Laura made landfall as a strong category 4 hurricane along the Texas-Louisiana border. Here's the latest forecast from the 12News StormTrackers team.

Aug. 27, 9:58 p.m. Little Cypress-Mauriceville CISD will remain closed for the week of August 31 through September 4 due to 'significant damage' during Hurricane Laura. "With many staff and students without electricity we will not move to a virtual learning platform at this time," the district said in a Facebook post.
Aug. 27, 8:15 p.m. West Orange-Cove CISD has announced plans to remain closed through September 4 'due to city utilities being out.'
Aug. 27, 4:56 p.m. The Jefferson County Office of Emergency Management says its office "has just spoken with the office of the Texas Commission on Environmental Quality and there is NO cause for concern regarding the Bio - Lab Chemical Plant Fire in Lake Charles."
Aug. 27, 4:47 p.m. Victims of Hurricane Laura can get water, snacks and cleaning supplies while supplies last by stopping atOrange Church of God, located at 1911 N 16th Street until 7 p.m. on Thursday, August 27. The American Red Cross will be there distributing those items. You do have to wear a mask if you'll be going to pick up these supplies.
Aug. 27, 3:49 p.m. Newton County Judge Kenneth Weeks announced Thursday afternoon that the mandatory evacuation order has been lifted and a curfew order is now in place. Residents will need to be inside from 10 p.m. until 6 a.m. until the mandatory curfew is lifted.
Aug. 27, 3:30 p.m. The City of Port Neches has issued a boil water notice for residents on Thursday.
Water should be boiled before use or consumption.The city is in the process of turning water back on across the entire system according to its website. The work will take several hours, and tests need to be performed as required by the Texas Commission on Environmental Quality before the boil notice is lifted. Aug. 27, 1:30 p.m. Entergy Texas said the company is being forced to begin periodic power outages as a last resort to prevent a more extensive, prolonged power outage which would affect the power grid's reliability.
Entergy said Hurricane Laura caused extensive damage to the transmission system in East Texas and West Louisiana and they anticipate high demand due to summer heat. Hurricane Laura damaged key transmission lines, conductors and transmission towers that bring power from the east.
The company is working with its operator to restore the system to normal as soon as a power shortfall would not threaten the integrity of the rest of the power system.
Entergy is also asking customers in the northwest part of Houston to voluntarily reduce their electricity usage.

