LOCKPORT Work on Niagara Countys new emergency radio network is almost complete except for a lawsuit that is preventing the completion of the antenna tower at Upper Mountain Fire Company in Lewiston.
County Fire Coordinator Jonathan F. Schultz said at a County Legislature committee meeting Tuesday that the erection of a tower at North Tonawanda Fire Department headquarters is to be completed Wednesday. Within the next two weeks, the communications dishes and other wiring installations are to be completed.
That leaves the Upper Mountain tower the only tower that needs to be completed, and then well have a network, County Manager Jeffrey M. Glatz said.
Schultz said the tower at Upper Mountain was practically done before the Town of Lewiston filed a lawsuit Nov. 24, contending that the county violated the towns building code by constructing the tower without a town permit.
The structure, which is 220 feet tall, stands on Moyer Road, within 100 feet of several nearby homes. Town law requires a 500-foot fall zone in case of a collapse.
Besides the town itself, five homeowners near the tower are plaintiffs in the suit against the county, the fire company, and the companies hired by the county to construct the network: Motorola Solutions, the contractor on the $10 million job, and L.R. Kimball, the engineering consulting firm.
The lawsuit is to be heard Feb. 4 by State Supreme Court Justice Mark Montour in Niagara Falls, County Attorney Claude A. Joerg said. Thomas C. Beatty, chief deputy at the Niagara County Sheriffs Office, said the Upper Mountain tower is done except for the installation of two communications dishes. One would face south to link with an antenna at Niagara Falls Memorial Medical Center; the other would face east to connect with a tower outside the former Lockport Mattress plant in Newfane.
Other antennas were built at Terrys Corners Fire Company in Royalton; the Lockport composting plant; and at the county jail.
Although the county needed new equipment because of a Federal Communication Commission order that it reduce the amount of broadcast space being occupied by its emergency radio and data transmissions, the county decided to upgrade its full network in hopes that new antennas would help avoid dead spots in remote areas where two-way radios often dont function. One of those is the Niagara River Gorge, which is why Upper Mountain was selected as a tower site.
In another matter at the session of the Legislatures Community Safety and Security Committee, Sheriff James R. Voutour said he intends to change the rank of all of his departments first-line supervisors from sergeant to lieutenant. The change, agreed upon by the Police Benevolent Association, wont alter anyones salary, he said.

MediaCityUKs digital enterprise hub has added analogue testing facilities to it's state-of-the-art labs, to check internet usage on retro equipment.
The SPACE Interactive Media Labs, at The Landing, are some of the most sophisticated user-experience facilities in the UK.
But the newest installation allows advanced testing for any type of broadband connectivity - including both analogue and fibre-optic.
Jon Parker, Director of the SPACE labs said: "Every brand or service provider today needs to be offering a seamless, high quality and consistent user experience and despite the increasing roll-out of high speed fibre connections in the UK, millions of homes and businesses are still set to utilise analogue connections for many years to come.
"This means whether a user is streaming VOD content to a Smart TV, running apps on a tablet or enjoying a multi-player game via a console, theres still a very good chance theyll be accessing the content over copper wiring.
"Therefore broadcasters, software developers and other digital content providers need to be able to ensure that their latest technologies can be delivered successfully over any type of connection.
"It is now entirely possible to test a mobile companion app, alongside a live broadcast via set-top box in order to capture authentic user insight. It is this insight which used correctly mitigates the risk of producing a brand damaging, inferior user experience.
"This is where SPACE Labs come in by offering current, future and now retro-fitted old connectivity.
As many users still access their broadband via ADSL there is an increased demand for services to be tested over copper and analogue networks.
In 2013 The Office for National Statistics reported that 45 per cent of UK households still accessed the ASDL and other digital services via DSL infrastructure delivered usually over telephone lines.

Anyone building a custom road glide bagger with a 26 or 30 wheel will love the new product from Pickard USA. The new raked Road Glide fairing bracket is perfect for any custom build. This bracket corrects the fairing angle after raking the neck on a 30 or 26 wheel. It fits 2013 and down road glides. For more information about the raked Harley Road Glide fairing bracket call 972-231-1298 or visit the website at PickardUSA.com
The inner fairing bracket is made of heavy gauge steel and its boxed in to cover the wiring harness where it mounts to the frame. It is very easy to install this raked fairing bracket for Harley-Davidson Road Glide models.
To begin installation the wires must first be pulled through the front of the bracket starting from the back. Next slide the inner fairing bracket over the frame and mount it the same as the stock bracket, using the same stock hardware.
After bolting everything together there will be some play in the bracket so it can move back and forth. These bolts should be left loose so the fairing can be adjusted later once it has been installed. There are 4 studs protruding from the inner fairing bracket which will be used to mount the inner fairing. Simply slide the inner fairing onto the 4 bolts and secure it in place with the nuts.
Once all the nuts are securely tightened onto the bolts the fairing angle can be set and the 2 bolts holding the bracket to the frame can be tightened. This completes the installation of the raked Harley Road Glide inner fairing support bracket. Be sure to ask about the new hidden road glide fairing support perfect for baggers which also holds audio & stereo amps and air compression equipment for air ride suspension systems.

