    New 911 system meant to improve Richmond response times – Richmond Times-Dispatch

    Richmond has adopted a new way of handling 911 dispatches that officials hope will improve response times.

    The Department of Emergency Communications has adopted a system that presents call-takers with a series of questions based on the nature of a 911 call or text.

    Jason Barbour, a spokesperson for vendor Priority Dispatch Corp., said the system streamlines questions and is meant to get crucial information quickly. The Salt Lake City-based company developed the software that provides the prompts to call-takers.

    The benefits of using this system is it takes out the guess work for our call-takers, Barbour told The Times-Dispatch.

    First responders can access the ProQA from their vehicles. ProQA is a structured system for 911 call taking. When a 911 call is answered at the Richmond Department of Emergency Communications, an officer enters the information into the system. A dispatcher then contacts first responders about the emergency.     Call-takers received extensive training on the new program for the fire, police and medical dispatchers starting in January. Theyll also be certified by the International Academies of Emergency Dispatch, which requires recertification every two years.

    Call-takers were also trained to make sure responders get updated information while en route and that callers receive consistent, clear instructions on what to do before first responders arrive.

    Text-to-911 is handled the same way with the Priority Dispatch system.

    Questions always vary call to call, but having a structuralized system will definitely reduce call times. said Barbour.

    The average time from taking a call to dispatching first responders is 90 seconds.

    Department of Emergency Communications Director Stephen Willoughby stressed that the new system will prioritize getting the correct response and provide accurate information to callers.

    It is very important that callers understand that this standard for questioning does not slow down the response in any way, said Willoughby. Just as before in emergencies, we will dispatch police officers and firefighters as soon as we know the location of the emergency and the type of help needed.

    Emily James is an emergency communications officer for the Richmond Department of Emergency Communications. The department is using new software.

    Training will also help the citys ability to recruit and train quality dispatchers, Barbour said.

    It takes a while to train everyone up, but call centers can cut their usual training time in half for new hires once theyve implemented our system, said Barbour

    Thirty-nine emergency communication officers answer and dispatch 911 calls, said Karen Gill, a spokesperson for the citys Department of Emergency Communications. Gill said the department is looking to fill 34 positions.

    The department answers more than 450,000 calls for service each year.

    The recently closed Venice Restaurant at the Corner of W. Cary and Thompson streets in Richmond. The Venice had operated since 1958; the owners recently decided to retire.

    The new Julian's - Julian's, an Italian restaurant that has been operating for 40 years, has moved to larger quarters on West Broad Street. The restaurant left 2529 W. Broad St. and is leasing space in the former Automobile Club of Virginia headquarters, a block to the west. The restaurant has about 50 percent more space, with seating for about 200 people on the main floor. In addition, a wine cellar has been installed in the basement, private dining areas have been set up, and office space is available on the upper floor. The vacated property may become part of a redevelopment project involving the William Byrd Motor Hotel.

    Forecast: Showers on Thursday, a little bit humid in Richmond area – Richmond Times-Dispatch

    A dry and seasonable weekend; turning much cooler next week

    Occasional rainy spells will move through central Virginia on Thursday morning, with a final batch of showers late in the afternoon and evening. Breezes will increase from the south during the afternoon, bumping up the humidity, and leading to a small chance of a gusty thunderstorm or squall with damaging winds as the precipitation comes to a close.

    Some showers will be heavier than others on Thursday, but a quarter-inch to a half-inch of rain is expected across metro Richmond through the evening, which would be the wettest day in about a week and a half.

    All signs point to dry and seasonable weather Friday and Saturday, but a weak disturbance moves through Sunday, potentially touching off some small, short-lived showers in the afternoon. If you have to make plans for an outdoor activity this weekend, Saturday is a little safer bet. Even so, neither day this weekend will be cold, as the afternoons will return to the 70s.

    Coldest air so far this season is coming next week

    After a dry and modestly cooler Monday, another brief surge of cold air pushes in for Tuesday and Wednesday next week.

    Tuesday will have the feel of late November, with a chilly north wind and afternoon temperatures in the 50s.

    The bigger concern for Tuesday and perhaps Wednesday nights will be the low temperatures, which will make a run at the freezing mark both nights.

    Coldest air of the season coming next week

    The air itself will be dry enough to cool rapidly into the 30s both of those nights, but precisely how cold it gets will depend on the amount of cloud cover and if there is still a breeze around.