Aug. 27, 1:45 p.m. Texas Gov. Greg Abbott said an aerial survey of southeast Texas showed the state's worst damage from Hurricane Laura was in Orange. While Hurricane Laura made landfall overnight as a Category 4 storm, Abbott said the storm surge in Texas was about 3 feet, much lower than anticipated. See his full statement here.
Aug. 27, 11:00 a.m. The Emergency Rooms at CHRISTUS St. Elizabeth ER is now back to normal operations.
Aug. 27, 10:00 a.m. Orange County officials want to notify residents that water is in the process of being turned back on in the area. Once the water is available, officials are asking residents to boil the water before consumption.
"To ensure destruction of all harmful bacteria, water for drinking, cooking, and for making ice should be boiled and cooled prior to consumption. The water should be brought to a vigorous rolling boil and then boiled for two minutes. When it is no longer necessary to boil the water, the water District officials will notify you that the water is safe for consumption."
Aug. 27, 9:50 a.m. Texas Governor Greg Abbott will be visiting Orange County Thursday morning to survey from Hurricane Laura as well as meet with local officials according to a news release from the governor's office.
Lieutenant Governor Dan Patrick and Senator John Cornyn will be joining the governor.
Abbott is scheduled to hold a news conference from Orange County at 12:30 p.m. which 12News will livestream.
Aug. 27, 9:45 a.m. H-E-B stores in stores in Southeast Texas remain closed until further notice as the company assesses each store. They are working to reopen as soon as possible according to a news release.
Aug. 27, 9:30 a.m. Hardin County will be terminating it's mandatory evacuation order as of noon Thursday according to a news release from Hardin County Judge Wayne McDaniel.
More than 10,300 Hardin County residents and businesses are currently without power with no ETA on restoral he noted in the release.
Many gas stations and most grocery, convenience and other businesses in the county are also still closed at this time he said.
Hardin County offices will remain closed through 5 p.m. Thursday with normal business hours to resume after that.
Aug. 27, 9:25 a.m. Hurricane Laura has dropped to a category 1 storm as it moves north over Southwest Louisiana.
In its 9 a.m. update Thursday, the National Hurricane Center said the eyewall of Laura over northwest Louisiana with maximum sustained winds of 85 mph.
The storm, currently 65 miles south-southeast of SHreveport, is moving north at 15 mph and is expected to become a tropical storm later Thursday.
Laura will move across southwestern Louisiana this morning and then continue northward across the state through this afternoon. Louisiana recently reported a decreased wind gust of 70 mph as hurricane conditions spread more inland.
Aug. 27, 8:45 a.m. Louisiana's Governor John Bel Edwards said hes received a report of the first fatality from Hurricane Laura in Louisiana, a 14-year-old girl who died when a tree fell on her home. Texas Gov. Greg Abbott is crediting the evacuations of thousands of people for preventing deaths in Texas. Edwards says they are only beginning to assess the damage.
Aug. 27, 8:15 a.m. Hurricane Laura is located about 80 miles from Shreveport, Louisiana, as a category 2 storm, according to the National Hurricane Center.
Aug. 27, 7:30 a.m. Jefferson County Judge Jeff Branick terminates mandatory evacuation order for the county. Residents can head back to the county starting at 10 a.m., according to a Facebook post from the Jefferson County Texas Office of Emergency Management.
Aug. 27, 7 a.m. The National Hurricane Center reported that Hurricane Laura was about 20 miles north of Fort Polk, Louisiana, as a category 2 hurricane. A storm surge warning is in effect for High Island, Texas, to the mouth of the Mississippi River and a tropical storm warning is in effect for High Island, Texas, to the mouth of the Mississippi River.
Aug 27, 5 a.m. Laura weakened to a category 2 hurricane with 110 mile per hour winds. The storm continued moving north at about 15 miles per hour as of a 5 a.m. update from the National Hurricane Center.
Aug. 27, 4 a.m.About two hours after Hurricane Laura made landfall in Southwest Louisiana more than 70,000 Entergy customers had lost power in Southeast Texas.

Aug. 26, 2:20 p.m.Two C-130 aircraft have been sent to Jack Brooks Regional Airport to provide a "last chance" to evacuate for 80 residents. The planes are not equipped for those with medical needs and only take 40 passengers each due to COVID-19 guidelines.
Once loaded the planes will fly to evacuees to the DFW area but will not be making a return trip.

Aug. 26, 5:30 a.m.Hardin County Judge Wayne McDaniel urged residents in Southeast Texas to evacuate as Hurricane Laura continues to rapidly intensify and is now predicted to be a catastrophic category 4 hurricane at landfall along the Texas Louisiana state line.
"If you are still here, theres still time to leave and you must do so now," McDaniel said in a Facebook post early Wednesday morning.
Hardin County officials will have buses at Silsbee Middle School for anyone who is unable to evacuate and has no other way to leave, but you must arrive between 8 a.m. and 9 a.m.
Buses are first come, first serve with preference for those who registered in advance. Residents can also bring a pet that can ride in a carrier in your lap.
"Buses will take you to a congregate shelter well out of harms way and will bring you back when its safe to do so," McDaniel said. "I cannot predict when that will be at this time. Please have someone drop you off at the school campus. Any vehicles left in the parking will be left there at your own risk."
"It appears many have chosen to stay and ride it out," he said. "I dont blame you! However, seeing the new forecast this morning and the fact that it continues to look worse for us with each update, that is definitely not a good decision and waiting any longer could be a deadly choice for you and your family. Food, water, emergency services and other life safety resources will not be available to you for at least days. Electricity, water, sewer and other utilities will be out for weeks in many areas.
"We will once again recover and rebuild, but it will take a long time."

