Since United Way of Eastern La Salle Countys first Labor of Love in 1992, volunteers of all ages have repaired and restored 919 homes.

Labor of Love is celebrating its 31st year of helping low-income homeowners Saturday, Oct. 1.

The volunteer Planning Team, under the leadership of Bill Cairns, Brian Lacke and John Levy, have been developing work plans for each of the 26 homes Labor of Love is hoping to provide services.

United Ways Labor of Love is a one-day community volunteer effort to repair, restore and winterize homes owned and occupied by local senior citizens, veterans, people with disabilities and low-income families.

As in past years, Labor of Love is planning for hundreds of community volunteers to unite and fan out across our local communities to provide free home repair services to neighbors in need of help. Organizers are seeking skilled and unskilled volunteers to help perform small miracles for deserving homeowners who cannot do the work themselves and do not have the means to hire the work done.

Anyone 14 and older can be a Labor of Love volunteer. Volunteer workers and at least one house captain are needed at every home. House captains provide team leadership and home project coordination. House captains will be meeting Tuesdays, Sept. 6 and Sept. 13 to select their Labor of Love home and coordinate plans for the work to be done. The meetings will be at United Way, 601 State St., Ottawa. Enter from the front of First National Bank Ottawa, south branch. Skilled labor, the building trades and contractors will handle the most challenging aspects and provide the expertise; enabling volunteers of all skill levels to pitch in and help. Labor of Love needs at least 26 house captains; as well as all around handy men and women, licensed roofers, plumbers, carpenters, electricians, cement finishers, HVAC, flooring, siding and tree service professionals.

Volunteer help also is needed to serve breakfast at 7 a.m. and lunch at noon to the volunteers, and to help with clean-up.

Volunteers will spend the day Oct. 1 repairing, replacing and weatherizing to make the homes of elderly, disabled and low-income homeowners warm, safe, dry and accessible. Projects will range from roof and porch repairs; replacement and repairs of doors, windows, plumbing and electrical fixtures; repairs and installation of flooring, gutters and siding; general cleaning, painting and trash removal, furnace inspections; yard work, gutter cleaning, window washing; and smoke and carbon monoxide detector installation, among other items.

Some of the repairs seem small, such as installing grab bars so an elderly person can safely bathe and move about their home, said Bill Cairns, Labor of Love co-chair and carpenter with Local 195/174. Other repairs may involve extreme situations where individuals are living with unsafe electricity or an inoperable heating system. All repairs dramatically impact the lives of the recipient.

Local homeowners approved to receive 2022 Labor of Love assistance live within the communities and rural areas of Ottawa, Marseilles, Seneca, Sheridan and Naplate. Applicant ages range from 50 to 93. All Labor of Love homeowners own and live in their home, meet eligibility criteria, including financial eligibility and participate in a home preview process. Volunteers complete the eligibility screening, confirm home ownership, conduct home previews and approve home selections. Priority is given to homes owned and occupied by senior citizens who need improvements to correct serious health, safety and accessibility deficiencies. The deadline to apply was Aug. 1.

You have to experience Labor of Love to appreciate the need that exists and the great sense of community that comes from working with other volunteers on a project to improve the living conditions for these homeowners and their families, said Lisa Zoran, Kitchen Committee co-chair. Labor of Love is possible because of the extraordinary local volunteer spirit that exists within our community.

Individuals or groups interested in volunteering to help with any aspect of Labor of Love and for any length of time Oct. 1 can pick up and complete a volunteer form and waiver. In 2021 more than 258 volunteers improved 26 homes. Contractors completed critical repairs at four homes, including replacing a floor, a roof, and converting a bathroom to be fully accessible, and Stevenson Transfer moved a couple with disabilities from an unsafe mobile home.

The extent of work completed at each home will depend on the amount of contributions received and the number of volunteers who come forward to help on Oct. 1, said Brian Lacke, Labor of Love co-chair and Electrician with Local 176.