Unless a property is new, or you have it newly rewired yourself, it is hard to know how old the wiring is and, crucially, if it is safe.

To send a link to this page you must be logged in.
There are tell-tale signs of old electrical work, such as surface-mounted cables, old-fashioned light switches, flexes and ceiling roses, and fuse boxes that use fuse wire, rather than pop-out fuses.
However, fuse boxes are sometimes replaced without the rest of the wiring being updated, and many with pop-out fuses dont comply with current regulations.
The only way to know for sure is for a qualified electrician to check the electrics. This should be done every 10 years anyway, even if you think everything is fine, and whenever you buy a property, as if you do need to rewire, it can cost thousands of pounds.
Of course, a full rewire isnt always necessary - your homes wiring may just need updating, such as adding or moving sockets or wiring in new light fittings.

CHARLESTON -- Two significant changes to the city's building code could make life simpler for area contractors and business owners.
One change has to do with the installation of metallic raceways and the other the installation of sprinkler systems. City Planner Steve Pamperin said the city adopted the 2005 National Electrical Code as a guide in 2011; however, a local amendment left from the prior code stating that wire must be installed in raceways in all cases except for special exceptions stuck around and was applied to the 2005 NEC.
The change, now on file for public inspection, would get rid of the local amendment, Pamperin said.
"Basically, we're going to replace it with wording that says, 'all wiring shall conform to the National Electric Code,'" he said.
The change could save contractors some money if their building isn't required to install the raceways, Pamperin said. That doesn't mean metallic raceway is entirely optional, though -- by state law, building architects will need to determine if the raceway is required, Pamperin said.
"We have determined that the National Electric Code should be the model that governs us," Pamperin said.
Electrical inspector Joel Ranson said the city revisited the amendment about four years ago.
"(Contractors) had asked us to look into it again at that point," Ranson said.
Fire Chief Pat Goodwin said the NEC is published by the National Fire Protection Agency as the minimum measures a building must take in order to be completely safe -- and those are the measures the city will follow when it comes to the raceways.
"In that code, they're saying 'if installed correctly, this is safe in these applications,'" Goodwin said.

Wondering whos at your door when that bell goes off is either alarming for some or curious for others. The Ring acts as an internet camera door bell that displays on your smartphone and shows you whos at your door step when that bell goes off. The functionality is cool because now when you're busy or not, you don't have get up to answer the door, let alone talk to whoever it could be. Just answer the door from wherever you are or not. The smart doorbell has me wondering how fun its going to be now when people ring the door.
Ring is equipped with a wide-angle HD camera (720p) that can cover a 180-degree view and up to 30ft in distance. Its customizable in configuration so you can monitor exactly what to see. Connected through the Ring app, the doorbell operates by connecting to your home Wi-Fi; and as long as you have data connection youll be able to use the app as well. Its compatible any iOS or Android devices and can connect to an unlimited amount of devices at once. The mobile app was not available at the moment so we were left with advertising commercials that suggest how the user-interface looks.
Features include motion detection, night vision, a choice of using a built-in battery or existing doorbell wiring, speakers, microphone and cloud recording. Installation of the removable wall bracket should take minutes and require no professional help, Ring says. Functions such as motion sensor notifications can be triggered but can seem to become a nuisance depending on how sensitive the sensor is. A few different finishes are offered - nickel, brass, bronze, and polished brass. The door lock measures in at 4.98 x 2.43 x 0.87-inches and has you dish out $199.
The technical function serves a strong purpose in providing a positive visual of whos at the door. The installation is simplistic but has a soft plastic body frame that could easily be seen to rip off. Not condoning vandalism but the unit could use more of a sturdy material to beef it up. With Smart technology being integrated everywhere we can possibly find useful, will Ring be a device able to capture peoples attention?

LAS VEGAS -- Powerline technology, which turns home electrical wiring into that of a computer network, has always been the fastest way to extend a wired network. And now its connection speed might rival that of a gigabit connection.
D-Link announced Monday at CES 2015 two new adapter kits, the PowerLine AV2 2000 Gigabit Starter Kit (model DHP-701AV) and PowerLine AV2 1000 Gigabit Starter Kit (DHP-601AV), which have top speeds of 2,000Mbps and 1,000Mbps, respectively.
Each of these kits includes two identical adapters, enough to create the first powerline connection, D-Link said. The DHP-701AV is equipped with the latest in HomePlug AV2 Multiple Input Multiple Output (MIMO) technology. The addition of MIMO technology allows the adapters to use the fastest two wires in a typical three-wire (live, neutral and ground) installation to achieve speeds up to 2,000Mbps.