Thrifty finds are making a comeback and its a good thing because their customer base has apparently been chomping at the bit to get in on the action.
Though it may seem counterintuitive to shop second hand as far as passing along germs goes local merchants are easing such concerns and doing their darndest to keep thrifters safe.
The Rebekahs (Near New Store)
The Near New, or The Rebekahs, as locals know it, re-opened its doors in the last month and its funneling folks in one door and out the other literally. When you walk in the door youll see directional arrows pointing out the one way route through the store. After taking the loop and having the opportunity to peruse each section the path culminates at the register and back out the opposing door.
Anna Abdelaal, a young Rebecca herself as well as a board member, is glad the store is conscientiously propping its doors to welcome the public again. All of our people are just super happy that were open they love coming here, Abdelall said of their clientele.
According to Abdelall, the boards decision to reopen was unanimous, though some members didnt feel in as big of a hurry. Ultimately, the group wanted to get back to it so they could continue to fundraise for specific causes and scholarships.
Prior to re-opening, the Rebeccas board continued to meet at Friendship Park (which they also own) adjacent to the store to devise reopening strategies and decide on fundraising options. That is where we decide what we want to do with the finances that weve gained; since we are volunteers were not profiting, said Abdelall.
As it is a non-profit the incentive of reopening is not for the good of any proprietor but rather for various causes the organization contributes to as well as the community at large by providing the most affordable dress-ups in town.
During the closure, Abdelall was happy to report that donors were kind enough to not fill their stoop with knickknacks and various sized bags of clothes. Now, as was always the case, donors can only drop off during store hours. Furthermore, and this is new, people will have to bring their donations to the side door at the corner of the building, across from the Village Smithy. We are accepting only two containers of things at a time from a family or individual, said Abdelall.
Once items are admitted they are quarantined for a week before volunteers break into the bags and organize what theyll put on the shelves and set aside what will be recycled as textiles at the Pitkin County Dump. Not to say they will not still be multitasking they will but this does mean you will not see the ladies sorting in the front of the store like the good old days.
A lot of our volunteers are over the age of sixty five but not all of them and thats why were open now, Abdelall explained. Were just doing what we can with the people who are willing to work at this moment, and thats why we have limited hours.
Currently, the Near New is only open from noon to 4 p.m. Fridays and Saturdays instead of its previous four weekdays. Were hoping to be opening back up on Thursdays within the next few weeks thatd be great, said Abdelall.
Abdelall is the Friday manager. While working the counter someone motioned to her to inquire about the price of something bright, folded and sealed in its packaging, What is it a t-shirt, pantyhoes, tights? Abdelall asked. The patron just shrugged their shoulders and Abdelall replied and laughed, Okay, one dollar.
The general vibe has not changed much, and while theyre not making the same numbers as before it appears things have not slowed too much on the days they are open.
That said, last year the Near New raised more in profits than any other year on record.
Right now were doing our scholarships, said Abdelall. If youre a high school student that is going to go to college in state we can offer you some assistance. Due to COVID-19 this process is taking place later than usual but they nonetheless intend to assist a number of the 2020 graduates.
Some recent things theyve donated to include the towns new pickleball courts and the Carbondale Middle School music department.
Misers Mercantile
Do not be deterred by the dark plastic draping the interior of the old storefront windows. Just walk to the side door and youll see the same Misers sign hanging above the new entrance to this timeless thrifty destination.
Business owner Bertha Eubank is excited for the community to see Misers new look. Its previously frequent shoppers will notice one not so subtle difference: that the front of the store is no longer accessible.
Rather, when entering and upon noticing the new paint and dashing interior the initial space seems small. However, in the corner a stairwell leads to the basement which still has ample room for incoming apparel.
Eubank says they are also remodeling the front of the building and plan to rent the space out eventually.
When it first reopened on Aug. 11, people were confused because of the new entrance, Eubank said. Overall though, she said, Were seeing a really good response from people.
Misers business hours have also been reduced from seven to five days a week. In order to drop off consignment someone must call and make an appointment first. Eubank is offering 20 minute intervals between 11 a.m. to 2 p.m. Tuesday through Friday.
To Eubank it is important that people, Stay safe and healthy health for the community, myself and my employees, she stated.
LuLus Thrift Shoppe
We opened on May 4, said Deborah Herrell proprietor of LuLus Thrift Shoppe in La Fontana Plaza, It was the first day that they allowed us to reopen.
Herrell shut down the store by choice before retail businesses in the state were required to do so. Therefore the business had been closed for about two months.
Were right back on track though, Herrell said, but with some differences.
Were limited to 10 people maximum in the store including employees, said Herrell and When we first reopened we took some old sheets, bleached them and then cut them into bandana size pieces so if anyone didnt have a mask we could give them one.
Herrell has received a lot of calls regarding donations but said, We have actually really limited the amount coming in through the front door. She added that the bulk of the stores items come from providers around the state and that those commodities, Have already been in bags in storage units for a month or more, before arriving at LuLus.
Though it is a for-profit business, Herrell was proud to say, We complete the circle and we donate ten to twenty percent of our gross sales forward every month.
Back Door Consignment Store (BDC)
BDC was not available for comment for this story. The business is open, albeit under new ownership Huertas Brothers.
The previous owner, Dessrie Bartelt, was sued by a consigner, Ray Meeks. Garfield County Court Judge Paul Metzger ordered that Meeks be paid reparations totalling $3,010.05. However, the case was reopened after Meeks filed a Motion and Affidavit for Citation for Contempt of Court against Bartelt for not settling up. Metzger granted the motion and a citation was issued for Bartelt to appear on Sept. 3.