    All else being equal, a night will be colder when the sky is clear, as clouds send a small amount of energy back to the ground in the form of infrared radiation. This is also one of the reasons frost rarely forms on cloudy nights, in spite of the temperature.

    Similarly, a consistent breeze keeps the air well mixed. Think of a pot of stew that sits on an old stovetop. There will be warm spots and cold spots in the stew until stirring it brings it to a more uniform temperature.

    This is also the reason that frost forms when the temperature is still a few degrees above freezing on our thermometers. For most thermometers sending data that shows up on your phone, the temperature is taken a few feet above the ground.

    So on a breezy night, some of the slightly warmer air just a few yards above the ground also mixes downward, preventing the objects on the surface from cooling as quickly or efficiently, reducing the chance of frost formation.

    By Monday, we should have a better idea if we can reach that threshold.

    Jondanae Garza was in elementary school when the first cut of steel for the USS Gerald R. Ford was made in 2005. Now 17 years later, she is shares a milestone with the Navys newest and most technologically advanced warship both are deploying for the first time.

    The Ford departed Oct. 4 from Naval Station Norfolk, embarking on a two-month-long deployment to train with North Atlantic Treaty Organization allies. During the special deployment, which comes after nearly two decades of construction, the crew will hone the capabilities of the warships 23 new technologies.

    One of those technologies is the advanced damage control system a unique system Garza has learned as part of her duties as a second class hull maintenance technician for the ship. She is one of 26, among a crew of approximately 4,000 sailors, who work with this new technology.

    Some of my friends other sailors are jealous that I am on this carrier, 25-year-old Garza said with a laugh. Being on this ship, with it being a brand new classification, there is a lot of cool stuff on here.

    The Ford is the first new class of aircraft carrier designed in over four decades, ushering in a new generation of warships outfitted with never-before-seen technologies intended to boost the Navys striking power for at least the next 50 years. The Navy invited reporters aboard the $13 billion carrier two days after it deployed to see some of the technology in action, which includes new aircraft-launching technology, electromagnetic weapons elevators and dual-band radar.

    The warship is carrying the Navy into the 21st century, said Capt. Paul Lanzilotta.

    I dont like buzzwords, so Im not gonna say game changer or transformational, but its the now, Lanzilotta said of the Ford.

    The new technology extends beyond the warships defensive capabilities.

    Below deck, the advanced damage control system allows Garzas team to easily plot the location of fires and flooding or anything that would threaten the survivability of the more than 1,100-foot-long carrier. That enables the Fords Damage Control Division to quickly dispatch sailors, whether they be hull technicians like Garza or firefighting damage control members, to the incident.

    You type it in to the advanced damage control system, then boom, its right there. You are able to think faster about what is needed to respond and you know exactly where you are going, Garza said.

    The easy-to-use touchscreen program replaces paper plotting across several pages of the ships blueprints with a grease pencil, cutting the divisions response time down by about 10 valuable minutes, Garza said. The system also allows for quick searches of necessary equipment and parts to make repairs, rather than manual searches through drawers.

    Garza, who is a Norfolk transplant from Las Vegas, reported to the Ford in 2020. While she has spent the past two years learning the ins and outs of the ship, the past two months have been dedicated to mastering the advanced damage control system.

    Just days into the first deployment, the system, Garza said, has already reduced vulnerabilities caused by human error and communication breaks. When someone called in a potential issue over radio, damage control members were dispatched to the wrong location on the ship.

    When they caught it from central control, plotting from the advanced damage control system, they got the right location and called us on our radios, so we were able to correct ourselves quickly, Garza said.

    Garza also works with the machinery control and monitoring system, another technology that is unique to the Ford. The system features sensors that detect flooding and when the sprinklers have been activated, and immediately alerts watchstanders.

    As soon as those sensors kick off, we are able to go do our task, Garza said.

    The Ford is the first of a series of new carriers to be completed that will replace the current Nimitz class. It will be joined by the John F. Kennedy in 2024. The Enterprise is scheduled to join the fleet in 2028 and the Doris Miller in 2032.

    Cmdr. Jim Gun Boss Fish said the Fords sailors will be instrumental in training future generations of service members for this new generation of carriers.

    There are sailors on board here who are learning about this ship. And theyre going to do and teach things about the ship that their grandkids are going to carry with them when theyre on the Doris Miller, Fish said.

