PHA must pay $450K for replacements

PORTSMOUTH People involved in the historic Connors Cottage senior housing project disagree on who is to blame for the failure of windows installed there. But there is no debate that the Portsmouth Housing Authority will have to spend an estimated $450,000 in taxpayer money to replace them.

PHA Executive Director Craig Welch said that when a February 2013 blizzard hit the city, some windows experienced a "catastrophic failure."

"We had a few windows falling into a common area and one in an apartment that actually blew in. That was a major failure, but there were a lot of signs prior to that," Welch said.

The need to replace the windows has John Ricci, chairman of the city's Planning Board and president of Ricci Construction the project's contractor blaming the architect, while the architect and a manager for the New Hampshire Housing Finance Authority blame Ricci Construction.

Welch said he talked to the PHA's legal counsel to see if it could sue whoever was responsible for the windows, but the statute of limitations had passed.

"It's unclear to me who was responsible," Welch said Thursday. "... there's a lot of different opinions about who's responsible for the window problem."

Once he learned the PHA couldn't pursue a legal remedy, he focused on making "sure these senior citizens are warm and dry this winter." Welch walked around the building Thursday with a group of contractors considering bidding on the project to replace the windows. Bids are due by Aug. 8 and Welch hopes the project will be completed before the first snowfall.

He acknowledged he is frustrated that the PHA "is trying to handle an additional $450,000 of debt," but wants to make sure the kind of mistake that led to the windows failing "doesn't happen again."
