It's been nearly two months since severe storms ravaged through the area.

Thursday, the town of Blair wanted everyone to know it's still in business.

"Jim and Connie's Blair Bakery," like most businesses in the town, suffered from a broken window in the hailstorm back in June.

They're still waiting for a window replacement, but customers are staying loyal. It's just a nice place to meet your friends, and have coffee, and Connie and Jim are wonderful," says Colleeta Petersen, one Blaire resident.

Still, most other businesses in town aren't as lucky. Many of them want people to know that just because their windows are boarded up and they're making repairs, it doesn't mean they're closed.

Blair's answer was to offer "Sun Shines After the Storm" sale on Thursday.

Businesses put out signs and offered sales to let people know they're still open.

Annie Tighe, owner of the gift shop, "Tighe It With A Bow," says it's been a struggle getting customers through her door. She believes many of those customers are dealing with their own storm damage, and haven't had the money to spend on luxuries. Just the recovery time, you know, while people file claims, and wait for money to come from their insurance agents, and you know, what have you, that's just a long process," Tighe says.

Still, residents like Carol Frahm have been visiting different shops, showing their support. If we don't support them, they won't last, so it's important to shop in your hometown," says Frahm.

The Blair Chamber of Commerce says some businesses did have to close for a short time after the storm. However now, there is only one business left waiting to open back up.

JOHNSTOWN - Facade and masonry improvements, signs, painting and replacement of doors and windows are among more than $345,000 worth of work planned by seven downtown properties taking part in the city's NY Main Street Grant Program.

City Engineer Chandra Cotter on Tuesday made public what the city considers the "anticipated" scope of work by building owners who last spring were awarded money from a $200,000 grant the city received late last year.

The NY Main Street Grant Program, headed by the state Office of Community Renewal, provides money from the New York State Housing Trust Fund Corp.

Downtown Johnstown property owners receiving 2013 NY Main Street Program Grant awards were: the Brenner Group LLC, 17 W. Main St. - $34,900; Bryan Marcucci, 18 W. Main St. - $31,850; Jeff Kollar and Nick Kollar, 1-5 W. Main St. - $24,375; Linda S. Joseph Inc., 19 W. Main St. - $16,125; Arthur Schrum and Douglas Town, 128 W. Main St. - $15,000; On The Way Up LLC (Laura Casamento), 37-41 W. Main St. - $15,000; and Theresa Cook, 32 W. Main St. - $12,750.

Projects were graded on which ones would have the "maximum impact" downtown. Of those selected for awards, the Brenner Group LLC, 17 W. Main St., had the highest score with 54 points. The project by Linda S. Joseph Inc., 19 W. Main St., had the lowest score of 45.

WELLSBURG - Former Brooke County school board member Richard Pannett will fill a seat on the board left vacant by the death of Frank Ujcich until voters can choose a long-term replacement in the Nov. 4 general election.

On Monday the board agreed to appoint Pannett, who served on the board for eight years after working as a teacher and coach in Brooke County Schools for 33 years, following a 40-minute executive session called also to consider the hiring of various personnel.

Board President Jim Piccirillo said the board didn't actively seek applicants for the seat because the filing period for candidates seeking the seat in November will begin Aug. 4.

Those interested in running for the seat have until 5 p.m. Aug. 19 to declare their candidacy through the county clerk's office at the Brooke County Courthouse.

To comply with residency conditions for the school board, candidates must be residents of the Wellsburg or Weirton magisterial districts. A $25 filing fee and certificate of announcement are required.

The winner of the election will serve the remainder of Ujcich's four-year term, which began July 1, and fill the seat soon after the election.

Piccirillo said the board wanted to avoid giving any potential candidate an unfair advantage by appointing that person to the vacant seat in the interim.

He said Pannett, who chose not to seek re-election when his last term ended, indicated he won't run for the seat in November.

Piccirillo added it seemed best to appoint someone with experience to serve in the three months before the election.

He said in addition to possessing extensive experience and knowledge of the school district, Pannett has a reputation for fairness and honesty.