    In the meantime, some of the technology that makes the Ford-class carriers so unique will be implemented in the Nimitz class warships to improve the capabilities of the Navys older warships. For Garza, this means she will have the opportunity to step up as a leader when she is transferred to another carrier in the coming years.

    When I go to a different type of ship I can help junior sailors. I can try to summarize (the new methods) so they understand it and I can go on to the advanced damage control system and show them how to use it, Garza said.

    According to Garza, fresh sailors will adjust quickly to the high-tech carrier because the digital systems throughout the warship replaces dated methods with a technology they are familiar with touchscreens. At the Mid-Atlantic Regional Maintenance Center in Norfolk, where Garza was previously assigned, everything was keyboard-centric.

    When I got here, it was way easier. (The touchscreens) and how to actually use (the advanced damage control system) are super easy to understand, Garza said.

    Garza will be attached to the Ford until 2025. She said she hopes her next carrier will be a Nimitz class for the experience.

    But I am so used to the Ford and the new tech, maybe I need to try for the USS John F. Kennedy, she said.

    The recently closed Venice Restaurant at the Corner of W. Cary and Thompson streets in Richmond. The Venice had operated since 1958; the owners recently decided to retire.

    The new Julian's - Julian's, an Italian restaurant that has been operating for 40 years, has moved to larger quarters on West Broad Street. The restaurant left 2529 W. Broad St. and is leasing space in the former Automobile Club of Virginia headquarters, a block to the west. The restaurant has about 50 percent more space, with seating for about 200 people on the main floor. In addition, a wine cellar has been installed in the basement, private dining areas have been set up, and office space is available on the upper floor. The vacated property may become part of a redevelopment project involving the William Byrd Motor Hotel.

    Column: Should we reward candidates for online trolling? – Richmond Times-Dispatch

    Like it or not, online behavior shapes who is chosen for political leadership in the United States. By the 2006 midterms, it was clear that a damaging digital presence could disqualify candidates.

    In the 2008 election, social media demonstrated positive effects as well, amplifying the messages of underdog Barack Obama. Amidst the 2022 campaign, online trolling seems to have become an accepted strategy for both parties, after a decade of normalizing tactics for baiting opponents by combining humor with negative messages.

    The new episode of 8@4 features segments of people, events and places that give the opportunity to find a new perspective in Central Virginia. Presented by Massey Cancer Center from the Virginia Wayside Furniture studio.

    Many internet scholars argue that the term trolling has been applied too broadly to describe everything from gratuitous flattery to hateful threats.

    To identify a truly trollish taunt, look for three elements: a lack of sincerity, a desire for embarrassment, and a compulsion to stoke conflict without advancing meaningful debate. Dont feed the trolls is good advice to avoid rewarding harmful internet comments with attention, but too often candidates retaliate in kind.

    John Fetterman may be the most prominent Senate candidate indulging in trolling activity. After a debilitating stroke limited his in-person appearances, he became a social media celebrity. Some messages were uplifting. Using the exuberant corn kid meme on TikTok, Fetterman outlined hopeful policy positions.

    However, other social media posts were focused solely on ridiculing and demeaning his Republican adversary, Dr. Mehmet Oz. This conduct has paid off with national headlines celebrating Fettermans achievements as a troll.

    I will admit to chuckling at Fettermans messages when they have a light-hearted tone, such as the warm wishes from New Jersey celebrities that were meant to draw attention to Ozs questionable claims about Pennsylvania residency. I also appreciated the quick wittedness of Fettermans communication team for their snappy comebacks and deft adoption of platform trends. Making a colorful TikTok filter that cycles through Ozs past miracle cures as a TV medical expert invites others to participate in the fun.

    But too much snark can be trivializing. Mocking a candidate for clunky graphic design or awkward phrasing keeps the focus on a campaigns style rather than its substance.

    Fetterman isnt alone in dispensing negative messages designed for shares and likes. On the other side of the ideological spectrum, Herschel Walkers Instagram is peppered with digs at his opponent. Although one would think that a platform designed for visual communication like Instagram would have many more pictures of the photogenic former Heisman trophy winner, there are almost as many pictures of his rival Raphael Warnock.

    Unfortunately, there arent many jokes on Walkers feed, and they tend to be heavy-handed, like lampooning Warnocks West Coast fundraising in their Georgia race with Greetings from San Francisco above his foes image.