The British Museum has taken down a prominent bust of its founder, Sir Hans Sloane, whose collection was built using money from his wifes sugar plantation in Jamaica.
The sculpture has been relocated in a special glass cabinet with signage that describes him as a slave owner whose work was enabled by the wealth and networks that grew out of European imperialism. Also included in the cabinet are artifacts from Sloanes personal collection, including some the museum has labeled as anatomical specimens relating to skin color and theories of racial difference.
We have pushed him off the pedestal. We must not hide anything. Healing is knowledge, the museums director, Hartwig Fischer, told The Daily Telegraph, which first reported the news.
Dedication to truthfulness when it comes to history is absolutely crucial, with the aim to rewrite our shared, complicated, and, at times, very painful history, the director added. The case dedicated to Hans Sloane and his relationship to slavery is a very important step in this.

A successful botanist and physician born in Ireland in 1660, Sloane amassed more than 70,000 books, drawings, coins, plant specimens, and other objects throughout his life. His collecting habit was born in 1685 on a trip to Jamaicathen owned by the Britishwhere he identified hundreds of news species of plants (and allegedly invented chocolate milk).
Sloane bequeathed his unique collection to Britain upon his death, in 1753, and it formed the foundation of the British Museum when it was established that same year.
The replacement of Sloanes bust is part of a larger effort at the institution to address the history of imperialism baked into its DNA.
The British Museum has done a lot of workaccelerated and enlarged its work on its own history, the history of empire, the history of colonialism, and also of slavery, said Fischer. These are subjects which need to be addressed, and to be addressed properly. The institution will also develop a trail for gallery goers to explore the history of its collection through 16 such objects taken by the British Empire.
Notably, the Elgin Marbles, which were taken from Greece in the 19th century and have since been the focus of numerous repatriation efforts, are not featured on the tour.

