    Andre Schurrle - Chelsea to Wolfsburg Schurrle has told Chelsea he wants to go this month, and while Jose Mourinho doesn't want to sell, Wolfsburg are offering mega money. Talks are progressing well and both the Blues and the player expect this to go through shortly, with Schurrle on standby to fly to Germany for a medical. (Chances of it happening: 9/10)

    Juan Cuadrado - Fiorentina to Chelsea With Schurrle departing, Chelsea are going for Colombian star Cuadrado as his replacement. A 20million offer is on the table, and while the player wants to go, Fiorentina are holding out for his 26.8million release clause. This deal is dragging on, but we'd be surprised if it didn't happen before deadline day. Keep an eye on this one. (8/10)

    Aleksandar Dragovic - Dinamo Kiev to Manchester United United desperately need a centre-back before the window closes, and having struggled to tempt Mats Hummels or Marquinhos, Dragovic is seenas being next best. Talks have been held over a 14.9million deal, and scouts will now watch him play a friendly this week before deciding whether to make an official bid and push this deal through. (6/10)

    Alexandre Lacazette - Lyon to Liverpool Liverpool scouts are now at every Lyon game to watch 23-year-old Lacazette. He's scored 21 goals in 22 games this term and Brendan Rodgers is keen. Rumours say a 25million deal could happen, but Lyon expect him to stay this month, and unless the Reds shock us by making a late raid, don't expect this one to happen. (2/10)

    Memphis Depay - PSV to Tottenham Tottenham love Depay and have decided to make an approach this month. PSV would prefer to sell in the summer, when Manchester United should come in and perhaps offer more, but Spurs are putting together a tempting package. Hard to say if this will happen or not, but this is likely to be a deadline day deal if it goes through. Well, you know Daniel Levy...(5/10)

    Sergio Busquets - Barcelona to Arsenal Busquets is currently negotiating a new contract at Barcelona, and with talks dragging on, he's being linked with other clubs. Don't buy the hype though, the name dropping is just being used to get the midfield star a better deal. He's not considering leaving and all parties expect he'll commit to Barca soon. This one is a non-starter. (1/10)

    BEDFORD - As Bedford County officials seek a new administration at the county jail - which has sported three different executives in two months - guards and the former warden have expressed serious concerns about several men hired as temporary and permanent officers.

    Nearly four months after an inmate escaped, prompting Warden David Kessling's resignation and an ensuing political scandal, a slate of newly hired and promoted officers has taken charge at the jail in a shift officials have called "a new day."

    In a recent meeting with the county commissioners, however, guards' union representatives noted that two of the officers had been disciplined for security breaches under Kessling's administration, with at least one resigning as a result. Another was demoted after superiors said he couldn't handle his responsibilities, Kessling confirmed. While Sheriff Charwin Reichelderfer dismissed the guards' complaints as "dwelling on the past," their concerns - verified by jail documents and confirmed by Kessling - show that the county hasn't yet fully recovered from the September escape and its aftermath.

    Breaches and demotion

    Since inmate Jeremiah Moser allegedly scaled a jail basketball hoop and fled into the woods Sept. 30, relations between county officials and rank-and-file guards have hit a few bumps.

    A guard was suspended for the security breach that allowed Moser to climb the wall, and others have publicly blamed 2012 staff cuts that left fewer guards at the facility than in prior years.

    Moser was captured a day after the escape, but the political issues he opened remain today.

    At a meeting Jan. 15, union officers discussed staffing concerns with the commissioners, said Barry Pearce, a staff representative for the American Federation of State, County and Municipal Employees Council 83, which includes the Bedford guards.

    But they also mentioned another, as-yet unpublicized concern: that the recent hires could pose new problems at the jail, especially after some were implicated in security breaches as recently as last year.

    "Basically, there were security violations. In the past, those same violations led to termination," Pearce said. "And now they bring these guys back. Is that a lesson learned?"