    Not every politician tags their opponent to intertwine two clashing social media identities in a tit-for-tat public duel. Unlike Fetterman and Walker, Ohios J.D. Vance names antagonist Tim Ryan without generally using his Twitter account handle, so his jibes are not visible to Ryans followers.

    With traditional media, we know that negative campaigning can suppress voter turnout, giving advantage to hard-core political bases unwilling to compromise. We also know that social media can stoke political polarization, as users retreat from messages with which they disagree.

    In contrast, humor often appeals to shared experiences, particularly when it is self-deprecating. At his best, Fetterman benefits from his reputation as a hoodie and shorts everyman, who punches up rather than punches down to get laughs.

    However, when Fetterman posts cartoons of this persona attacking stick figures labeled corporate greed or corrupt politicians, he engages in the worst kind of straw man argument.

    On a human level, social media allow candidates new opportunities to interact with their constituents and not just their opponents. Experts on political rhetoric still study the social media campaign of Obama for that reason, and I have argued that Trump despite obvious trolling also engaged with his online followers to promote feelings of connection, access, participation and trust.

    Dr. Mehmet Oz, a Republican candidate for U.S. Senate in Pennsylvania, spoke during a campaign stop in Erie, Pa., on Sept. 29. Democrat John Fetterman, a social media celebrity, is his opponent in the contest.

    Both parties have unique opportunities to benefit from more intimacy and inclusion in their political storytelling by engaging with their audiences.

    For example, coverage of reproductive rights can be very different on peer-to-peer digital media platforms, because users are often sharing very personal experiences involving unique family circumstances or medical conditions with trusted people in their social circles.

    Wendy Chun has defended this kind of openness to potential strangers by asserting a right to be vulnerable in public without being attacked.

    I certainly dont want to see the two political parties violate user privacy with more large-scale data harvesting in cahoots with social media monopolies. They already exploit personal information to stoke primal fears about safety, disease and crime. Instead, I would like to see more compassion and less trolling by the time the 2024 election cycle comes around, so that candidates arent afraid to be as vulnerable as their voters.

    Lunches in the Miller & Rhoads Tea Room with Eddie Weaver at the organ have been so popular that he cut his own record.

    The recently closed Venice Restaurant at the Corner of W. Cary and Thompson streets in Richmond. The Venice had operated since 1958; the owners recently decided to retire.

    The new Julian's - Julian's, an Italian restaurant that has been operating for 40 years, has moved to larger quarters on West Broad Street. The restaurant left 2529 W. Broad St. and is leasing space in the former Automobile Club of Virginia headquarters, a block to the west. The restaurant has about 50 percent more space, with seating for about 200 people on the main floor. In addition, a wine cellar has been installed in the basement, private dining areas have been set up, and office space is available on the upper floor. The vacated property may become part of a redevelopment project involving the William Byrd Motor Hotel.

    Forecast: First rain since last week coming on Wednesday night – Richmond Times-Dispatch

    Most consistent rain falls between midnight Wednesday and daybreak Thursday.

    Clouds will gradually increase across central Virginia on Wednesday, leading to a very good chance for rain late Wednesday night and early Thursday. Several rounds of rain are expected between midnight Wednesday night and daybreak Thursday, then a smaller scattering of showers will drift across metro Richmond for the rest of the day.

    Ahead of the rain, there will be enough breeze from the south to hold temperatures in the 50s on Wednesday night, so it will not be an especially cold rain, but far from tropical.

    Friday and Saturday still look dry with sunshine and a few cloudier periods. The next disturbance approaches Sunday. The disturbance will not be especially strong, likely spawning a few rounds of light showers between Sunday afternoon and Monday afternoon, but it will signal another especially cold couple of days across Virginia next week.

    Tuesday and Wednesday will likely hold in the 50s during the afternoons, and a cold wind on Tuesday will make it feel colder, even in the sunshine.

    More importantly, the air that moves in next week will be very dry, meaning the humidity will be especially low. Because dry air cools more easily than humid air, that means temperatures can drop even more quickly once the sun goes down.

    It is still too early to advertise a freeze next week, but there are certainly suggestions that Tuesday night into Wednesday morning will be cutting it close. A clear sky and a light wind would allow temperatures to fall the furthest, and early indications are that it may still be a bit breezy during that time. But that would be the time to circle on your calendar for next week and be sure and check back.

    It would not be unprecedented. The record low in Richmond on both Tuesday and Wednesday mornings is 28 degrees, each set in the 1970s.

