    SARANAC LAKE - The village is planning another downtown sewer main replacement project.

    The village Board of Trustees heard a presentation Monday night from Jim Dougan of Plattsburgh-based AES Northeast, the village's engineering consulting firm, on plans to replace roughly 700 feet of 18-inch sewer main on Dorsey Street, between Broadway and LaPan Highway, over two-and-a-half months next year.

    "It's a continuation of what you've been focused on really since 2004, which is the sewer trunk main from out here on Kiwassa (Road) all the way back to the (village wastewater treatment) plant," Dougan said. "We're just about complete with the LaPan Highway project, which was that section we were concerned about collapsing, and you did the Broadway project this spring. This is the section in between on Dorsey Street."

    The biggest issue, Dougan said, is the slope of the line.

    "The pipe itself is not in terrible shape," he explained. "Some of it is sloped the wrong direction, so it's causing debris to collect there. It's causing backups. It is not the worst section through here, which is really why it has waited until last."

    While most of the work would take place during the day, Dougan said there may be a need for night work at two locations: near the Dorsey-Broadway intersection and where a bridge crosses the Saranac River to the village's Dorsey Street parking lot.

    "During the day, the street will be shut down, but each night it would be open to at least a minimum of single-lane traffic," Dougan said.

    Dougan said he'd like to put the project out to bid soon because he said contractors are hungry for work. He presented two possible construction timelines the village could request when it solicits bids: from May 1 to July 15, or from Sept. 1 to Nov. 15.

    "We're trying to not have the project be right in the middle of summer when it would disrupt the most visitors," he said. "We have one of two options, and we think that flexibility will get you even more aggressive pricing."

    Junior League to buy back historic easement to end window debate - November 23, 2014 by Mr HomeBuilder

    The city will get back $20,000 it gave to the Junior League in 2002 to do restoration work, which included preservation of the historic facade through a 50-year "easement."

    A proposal by the Junior League to replace 18 windows drew objections from historic preservationists, including the Quapaw Quarter Association, and Mayor Mark Stodola because of alteration to the original appearance. Third-floor windows, to be replaced for a remodeling project, were the sticking points. The Junior League thought it had the votes for board approval of their window replacement plan in September, but fell short. After some further discussions, the Board approved a detailed resolution on replacement Oct. 6. That agreement has not proved satisfactory, the Board has now been told.

    Instead, the Junior League now proposes to buy back the easement, which is allowed with payment of 6 percent interest from the date of the grant. It now proposes to pay $34,196.16 to do so.

    A memorandum on the board agenda says this is the only grant revocation request the city has received from the facade preservation program.

    I would guess some of the same objections will be raised to revocation that were raised to window replacement.

    TAMPA It happened so quickly for everyone involved, for Joe Maddon and the Rays front office, for the players and the fans, that three weeks later it seems everything is still swirling, that the flakes in the snow globe that is Rays Baseball have yet to settle.

    One day Maddon is talking about extending his contract with the Rays, then hes exercising his opt-out clause, then hes basking in front of TV lights in Chicago wearing a Cubs jersey and talking about ending a century-long World Series drought on the citys north side.

    To use one of Maddons stock words, Poom.

    What happened?

    It was a unique moment, Maddon said Friday. The window opened. Ive been looking out this window constantly and the window is always closed, and all of a sudden the window was open for two weeks, and all this had to be accelerated.

    The window, of course, is the now infamous opt-out clause in Maddons contract that kicked in when executive vice president of baseball operations Andrew Friedman left the organization. Maddon had two weeks to negotiate a new deal or opt out of the remainder of his contact, which expired after next season.

    It took Maddon one week to opt out.

    He left behind a stunned fan base and a front office unhappy with the quick turn of events. The commissioners office is looking into whether the Cubs tampered with Maddon while he was still under contract with the Rays a charge Maddon and his agent, Alan Nero, deny.

    I can understand that based on rapidity of how all this came down, Maddon said.

    He can also understand the frustration in Tampa Bay. But, Maddon said, things would have been worse if he and the Rays did not reach an agreement on a new contract and he remained for his final year. Rumors of where Maddon would end up in 2016 would have hung over the Rays until the final out of the season.
