ESCANABA - With County Administrator Nora Viau's retirement tentatively scheduled for this spring, qualifications for her successor were discussed in a committee of the whole meeting at the Delta County Service Center Thursday.
No official decisions were made at Thursday's meeting, which was held primarily to give committee members a chance to discuss the process of hiring a new administrator.
"I want to keep it very informal," Board Chair Mary Harrington said.
The qualifications for Viau's successor will be based on those used for her appointment, which were last updated in 2009.
These will likely include a master's degree in business or public administration (or a closely-related field with specialization in accounting and/or management) and three to five years of relevant experience, preferably with a governmental entity.
The possibility of forming a committee to oversee the process of reviewing applicants' resumes was also discussed during Thursday's meeting.
Harrington said she and Viau will complete the first draft of an advertisement next week, which will be used to solicit applicants for the position.
"Here's what I'm going to do: I'm going to get with Nora, we're going to write an ad, (and) I'm going to get the ad back to you," Harrington said.
Once the advertisement has been completed and approved by the members of the Delta County Board of Commissioners, it will be posted with Michigan Works!, the Michigan Association of Counties, and the Daily Press.
A job description for the county administrator position will be finalized in a later meeting.

BELLOWS FALLS >> The Rockingham Selectboard voted unanimously Tuesday to grant a request for $3,000 from the Rockingham Revolving Loan Fund for window replacement at a local tatoo parlour.
All five Selectboard members approved the loan, which Mountainside Tattoo owner Alex Lawrence will use to replace windows at this shop at 55 The Square, according to Rockingham Finance Director Francis "Dutch" Walsh. A memo from Walsh states the town design review board has given approval for the window replacement and the Revolving Loan Fund Committee recommended the loan.
The loan term will span 24 months at 10 percent interest. According to Walsh, Lawrence's monthly payments will be $138.43.
During Tuesday's public comment portion, Bellows Falls resident Marie Perrault stood up to express her concern over two Holstein cows on School Street that are left exposed to the harsh winter elements. She said this is unfair to the bovines.
"The animals are suffering out in the cold. I think something should be done about it," she told the Selectboard.
Stearns and various Selectboard members told Perrault her concerns were warranted and they would look into the matter. Selectboard member Ann DiBernardo said she wanted to see something done by Wednesday. When contacted by the Reformer, Bellows Falls Police Chief Ron Lake said there is no criminal investigation or animal abuse case being conducted and the cows appear to be in good health.
Later in the meeting, the Selectboard approved a budget for FY2016. Members approved an expense budget of $5,012,175, with $4,241,140. Stearns did not have a specific percentage increase for the press as of Tuesday night.

An elderly grandmother died of pneumonia after yobs hurled a breeze block through her window leaving her exposed to freezing temperatures on the coldest night of the year.
June Green, 83, who had been the victim of three previous burglaries, stayed in her bedroom when she heard the noise and spent the next 12 hours huddled under blankets not daring to investigate.
Raiders waited until she was asleep before entering the bungalow where she lived alone to steal a handbag containing a purse with around 60 cash from the bedroom.

SARANAC LAKE - Interior construction and renovation work on the Hotel Saranac, starting with replacement of all 169 of its guest room windows, is expected to begin by the end of this month.
That's what Fred Roedel III of New Hampshire-based Roedel Companies said Wednesday night. Roedel was the guest speaker at a meeting of the Saranac Lake Women's College Scholarship Club. Roughly 50 people braved the double-digit-subzero temperatures outside to attend the meeting, held in the Saranac Lake Free Library's Cantwell Community Room.
Last month, Roedel told the Enterprise the project was behind schedule, but he said he still hoped to reopen the iconic Main Street hotel this spring.

Asked by an audience member Wednesday night what the expected opening date for the hotel would be, Roedel said it will be closer to mid summer.
"We're honing in on that," he said. "Construction is going to begin in earnest by the end of this month. We're writing contracts now for our plumbing, electric, heating and air conditioning. As we hone in on that more and more, we're probably looking at July and August, somewhere in there."
That may seem like a quick turnaround, but Roedel said his company can put up a brand-new hotel in nine months.
"The great thing here is the structure is here," he said. "We're not moving any walls. When we begin work, they'll literally begin laying the electric, the plumbing and the mechanical right where it's going to go. So we think in a period of three to four months we'll be putting up paint, putting down carpet and getting ready for this thing."
The double-hung vinyl windows on the third, fourth, fifth and sixth floors will be replaced starting in two weeks, Roedel said. Special small tents will be extended outside the windows so workers can replace them from inside the hotel.
"They're all new windows," he said. "I'm looking forward to that day. I drove up here today from New Hampshire and fixed four windows where the window just fell out of the frame and the cold air was blowing through it."