    On Tuesday, NOAA released its monthly domestic climate report. Keeping with the general theme so far in 2022, last month was much warmer than average nationally, ranking the fifth-warmest September on record.

    The core of the heat nationally was in the West, with Nevada and Utah having their hottest Septembers on record. Virginia was not too far away from average, as the central and eastern area were warmer, and the southwestern mountains were cooler.

    It was also the 10th-driest September on record nationally especially throughout the Mississippi River Valley, all the way northward into Minnesota.

    Virginia was a bit drier than average last month, but it was far from being the driest September on record. The same geographic split shows up in the data there, with a dry east and a wetter west.

    With three-quarters of 2022 behind us, Virginia is having its 16th-warmest year on record so far, and this is the seventh consecutive year to this point more than a degree above the full 20th-century average.

    VCU Massey Cancer Center to lead $114 million initiative for expanding diversity in clinical trials – Richmond Times-Dispatch

    The Virginia Commonwealth University Massey Cancer Center will lead a $114 million initiative to increase diversity in clinical trials and improve health outcomes for minority residents.

    With funding from the Bristol Myers Squibb Foundation and Gilead Sciences, Inc., Massey will select medical students and doctors from across the country to learn how to build better trials and develop relationships with their communities.

    Researchers use medical research trials to test medicines and learn more about health patterns. But the volunteers are overwhelmingly white white residents made up 75% of trial participants in 2020 but just 58% of the population. Doctors worry theres a blind spot in how diseases and medicines affect Black and Latino populations.

    We cannot eliminate health disparities if clinical trial participants dont reflect the diversity of our population, Winn said.

    Bristol Myers Squibb Foundation, which aims to eliminate global health disparities, first announced the program in 2020. The idea was for older doctors to mentor younger ones on how to develop relationships in communities and build trust. Then the younger doctors mentor medical students.

    Dr. Robert Winn, director of the Massey Cancer Center, became the chair for the programs advisory committee. When he was hired by VCU in 2019, he was just the second Black director of a nationally designated cancer center in the country. He has made health disparities a pillar of his career.

    The death rates of cancer can differ based on a patients race. Black men are twice as likely to die from cancer as Asian men and women, according to the American Cancer Society.

    In May, Bristol Myers Squibb renamed the program for Winn, calling it the Robert A. Winn Diversity in Clinical Trials Award Program. It intends to train nearly 600 doctors and medical students by 2027. Massey will oversee the program, choosing the winners and developing a curriculum.

    Rafael Robles, 24, a second-year VCU medical student, was one of the first participants. He spent six weeks in San Antonio learning about genetic data and what a persons genes say about their risk for cancer. But most of the data available comes from white residents.

    If the data pool was more diverse, doctors could do genetic tests on Black and Latino people and have a clearer understanding on the persons risk for cancer.

    Doctors more often need to engage with their community to understand its needs, said Robles, who was born in Colombia. Health care professionals have to understand their communitys need in order to treat it, he said.

    The recently closed Venice Restaurant at the Corner of W. Cary and Thompson streets in Richmond. The Venice had operated since 1958; the owners recently decided to retire.

    The new Julian's - Julian's, an Italian restaurant that has been operating for 40 years, has moved to larger quarters on West Broad Street. The restaurant left 2529 W. Broad St. and is leasing space in the former Automobile Club of Virginia headquarters, a block to the west. The restaurant has about 50 percent more space, with seating for about 200 people on the main floor. In addition, a wine cellar has been installed in the basement, private dining areas have been set up, and office space is available on the upper floor. The vacated property may become part of a redevelopment project involving the William Byrd Motor Hotel.

    Forecast: Is this the coolest October in 30 years? – Richmond Times-Dispatch

    Several rounds of showers Wednesday night and Thursday, then clearing for Friday and the weekend.

    Cool and dry will be the themes for most of the next two weeks, as weather systems will be moving into Virginia generally from the west or northwest. This direction limits the transport of moisture into the state from the Gulf of Mexico or the Atlantic Ocean and keeps temperatures near or below normal.

    Over the next week and a half, the chance for significant rain only comes twice.

    Several rounds of showers Wednesday night and Thursday, then clearing for Friday and the weekend.

    The first is Wednesday night through Thursday,as a quick moving system brings several rounds of showers, with rainfall amounts expected to be between about a quarter and a half of an inch.