In addition to gifts of time and sweat equity, Labor of Love is seeking the communitys financial support, Lacke added. We need your help. While we are all challenged with the expense of maintaining our homes, no one struggles more than the low-income homeowner. Today, more than ever, low-income older adults and families are placed in the position of choosing between vital necessities, such as medicine or making a utility payment; verses stopping a roof from leaking or restoring malfunctioning plumbing.

Labor of Love works to ensure as many senior citizens and disabled homeowners as possible do not have to make these difficult choices.

EDITOR: A recent study conducted by Amanda Agan of Rutgers University and Anna Harvey of New York University proved that policies like Chesa Boudins, enacted when he was San Francisco District Attorney, actually lower recidivism rates as well as crime rates for the long term. And, the facts show that there was a decrease of 26,000 reported crimes and violent crime was lower during Boudins tenure as DA.

Some of his accomplishments include an end to cash bail, a policy that unfairly penalizes the poor; he brought cases against police officers for abusive behavior and supported laws that eliminated barriers to holding police accountable as well as compensating victims of police brutality; he created worker protection units; dedicated an assistant DA to prosecute hate crimes, and so much more.

The money spent on the recall campaign came from San Francisco billionaires, including William Oberndorf, who donates to extremists like Mitch McConnell and Tom Cotton. They had enough money to fashion the message in a way that would play slight of hand and convince people who should have known better than to vote for the recall. As The Nation magazine article pointed out, at the heart of this reactionary movement is a misdiagnosis of genuine problems. Scapegoating a progressive and effective DA was the perfect target for right-wing operatives and funders. Since they cant win at the ballot box in California, they have embraced the recall process as their strategy. We need to be aware of this larger framework.

EDITOR: I read Marilyn Goodes letter in the Aug 10 edition and was concerned by her attack on Larry Barnett. I attended and spoke at the Design and Historic Review meeting on DeNovas proposal for more single-family housing on Fifth Street West, as well as at both subsequent Planning Commission meetings where they attempted to alter DeNovas development plan to include more low-cost housing, not less.

I wrote letters to the city asking them to clarify the General Plan to avoid these over-priced and over-sized developments. Lots of neighbors showed up at those meetings in support of lower-cost housing.

In fact, what came to surface after months of hand-wringing, letter writing, attorneys fees and an alternative architect paid for by neighbors, was the fact that our city planning staff had failed to prevent this type of development by not altering our General Plan language to state shall instead of should for over three years since the state bill was passed!

I live on the west side of town in an area of both small, single-family, single story homes and apartments, condominium-style communities and manufactured-home parks. We were all seeking lower-priced, smaller homes or apartments for more locals. Almost everyone on the Planning Commission supported that position.

Yet the developer used the new state law to build market-rate housing instead, with the condition he provided a few lower cost units in the plan. It was Larry Barnett who called for an emergency ordinance to the City Council that evening at that last planning meeting to stop further development of this fashion. The attorney actually scoffed at his request, even though City Council members listening in were in support of it.

The two parcels DeNova homes developed for market-rate (over one million dollars) housing were intended for below-market housing, as opportunity sites. But the city couldnt alter DeNovas plans because of the new state law. And, at the last meeting, the Planning Commission even offered DeNova greater density on that corner if they lowered the size and price of each unit. They declined it.

So please, Ms. Goode, unless you have closely followed these local efforts to affect change, its very unkind of you to presume Mr. Barnetts intentions.

Recently, my husband was taken to the ER at Sonoma Valley Hospital by the paramedics. He received excellent care in the emergency room and from there he was taken to a room in the hospital. He stayed there 12 days. The care he received was amazing from the nurses, physical therapists, social worker, the hospitalist Dr. Walther, and all those involved.

Although all those who cared for my husband recommended that he be transferred to a skilled nursing facility, the insurance company denied our request. The help and support we received from the staff to make this happen went above and beyond.

Regardless of their recommendations, my husband was released and sent home. The very next morning, I had to call 911 for an assist to get him up off the floor.

