements, is getting underway this month.

    The project will be overseen by Caltrans, the state Department of Transportation, and funded through SB 1, an increase in the states gasoline tax and vehicle registration fees dedicated to improvements to roads, freeways and bridges. The increased fees took effect in 2017 and 2018.

    Construction on the project is expected to begin in earnest in mid-February, and continue until the expected completion date in early November, said Kareem Scarlett, project manager with Caltrans. The bulk of the work will be carried out at night, from 9 p.m. to 5 a.m., Sunday through Thursday, to minimize disruption to traffic in the area, and increase safety for workers.

    The five-mile route of the project begins at SR-78 and Broadway, and heads south on Broadway to Washington Avenue, where it turns east. At Ash Street, the route turns south and the work will end at Flora Vista Street, a few blocks past Bear Valley Parkway.

    Along with removing the existing pavement and replacing it with a longer-lasting overlay, workers will install 83 new curb ramps that comply with the Americans With Disabilities Act, or ADA, said Stephen Welborn, a spokesman with the San Diego Caltrans office.

    The project will also include new guardrails, traffic signal upgrades at 12 intersections, and the installation of fiber optic cable to enhance communication along the Caltrans roadway network. In addition, crews will install V2I modules, which will provide real-time traffic information to vehicles equipped with the latest telecommunications technology, Scarlett said.

    Traffic lanes will be marked to let motorists know to share the lanes with bicyclists, known as sharrows, said Welborn.

    Scarlett said the original engineering estimate for the project was $19 million, but bids came in lower than expected due to a slowdown in the construction industry related to the Covid-19 pandemic.

    The first phase of the project will be the replacement of curb ramps, Scarlett said, and crews will then begin removing and replacing sections of the roadway.

    The Caltrans officials warned some of the work will be noisy, including backup alarms, jackhammering and saw-cutting.

    The grinding operation (to remove existing pavement) is not quiet, Scarlett said.

    The project should not result in road closures, said Welborn, although there may be temporary closures of driveways during the construction work. He said Caltrans will work with the city of Escondido, through social media and electronic message boards to provide updates about the work. Apartment complex managers will also be provided construction updates.

    Well be reaching out to those folks and letting them knows whats going on, Scarlett said.

    The V2I modules that will be installed during the project will be able to relay traffic information to vehicles equipped with the technology, such as Teslas, said Scarlett. Other manufacturers will also be including the technology with newer models, he said.

    The module can provide real-time traffic information, such as telling drivers the optimum speed that will allow them to hit all green lights on their route.

    Welborn said the units have been installed in several places in San Diego County, such as a dedicated bus lane on I-805, a car-pool lane on I-15, and units at Taylor Street and I-8. Nine Caltrans vehicles are currently equipped with V2I technology, and they can display wrong-way and speed limit messages, among other information.

    Drivers should notice a much smoother ride on the section of SR-78 after the pavement is replaced. Scarlett said the crews will use a super strong type of asphalt, similar to material used on airport runways. The new roadway surface will last longer than the material currently in place.

    A way better ride will come out of this project, Scarlett said.

    The community has long been asking for improvements on this particular stretch of SR-78. Scarlett recalled giving a presentation 18 months ago to the Escondido Rotary Club, and audience members brought up the poor state of the road and asked when it would be fixed.

    Were looking forward to constructing a facility that meets those standards, Scarlett said.

    Common Orthopedic Injuries in Winter – Integris

    The winter months are a perfect time to grab a seat on your couch, prop your feet up with a warm blanket and relax. The days are shorter, temperatures are colder and more people focus on indoor activities.

    But, injuries still happen during the winter due to weather changes, such as snow or ice, and an increase in winter sports activities. To help keep you and your family safe this winter, David B. Parker, M.D., an orthopedic surgeon at INTEGRIS Baptist Medical Center, provides information and insight into common orthopedic injuries during the colder months some tips on how to stay safe.

    Driving on slippery winter roads isn't the only concern you face each year. It's easy to suffer an injury simply by walking on ice-covered surfaces, such as steps, porches, sidewalks and driveways.

    "Most injuries one would expect are related to slips and falls," Dr. Parker says. "This can lead to a higher incidence of ankle, wrist, and even hip fractures in the general population."