    The only rain chances in the next seven days come Wednesday night through Thursday, then again starting late Monday.

    The next chance is Monday night into Tuesday of next week, but like the system approaching later this week, it will lack a deep connection to the Gulf or the Atlantic, so the rain total from that system will probably be even less, about a tenth to a quarter of an inch.

    Those looking for one last summer hurrah are likely going to be disappointed over the next couple of weeks, as highs during these next two weeks will generally range from the lower 60s to lower 70s. And after the spells of showers early next week, the two days that follow may hold in the 50s.

    Despite a switch to temperatures that are cooler than normal, there are still no obvious signs of a freeze coming. But on the cooler days that follow the showers early next week, there will be a night or two that fall into the 30s. Keep those nights in the back of your mind (Tuesday and Wednesday nights next week) if you are doing some long-term planning.

    If the current jet stream pattern holds as expected these next couple of weeks, this may be the first October to finish colder than average across Virginia since 2011.

    Moreover, the past six Octobers have all been at least 2 degrees warmer than the full 20th-century overage of 56.2 degrees. Comparing this month to last October may shock the system a bit, as October 2021 was the fifth-warmest October on record in Virginia statewide.

    Specifically in Richmond, only one month so far in 2022 has been colder than normal January. As result, Richmond is still having one of its 20 warmest years on record so far, currently in 13th place.

    But in the two-week period from Sept. 26 to Oct. 9, high temperatures in Richmond are tied for the ninth-coldest on record, a reflection of the cold rain and the lingering clouds from the decaying Hurricane Ian.

    Extending statewide again, the last October that was more than 2 degrees colder than average was 30 years ago in 1992. There is still a lot of time left, but we may have a shot.

    A report that says police stops in Virginia disproportionately involve Black and Hispanic drivers draws a conclusion that sounds suspiciously like, Move along, nothing to see here.

    That report from the state Department of Criminal Justice Services also says Black and Hispanic drivers in Virginia are more likely to be searched and arrested than their white counterparts.

    It charted the percentage of law enforcement agencies with high, moderate or no driver overrepresentation in traffic stops by driver race and ethnicity, based on the number of times each group was stopped relative to the larger driving population.

    People are also reading

    Among 152 local agencies in cities and counties in Virginia, more than 30% had a high overrepresentation in stops of Black drivers, compared with 20% for Hispanic drivers, nearly 12% for Asian drivers and nearly 8% for American Indian drivers.

    Less than 1% of those agencies had a high overrepresentation in stops of white drivers.

    At the other end of the spectrum, nearly 90% of those agencies had no overrepresentation in stops of white drivers.

    House Minority Leader Del. Don Scott, Jr., D-Portsmouth

    This is a historical and empirical truth, House Minority Leader Don Scott Jr., D-Portsmouth, said in Tuesdays The Times-Dispatch. The data today validates the lived experiences of Black and brown Virginians.

    But the report seems intent on downplaying the larger significance of its numbers, our history and the lived experiences of Black and Hispanic people at least absent more information.

    The data at hand does not allow us to determine or measure specific reasons for these disparities. Most importantly for this study, it does not allow us to determine the extent to which these disparities may be due to bias-based profiling or due to other factors that can vary depending on race or ethnicity, it states.

    Scott said that conclusion typifies the downplaying of systemic racism by the administration of Gov. Glenn Youngkin.

    "In a toxic political landscape already populated by Clarence Thomas and Herschel Walker, Black folks hardly need Ye trolling us," writes The Times-Dispatch columnist Michael Paul Williams.

    It doesnt fit in with his messaging, Scott said. He called the conclusion in line with race is not an issue why some of these things are happening; its some other explanation.

    In Carroll County in Southwest Virginia, where 1% of the driving age residents are Black, 1 out of 5 drivers stopped were Black.

    In Hanover County, less than 10% of the driving-age population is Black, but more than 30% of the traffic stops were of Black drivers.

    Yes, people from other places drive through Hanover County, but also people of other races.

    Yet the disparities persist.

    Yes, small sample sizes such as those in Carroll can skew a survey. But when theyre consistent with a plethora of other information statistical, anecdotal and visual sometimes, you simply need to concede the point and start addressing the problem in a meaningful way.

    The pitfalls of driving while Black are not exactly new information for a group whose elders, for generations, have had the talk with their youth about how to behave when pulled over by police. It also tracks with traffic stop information in other states.

