    Window for public comments on air service to close next week - February 5, 2012 by Mr HomeBuilder

    PRESQUE ISLE, Maine — Only a short window of time is left for individuals and businesses to review the applications submitted by four air carriers looking to provide services to airports in Presque Isle and Bar Harbor.

    Four carriers have submitted bids to provide service to Northern Maine Regional Airport in Presque Isle or to Hancock County-Bar Harbor Airport in Trenton under the Essential Air Services Program.

    Colgan Air, which operates as U.S. Airways Express in the region, petitioned the U.S. Department of Transportation in September to end its service between Boston and Presque Isle and between Bar Harbor and Plattsburg, N.Y., sometime this year. Colgan Air expressed a desire to close its Boston office because the market that it serves has become smaller.

    Under federal Essential Air Service regulations, the airline would not be allowed to leave until a replacement is found. But there has been concern that smaller airplanes might be brought in to provide that service.

    In Presque Isle and Bar Harbor, Colgan Air offers business and leisure air travelers nonstop service to and from Boston’s Logan Airport in a 34-seat Saab 340 turbo jet prop.

    The four bids to replace Colgan are from Air Choice One of St. Louis, Mo.; Cape Air of Hyannis, Mass.; Peninsula Airways of Anchorage, Alaska; and Sovereign Air of Minneapolis. Cape Air has bid only on servicing the Bar Harbor airport, according to the proposal. Cape Air now is the EAS provider at airports in Augusta and Rockland.

    U.S. Sens. Susan Collins and Olympia Snowe and U.S. Rep. Mike Michaud all have spoken to officials at the U.S. Department of Transportation, stressing the importance of finding cost-effective, convenient carriers to service the airports. They also stressed the importance of the new EAS provider using aircraft large enough to fly directly from Presque Isle to airports outside of Maine without having to stop in Bangor or Portland to refuel.

    Snowe said in a statement that she was “extremely pleased” that multiple carriers had submitted bids.

    After the bids were submitted the U.S. DOT opened a 30-day public comment period that ends Feb. 7. This allows for individuals and businesses to review the submitted applications and voice their opinions and provide information on topics related to the applications and air service.

    Snowe said that the review process will evaluate the applications as well as the public comments, with a final decision expected as early as April.

    Mainers are welcome to submit comments to the DOT regarding the selection of a new air carrier service in Presque Isle and Bar Harbor. Comments are due to the Department of Transportation and must be submitted to EAS@dot.gov.

    BRISTOL City boss Derek McInnes wants to further strengthen his starting line-up when the window reopens for loan signings next week.

    McInnes recruited Stephen Pearson and Richard Foster on permanent deals from Derby County and Aberdeen and signed striker Chris Wood on loan from West Bromwich Albion before the January transfer window closed earlier this week.

    But the incomings are unlikely to end there, with City's manager talking openly of adding another couple of players in the coming weeks.

    And he is looking to strengthen his starting 11 rather than bringing in squad players.

    McInnes has made public his desire to sign a short-term replacement for striker Nicky Maynard and is also in the market for a defender.

    He said: "We are always looking and there were one or two things that might have happened before the deadline.

    "But you have to understand a lot of clubs would rather sell players than loan them out in January. Now the January window has passed, there will still be players who are not getting a game and will be available for loan, while others are free agents.

    "In the end, we did not get anything done before Tuesday, but as we were looking at loans anyway, it did not matter.

    "But with the opportunity to get loans in from next Tuesday, we still have time to do something.

    "I think it's important we add to the squad. We've lost Nicky Maynard and I think we're still short in a couple of areas.

    "I'm trying to build the semblance of a squad that can serve us going forward and I think there are a couple of places that still need to be filled.

    "We'll do all we can to bring these people to the club and, whether it's next week or the one after, we'll certainly look to do a bit of business."

    Meanwhile, Liam Fontaine has made a quicker-than-expected recovery from the knee injury that has sidelined him since Christmas and is in line to face Leeds United in this afternoon's npower Championship clash at Ashton Gate.

    McInnes said: "Liam has made a good recovery and has been training with the rest of the squad this week.

    "He is available for selection and fit to play if called upon."

    Midfield powerhouse Marvin Elliott was also expected to return to the squad after recovering from a hamstring strain.

    "The medical staff have worked hard with Marvin and he was able to train with the other lads on Thursday and Friday," said McInnes.

    Blackburn new boy Bradley Orr has no doubt Rovers' squad is up to the task of avoiding relegation from the Barclays Premier League this season.

    The former Bristol City full-back joined Steve Kean's side on transfer deadline day after a frustrating lack of opportunities with QPR this season and could make his debut in today's trip to Arsenal. Orr watched his new team lose 2-0 to Newcastle at Ewood Park on Wednesday, a result that left them two points from safety, but the defender saw more than enough to be encouraged about their chances of survival.

    He said: "It's really exciting. It's a very good opportunity for me to come to such a great club like Blackburn.

    "After watching the lads perform, it's even more exciting because I thought they played really well and were really unfortunate not to get a win, never mind a result.

    "It's a great new chapter for me and something I want to grab with both hands.

    "I'm very optimistic about the remainder of the season."

    Progress Energy will offer customers larger rebates to adopt energy-efficiency programs in their homes while doing away with some programs that are not working or are outdated.

    The N.C. Utilities Commission approved the changes Tuesday but gave customers 60 days to submit claims for the programs that are being eliminated. The Raleigh-based utility will no longer pay customers $100 for an AC tune-up, $60 for duct testing or for window replacement.

    Progress periodically adjusts its incentive programs to make sure they are saving energy and they are cost-effective.

    For example, the company is eliminating its window replacement program, which paid $30 per window for up to 15 windows, because stricter building codes in North Carolina require windows that are more energy-efficient.

    Progress has been adopting energy efficiency programs to comply with a state mandate to offset electricity demand with conservation programs and alternative energy resources. The utility estimates that 84,000 customers will sign up for the programs through 2016.

    The programs, which Progress expects to spend $32.7 million on through 2016, are now going through a round of modifications.

    Progress is increasing the incentive for attic insulation and air sealing from $350 to $500. The company will pay customers $190 to seal and repair air ducts, up from $120.

    Progress is introducing two new incentives: $25 to install a window-unit air conditioner, and $350 for buying an energy-efficient water heater.

    To qualify, customers must meet specific criteria, which typically include using one of 850 certified installers and technicians.