    What can you do? For starters, here are some tips on staying safe in icy weather. Dr. Parker also recommends these helpful tips.

    "To prevent falls, I would say make sure you're taking extra precautions to avoid icy walkways and stairs," he says. "Walk where the sidewalks have been cleared and salted to prevent slips and falls. Be sure you're wearing comfortable, supportive shoes with a strong grip and use handrails when available."

    You can also put rock salt or other chemical compounds, such as calcium chloride, on your porch or steps to reduce the risk of falling.

    These products lower the ice and liquid's freezing point, thus making it harder for surfaces to freeze over. If you have pets or plants at your house, consider using calcium chloride as rock salt can cause harm to the environment. Sand may also be used on walkways to reduce the risk of slipping. The sand doesn't melt the ice, but it can provide more traction for your shoes to grip.

    Oklahoma isn't necessarily a breeding ground for winter outdoor activities such as skiing or snowboarding. But, many Oklahomans make the trek to nearby New Mexico or Colorado to spend time in the snow-covered mountains.

    While these activities are fun and a good source of cardio, they're also problematic for injuries such as fractures, breaks, sprains, strains and dislocations. In fact, about 600,000 annual accidents happen to people who ski or snowboard, according to research from Johns Hopkins University.

    You can limit severe injuries simply by wearing a helmet to avoid potential brain trauma during a crash. The higher likelihood is falling and injuring your arm or wrist. You're also at a higher risk for knee troubles such as an ACL tear or meniscus injury. An injury of that magnitude could set you back months in recovery, so it's better to be safe on the slopes than try to race down advanced courses for the thrill.

    "Treatment for knee and wrist injuries varies," Dr. Parker says. "Most sprains, for example, require rest, anti-inflammatory medications and, occasionally, physical therapy. More severe injuries, such as broken bones, may require surgery."

    When it does snow in Oklahoma, be sure to take precautions if your children or grandchildren want to play outside or sled down hills or other sloped surfaces. Children, especially those who are younger, could run into hard objects or lose their balance and fall awkwardly, putting them at risk for fractures, sprains and dislocations. Supervise any outdoor activities to be safe.

    "In cold weather, many young athletes participate in sports performed indoors, so we can expect similar injuries to other contact sports seen during warmer weather," Dr. Parker says.

    Oklahoma winters tend to be dry, with nightly low temperatures hovering around the freezing line. In the event of precipitation, these temperatures increase the likelihood of mixed accumulation, such as sleet, snow, ice and freezing rain all in one storm system. Roads covered in snow and ice reduce pavement friction and vehicle maneuverability, heightening your risk of a car crash, according to the Federal Highway Administration (FHA).

    Each year, about a quarter of weather-related crashes occur during these wintry conditions, according to the FHA. This leads to over 116,000 injuries, which can range from broken bones and dislocations to spinal cord trauma in your neck or back.

    Safe driving during the winter starts with your car. Consider putting snow tires on your vehicle, which will provide more traction when driving. If you don't have a garage or overhang, buy an ice scraper and clear your car and windows so you can see. They're inexpensive and a more practical use of your time than heating your car up for 20 minutes and letting the defroster do all the work if you plan on sitting in your car while it warms up, make sure snow isn't blocking your exhaust to prevent carbon monoxide poisoning. Whatever you do, don't pour hot water on your windshield to try to melt the ice or snow. This can shatter the glass.

    When driving, give yourself time to get to your destination so you can avoid speeding. Take an alternate route to avoid overpasses and bridges that are more prone to icing over. You should also follow at a safe distance in case the car in front of you stops or slows down suddenly.

    Oklahoma weather changes by the hour, so it's common for snow or ice to melt the next day, or even hours later, after it accumulates. This isn't always the case, though, and you may have to shovel your way out of the driveway to get to work or to prevent areas from icing over.

    Shoveling may not seem like a dangerous activity, but emergency rooms see around 11,500 snow shoveling-related incidents each year. More specifically, improper use of snow shovels can often lead to back strains or disc issues. To be safe, lift with your legs not your back and avoid lifting heavy amounts. Instead, work in small areas or push snow off to the side in batches.

    Before you head outside and brave the cold weather, warm up inside with some basic stretches to loosen your muscles. Cold, tight muscles and sudden, heavy movements don't mix well.