    Absent systemic racism or personal bias, I guess were left to conclude that white drivers in Virginia are simply much more proficient drivers than the rest of us. Or that Black and Hispanic drivers are auditioning for the next installment of the Fast and Furious movie franchise.

    Scott isnt alone in calling for more action in the aftermath of the report.

    Longstanding racial inequality in Virginias police practices have led to serious, ongoing harms for Black drivers that range from invasive questioning to even tragic violence, said Ashna Khanna, policy director for the American Civil Liberties Union of Virginia.

    Now, we have data echoing the disparities that community members have been reporting for years, Khanna said. We urge Virginias leaders, including police and lawmakers, to take this data seriously and to pass policy limiting unnecessary interactions between the public and the police.

    The first step is to acknowledge the problem, said Robert Barnette, president of the Virginia State Conference NAACP.

    Weve been trying to work with police departments to recognize this is a problem. And again, the statistics bear this out that its a problem, he said.

    Or as Scott said: We know what the issues are. These issues are as old as 1619. He added of Youngkin: He has some information. He has an opportunity to do something about it, as opposed to pretending it doesnt exist.

    This inequity, in our internet age, has manifested itself in very public ways.

    The video of the Dec. 5, 2020 traffic stop in Windsor went viral after U.S. Army 2nd Lt. Caron Nazario, who is Black and Hispanic, had weapons drawn on him and was pepper-sprayed by police officers.

    Then-Virginia Attorney General Mark Herring sued the town of Windsor, alleging that its law enforcement engaged in discriminatory policing practices, a lawsuit continued under Herrings successor, Jason Miyares.

    Weve seen public policy decisions mandated in Virginia based on far less substantial ground.

    Weve got the data on traffic stops. Lets act on it.

    The new Julian's - Julian's, an Italian restaurant that has been operating for 40 years, has moved to larger quarters on West Broad Street. The restaurant left 2529 W. Broad St. and is leasing space in the former Automobile Club of Virginia headquarters, a block to the west. The restaurant has about 50 percent more space, with seating for about 200 people on the main floor. In addition, a wine cellar has been installed in the basement, private dining areas have been set up, and office space is available on the upper floor. The vacated property may become part of a redevelopment project involving the William Byrd Motor Hotel.

    Dealing with Dirt Problems Caused by Hurricane Ian: Debris and Damaged Structures – JD Supra

    In the aftermath of Hurricane Ian, many residents and businesses must exert extraordinary efforts to begin the recovery from the massive damage caused by the storm. Initial efforts must be focused on removal of debris and related waste. These efforts become much more complicated when dealing with hazardous materials that include but are not limited to:

    Below is a brief outline of initial considerations in the removal of debris by business owners or contractors.

    A. Document the current condition

    Take pictures and videos for insurance. Document all conditions with photographs and videos. Give immediate notice to all potential insurers to determine if they want any Independent Verification of Conditions.

    B. Identify The Nature of Waste Debris and Determine Proper Disposal

    The entire state of Florida is a declared disaster area pursuant to the Governors Emergency Order. Similarly, the Florida Department of Environmental Protection (FDEP) and the Florida Division of Emergency Management (FDEM) have issued emergency orders addressing immediate debris removal procedures.

    Pursuant to these Orders, Florida Emergency Management teams are creating Disaster Debris Management Sites (DDMS) at strategic locations to expedite the cleanup process.

    For many, the debris acceptance requirements may seem daunting, especially in light of Emergency Orders that alter or suspend traditional waste management practices. This guide is meant to simplify the emergency and temporary changes that affect waste management after Hurricane Ian.

    1. Debris Disposal:

    a) Nonhazardous waste such as vegetative storm debris and untreated wood can be burned in a contained outdoor device by individuals that is attended, or otherwise cared for in the manners listed below.

    b) DDMS sites will be created to process and dispose of what is considered to be Class III waste. This includes but is not limited to: non-hazardous construction and demolition debris, land clearing debris, yard trash, and vegetative debris. DDMS are likely to burn everything possible through open burning or air curtain incinerators to reduce the volume of waste that will later be taken to landfills.

    c) Class I waste, which includes household garbage, hazardous waste, putrescible (likely to decay) waste, and asbestos-containing material or mixed waste should be taken to a landfill. Some DDMS locations may accept Class I waste, to process and remove to landfills at a later date.

    i. Asbestos:

    Crucially, asbestos-containing materials must still be handled and disposed of properly and never burned. All structures built before 1975 may contain significant amounts of asbestos. Emergency demolition of buildings that have been determined to be structurally unsound by a state or local official can be demolished without further inspection. Emergency renovations of asbestos sites can be undertaken immediately, but in all cases where the demolition or repair consists of a commercial building or residential buildings containing more than four units, a notice must be provided to the local asbestos air program office. A mobile home park with more than four homes is subject to these requirements even if the homes are individually owned. Additionally, the FDEP suggests best practices be followed, including adequate wetting of debris, the use of personal protection equipment (PPE), and the avoidance of crushing or grinding debris that would free asbestos fibers.