    Five Blair, nine Bedford bridges to be replaced - January 25, 2015 by Mr HomeBuilder

    It will be at least 16 months until PennDOT's Rapid Bridge Replacement project has an effect on local bridges - five in Blair County - under a timeline and

    bridge list released by PennDOT officials.

    PennDOT officials announced late last year that Plenary Walsh Keystone Partners was awarded an $899 million contract to replace 558 Pennsylvania bridges, including 48 in District 9 - Bedford, Blair, Cambria, Fulton, Huntingdon and Somerset counties.

    Through a Rapid Bridge Replacement project, Plenary Walsh and 11 Pennsylvania-based subcontractors - including Glenn O. Hawbaker Inc., a State College company - are scheduled to complete all 558 bridge replacements by 2017.

    PennDOT spokeswoman Erin Waters-Trasatt said construction at 58 bridge sites in southwestern and northeastern Pennsylvania is slated to begin this summer.

    She said these bridges were selected first because they have low traffic volumes and are similar in design.

    "The team has come up with a schedule that they thought would be most efficient," Waters-Trasatt said, adding that bridges can range in size from eight to more than 360 feet.

    Waters-Trasatt said similar bridges in location and size were grouped to increase productivity.

    Some bridge parts likely will be created offsite to speed up the process, she said.

    Ralph DeStefano, District 9 bridge engineer, said all 48 district bridges were classified as structurally deficient - meaning they ranked poorly during bridge inspections and are in need of improvement.

    School Officials Await WESTEST 2 Replacement - January 24, 2015 by Mr HomeBuilder

    The WESTEST 2 no longer will be administered to West Virginia school students beginning this school year, but the West Virginia Department of Education has yet to announced what standardized testing assessment will replace it.

    According to Ohio County School officials, the announcement of the new format is to be announced in early March, while the tests are scheduled to go before students shortly after in mid-April.

    During a special meeting of the Board of Education on Thursday, Superintendent Dianna Vargo said the district's teachers are teaching content standards in line with West Virginia's new core standards, and it is assumed the new test will assess those standards.

    Educators across the state typically begin preparing students for standardized testing when school starts in the fall, though this year there were no standards available to which they could refer.

    They do know it will be a computerized test, and technology coordinators are concerned because new testing and software will have to be installed in their school district's computers.

    Educators also know their schools will receive a letter grade of "A" through "E" based on their overall performance on the new test.

    Gone will be the more arbitrary designations rating the schools a "success," "focus" or "transition" school not easily understood by the general public - or even those in education.

    Members of the Ohio County Board of Education admitted last month their own confusion regarding the word designations when the 2014 WESTEST 2 scores bumped down three of the schools in the district.

    Thursday's meeting was intended to help board members understand the drop.

    Asked whether Salah and Schurrle will definitely be Chelsea players when the transfer window shuts, Mourinho replied: I cannot say that. The window is open, but what I can say is I like them, I need them and I trust them. I cannot select the same 18 players every game, I only can play 11. Salah is not playing a lot, Schurrle more than him.

    I don't know if a deal is to happen. If my club tells me we have a certain offer for a certain player we think is a good movement for us, because we work in the rules of Financial Fair Play.sometimes we have needs, like we had in the past transfer windows where we sold some players.

    The club doesn't move. We don't move. Our desire is to keep the same squad, which reflects that we are happy with the players, that we are happy with the work we did in the summer to prepare the season and reflects the trust we have in the group. If possible, we don't want to be involved in the transfer window. If we have to be, it's because somebody pushed us with some offer for our player.

    The question is to have a phenomenal offer and a player to be super keen of accept a new challenge in his career. We don't want to sell our players.

    Fiorentina winger Juan Cuadrado has emerged as Chelseas top target to replace either Salah or Schurrle, with Shakhtar Donetsk star Douglas Costa another option.

    If one player moves, then we will bring somebody in, yes, said Mourinho. Cuadrado is a player from Fiorentina. I shouldn't make any comments about players from other clubs. You speak about Cuadrado, you can speak about 10, 20, 30 players. I am in trouble if I dont know the player because my son does. It's my job to know them all.