    "Orthopedic surgeons provide an array of services for musculoskeletal injuries," Dr. Parker says. "We often will have more direct access to therapists and know a variety of treatment options that can be tailored to the specific needs of our patients. We are always happy to serve our community with any musculoskeletal ailments or injuries."

    Street Department putting in overtime – Arkansas Online

    PEA RIDGE -- They got off work at 5 a.m. Monday after working to clear the streets of the city all night.

    A bit of sleep and they were back at work by 11 a.m.

    The employees of the Street Department have worked tirelessly through this recent winter storm.

    Superintendent Nathan See commended the employees -- lead man Dustin Phy, equipment operators Aaron Clark and Monte Keene, parks and maintenance man Josh Litchfield and mechanic Tom Sheets and their commitment to their work.

    "We have a great group of guys," See said. "I have talked to multiple agencies in the last couple of days -- they've all had issues. We haven't had any issues."

    Clark said they watch the weather reports from the Tulsa, Okla., office of the National Weather Service "to see when it will come in" -- referring to ice and snow. Based on the forecast, decisions are made whether to pre-treat the roads or to just use "straight salt and sand." He said using a salt-water mixture on the roads helps melt ice and snow as long as the temperatures are not below 27 degrees.

    "We're being proactive rather than reactive," See said. "The responsibilities have changed because of the need to be in front of the storm, to get snow off roadways. The theory back then was traffic on it might help. That perspective changed. Now, we realize if we can take it off a layer at a time even while it's snowing, we can reduce the volume. That's the attitude that's changed in last 10 years."

    "We're constantly out -- we have to stay on top of it," See said. "We'll utilize every piece of equipment we have for this storm."

    There are two trucks with blades and "salt-dogs" or hoppers carrying the sand and salt mixture spread on the roads to provide traction.

    "We started [Feb. 9] at 7:30 p.m." Clark said. "We sent out two trucks with pre-treatment but came back in real quickly when we realized we would use everything we had and wouldn't be able to make more."

    "When we go out, we first hit the priority roads -- the main streets -- downtown, [Arkansas] 94 and 72, Lee Town Road and It'll Do Road," See said. "We want to be sure main roads are cleared."

    He said the usually work the driveway and roads near the Fire Department and Police Department to ensure emergency personnel can get out for emergencies.

    "Then, we hit the secondary roads, then side roads and subdivisions," See said.

    The type of winter precipitation determines the treatment of the roads as it isn't possible to "blade" ice. And, See explained, if pre-treatment is applied, but it rains, it washes it off the pavement before it can do any good.

    "If it's straight snow, we use the big truck and snow plow," See said.

    See said his department also has new radios to be able to stay in communication with Benton County Central Communications, the police and fire personnel.

    "With this type of storm, we may have power outages," he said.

    See said the employees ride two in each truck in case they get stuck or stranded. The first night, they worked until 12:30 a.m., went home to nap, and returned by 6 a.m.

    "With not having a vast number of employees, we'll all come in and work until it's done. We will try to alternate shifts," See said. "It's unsafe to have only one person in a truck in case something happens because our terrain around here can be treacherous."

    See said all department employees train and watch safety videos.

    "Be smart. Be safe. We want to go home the same way we came to work. Everybody has families," he said, adding that the employees' families sacrifice with the dedication to the job. "It's not just the employees dedicated to their jobs. When it comes to an event like this, the kids want to go sledding. It takes away from family time."

    "We're prepared for the snow," See said. "We've got new salt, got sand ... we'll be good."

    See said the Arkansas Highway Department reimburses the city for working the state highways in the city. He said the employees log the equipment and hours spent on Arkansas 72 and 94.

    "The State did a phenomenal job," See said about the ice storm last week. "[Arkansas] 72 and [U.S.] 62 are the priorities for state."

    "We need people to stay off road if possible, park cars in driveway and not on street," See said. "Please put basketball goals down so they aren't blowing into streets."

    "Be patient, you gotta give us time. It won't take place in an hour," Clark said.

    "We've had a lot of positive feedback from the community -- it helps, knowing people are appreciative," See said. "That goes a long way for me, for the guys."

    "It's nice to know people got our backs," Clark said.