Specifications in the current proposal provide a starting point for planning, including a color temperature cutoff of 3,000 K in line with Pittsburghs dark-sky ordinance, which passed last fall. However, Martinez says that is the maximum, and as they look for consultants, theyll be taking into account which ones show dark-sky expertise. The city is also consideringbudget and infrastructure permittinga network lighting management system, a kind of smart lighting that would allow them to control lighting levels and know when there is an outage.

Martinez says there will be citywide engagement and updates on the status as critical milestones are reached. Were in the evaluation period right now, she says, adding that the next milestone is authorization of a new contract. She acknowledges there is some passionate interest in street lighting, and that she too is anxious to see the project come to fruition: Just because things seem to go quiet doesnt mean work is not being done.

While they arent meeting with light pollution experts right now, Martinez says the ones they met with during the last proposal roundStephen Quick and Diane Turnshek of CMU were instrumental in adopting the dark-sky ordinance.

In recent months, Zielinska-Dabkowska says, her baby has been the first Responsible Outdoor Light at Night Conference, an international gathering of more than 300 lighting professionals and light pollution researchers held virtually in May. Barentine was among the speakers. Its a sign that all of this is really coming along, both as a research subject but also something that attracts the interest of practitioners in outdoor lighting, he says of the conference.

There is more work to be done, though. The IDA recently released a report summarizing the current state of light pollution research. The 18-page report includes a list of knowledge gaps to be addressed in several areas, including the overall effectiveness of government policies on light pollution. Another is how much light pollution comes from sources other than city streetlights, which a 2020 study found accounted for only 13% of Tucsons light pollution. It is not clear what makes up the rest, but Barentine suspects the next biggest source in the US and Europe is commercial lighting, such as flashy outdoor LED signs and parking lot lighting.

Working with companies to reduce light emissions can be challenging, says Clayton Trevillyan, Tucsons chief building officer. If there is a source of light inside the building, technically its not regulated by the outdoor lighting code, even if it is emitting light outside, Trevillyan says. In some cases, he says, in order to get around the citys restrictions, businesses have suspended illuminated signs inside buildings but aimed them outside.

Light pollution experts generally say there is no substantial evidence that more light amounts to greater safety.

For cities trying to implement a lighting ordinance, Trevillyan says, the biggest roadblocks theyll face are irrelevant arguments, specifically claims that reducing the brightness of outdoor lighting will cut down on advertising revenue and make the city more vulnerable to crime. The key to successfully enforcing the dark-sky rules, he says, is to educate the public and refuse to give in to people seeking exceptions or exploiting loopholes.

Light pollution experts generally say there is no substantial evidence that more light amounts to greater safety. In Tucson, for example, Barentine says, neither traffic accidents nor crime appeared to increase after the city started dimming its streetlights at night and restricting outdoor lighting in 2017. Last year, researchers at the University of Pennsylvania analyzed crime rates alongside 300,000 streetlight outages over an eight-year period. They concluded there is little evidence of any impact on crime rates on the affected streetsin fact, perpetrators seemed to seek out better-lit adjacent streets. Barentine says there is some evidence that strategically placed lighting can help decrease traffic collisions. Beyond that, things get murky pretty quickly, he says.

Later, Lights Out Texas took hold in Dallas-Fort Worth, led by Texas Conservation Alliance, The Perot Museum of Nature and Science, and Dallas Zoo with The Cornell Lab of Ornithology and Colorado State University supporting efforts and Texan by Nature helping with outreach in Fall 2020.

In 2021, Texan by Nature collaborated with these leading organizations to facilitate Lights Out Texas at the statewide level in order to standardize the approach to messaging, communication, and volunteer efforts across all Texas organizations.

In 2022, the management of Lights Out Texas for Spring of 2022 was co-facilitated by Texan by Nature andAudubon Texas, with a total transition of the statewide initiative to Audubon Texas in the Summer of 2022. We encourage everyone to turn off non-essential lights at night from 11 pm 6 am during the full fall and spring migration periods, and where conflicts apply, prioritize lights out during the critical peak migration periods.