    2. Other Waste Requirements:

    a) Storage Tanks that have been damaged or discovered due to Hurricane Ian can be repaired or replaced without prior notice to the Department, but notification should follow within 30 days including a description of the work, identification of the location, and the name, address, and phone number of the owner or operator.

    b) Petroleum Contact Water can be discharged to impervious surfaces for a limited time as long as the discharge does not contain a visible sheen, will not contact storm water management, and does not exceed 25 gallons.

    c) Mineral Oil Dielectric Fluid Discharges (MODEF) are allotted an extension of 30 days for responding and cleanup of discharges that were created as a result of the storm. Record-keeping requirements still apply.

    d) Generators of Hazardous Waste under the Resource Recovery and Conservation Act (RCRA) and its Florida regulations have an extended thirty days for onsite storage of hazardous waste in addition to existing regulatory time requirements.

    C. Water Resource Repair or Restoration:

    Notice is not required to restore or repair structures or drainage systems that are not completely destroyed to the conditions, dimensions, and configurations that were authorized or otherwise legally existing prior to the Storm. Emergency provisions allow for slight deviations in design and material standards. Field authorization is needed for the replacement of structures that were destroyed, for activities on submerged land, or removal of sunken or submerged vessels, vegetation, or structural debris. Field authorization can be procured through notice to the local water management district with a description and location of work to be done, as well as the name, address, and phone number of the owner or operator.

    D. Beach or Surfside Cleanup:

    Generally, no permit is needed for the cleanup of storm debris, stranded vessels, and navigation markers that is landward of the sea. Additionally, nonstructural (windows, doors, deck, or handrail) repairs and piping needed to reduce flooding can be can be undertaken without permit. All other repairs, including temporary bracing of an existing structure, requires the approval of local official or a Coastal Construction Control Line.

    E. Future Reconstruction

    Based on the extent of damage that occurred throughout the State of Florida, the initial process of debris removal will likely take several months. Reconstruction of demolished structures will then need to comply with applicable requirements of the building code, zoning restrictions, FEMA and related agencies.     Toledo Mayor Wade Kapszukiewicz, the City of Toledo Department of Housing and Community Development, the Maumee Valley Habitat for Humanity and a number of community partners announced the launch of the Rooftops Repair Financial Assistance Program.

    Over a three-year period, the program will provide up to 650 low-to moderate-income eligible households in the City of Toledo with financial assistance for roof repair or replacement.

    The 2021 Toledo Survey completed by the Land Bank evaluated six problem conditions for every structure in the City of Toledo. These conditions include exterior paint/siding, roofs, porch-foundations, windows, doors and fire damage.

    Nine thousand one hundred and seventy-four (9,174) structures were observed to have roofs in need of repair or replacement.

    This is an exciting partnership with the City of Toledo, the Federal Government, and a number of community partners to help residents with roof repair or replacement, Mayor Wade Kapszukiewicz said.

    This doesnt solve the whole problem but it is a step in the right direction and something worth celebrating.

    The Department of Housing and Community Development (DHCD) will prioritize roof repair to prevent further deterioration of owner-occupied residential properties by utilizing $2.6 million American Rescue Plan Act (ARPA) funds, $300,00 Community Development Block Grant (CDBG) funds, and private bank partner (s) loan products to establish and administer the City of Toledo Rooftops Financial Assistance Program (Rooftops).

    Rooftops program partners will include Maumee Valley Habitat for Humanity (MVHH), DHCD, the Toledo Urban Federal Credit Union and participating lenders.

    The rooftops program is another tool in our toolbox to preserve housing in Toledo, Director Rosalyn Clemens, Department of Community Development said.

    Repairing your roof is probably the single most important investment you can make for preventing further decline on a property. That is why we are focusing on this program.