After two emergency sittings completed in record time, N.W.T. MLAs will finally debate a motion to remove Katrina Nokleby from cabinet.
Until last Wednesday, Nokleby was minister of infrastructure and industry, tourism and investment. That's when, in a surprise move, Premier Caroline Cochrane stripped her of her portfolios, saying she didn't have confidence in Nokleby's ability to "fulfil her responsibilities."
But while the premier decides ministers' portfolios, only a vote of 10 of 19MLAs can remove them from cabinet.
On Wednesday, MLAs will vote on a motion tabled by the premier and delayed by Nokleby herself to do just that.
Here's what to expect:
As the motion goes to the floor, the premier and MLAs will each get a chance to speak to the motion and outline where they stand on Nokleby's removal from cabinet.
It could be the first time MLAs speak directly to the reasons for her removal.
Cochrane will need the support of nine other MLAs to eject Nokleby from cabinet. It's not clear yet if the six cabinet ministers besides Nokleby will be voting in solidarity on this motion, as they normally do.
If the motion succeeds, Nokleby will become a regular MLA, and work will begin to select her replacement.
The assembly will likely adjourn at this point until Thursday, when all 19 MLAs can meet as the "territorial leadership committee" and select a new cabinet minister in a secret ballot.
Candidates will nominate themselves, give a speech, and take questions before the vote.
Once the new minister is chosen, they'll need to be sworn in before the legislature can adjourn until Oct. 15 as planned.
By convention, cabinet is composed of two ministers from northern ridings, two from the south, and two from Yellowknife.
As Nokleby represents the Yellowknife riding of Great Slave, she is most likely to be replaced by another Yellowknife MLA. But it's not immediately clear which of them may want it.
Frame Lake MLA Kevin O'Reilly, Yellowknife North MLA Rylund Johnson, Kam Lake MLA Caitlin Cleveland and Yellowknife Centre MLA Julie Green could all replace her.
Of the four, only Johnson has ruled out a bid for cabinet.
Both Johnson and Cleveland have both publicly criticized the premier's decision to remove Nokleby, while O'Reilly has praised her for her "decisive action."
If Cochrane's motion were to fail, Nokleby would remain in cabinet as a minister without a portfolio and put the premier in a very difficult spot.
The bar to defeat the motion is actually lower than it is to pass. Because the Speaker is obligated to vote for the status quo in the event of a tie, Nokleby must secure only eight votes from her colleagues to remain in place.
If that were to happen, MLAs could then table a motion of non-confidence in the premier, or give her time to patch things up and find a new role for Nokleby in cabinet.
The premier and other MLAs have repeatedly refused to speak publicly about the reasons behind Nokleby's dismissal. But her short time as a minister has not been without controversy.
Nokleby's departments have been the subject of intense criticism from Indigenous governments who say the territory's procurement process is broken, and from tourism operators who accuse her department of unreasonable delays.
She has also been accused of taking a combative tone in discussions with fellow MLAs, according to Northern News Services Limited.
But in the wake of her dismissal last week, industry leaders have lined up to voice their surprise at the premier's move, telling Cabin Radio they had few issues with Nokleby's performance.
Nokleby has already survived a confidence motion advanced and then withdrawn without explanation by regular MLAs in May. At that time, Cochrane said she had "complete confidence" in the minister.
Cochrane, Nokleby and all regular MLAs have refused repeated requests for interviews from CBC.
Instead, on Friday, Cochrane posted a five-minute video to a Facebook page with 600 followers in which she said she was "reluctant" to offer her reasoning out of "respect for conversations held in confidence."

Montpelier, South Burlington, and Rutland offices will re-open for visits by appointment only
Governor Phil Scott and the Vermont Department of Motor Vehicles (DMV) announced the reopening of the Montpelier, South Burlington, and Rutland offices to the public by appointment only using a new online scheduling system on Aug. 25.
Throughout the COVID-19 State of Emergency and temporary closure of our offices, we have been fully aware of the services that Vermonters need and we have been pursuing solutions to better serve them, said DMV Commissioner Wanda Minoli. While DMV employees have continued to work daily covering mail, on-line, and email requests, our goal always has been to re-open as quickly as possible with health and safety protocols in place.
Customers can schedule appointments online beginning Thursday, Aug. 27. The first appointment times available will be for Monday, Aug. 31. The hours of operation for appointments at all three locations for appointments will be 8 a.m. to 4 p.m. Customers with appointments are asked to arrive ten minutes before their appointment so DMV staff can review and verify all required paperwork prior to the appointment.
Many services are available online or by mail, and the DMV urges customers to take advantage of the efficiency and ease of utilizing those options. Online services include license renewals, replacement licenses, registration renewals, replacement registrations, address changes, learner permit exams, paying reinstatement fees, and many commercial vehicle transactions. Please go to dmv.vermont.gov/mydmv for these and other online services, and for information about which transactions can be completed by mail.
The DMV is alsoworking on an online solution to offer Vermonters a more efficient way to get a temporary vehicle registration and temporary plate for private sales. Details of this new online service will be announced soon.
With the new scheduling system now live, the DMV will look to expand in-person appointments at the remaining branch offices.
