The Public Works Department on Friday submitted before the Madras High Court Bench here an exhaustive list of locations from where karuvelam (Prosopis juliflora) trees considered harmful to the ecology since they turn the land dry by sucking too much of groundwater besides poisoning it had been removed from river courses and waterbodies.
Additional Advocate General K. Chellapandian submitted the list before the First Bench comprising Chief Justice Sanjay Kishan Kaul and Justice V. Dhanapalan who were seized of a contempt of court application against the Chief Secretary, Environment and Forest Secretary, Public Works Department Secretary, Madurai Collector and Corporation Commissioner among others.
C. Anand Raj of Equal Right, a non-governmental organisation here, had filed the contempt application through his counsel R. Alagumani for alleged non-compliance of an order passed by a Division Bench of Justice R. Sudhakar and Justice V.M. Velumani on January 9 directing the officials to remove karuvelam trees from all waterbodies and river courses in the State.
After accepting the report filed by M. Muthupandian, Executive Engineer, Public Works Department (Periyar Vaigai Division), the First Bench gave a further period of four weeks to the officials to proceed with the work and file a progress report along with supporting photographs. The judges also directed the Registry to list the matter after a month for reporting compliance.
In his report, Mr. Muthupandian stated that karuvelam trees spread over an area of 4,51,600 square metres were removed in the financial year 2013-14 ever since the court passed orders in January. Trees spread over 2,40,000 square metres were removed from Vaigai river in Thenur and Kodimangalam areas, and trees covering around 1.52 lakh square metres were removed from a link canal near Vaigai dam. Also, trees spread over 41,38,834 square metres had been removed so far in the current year, he added.

Arborists Rob Calley and Travis Morales competed in the Florida Tree Climbing Championships (FTCC) on Oct. 25 at Meyers Park in Tallahassee, FL. This event, put on by The Florida Chapter of The International Society of Arboriculture, brings the best and brightest climbing arborists from around the state together to battle for one slot in the International Tree Climbing Championships (ITCC).
The events that Calley and Morales competed in were the throwline, aerial rescue, secured footlock, belayed speed climb and the work climb. Throwline tests the ability of a climber to set a climbing rope high in a tree. Aerial rescue puts the climber in a simulated emergency with an "injured climber" stuck in the tree. He must take charge of the scene, check for hazards, get EMS notified, ascend to the victim, and then bring him down safely. Secured footlock is a test of raw strength and technique as the climber ascends 50 feet by the footlock climbing method. Belayed speed climb is another all out effort to ring three bells located in a tree as fast as possible. The work climb is the premier event that tests a climbers ability to work five stations high in the canopy of a tree.
"This was one of the most challenging things I have ever done, both mentally and physically, said Calley. We didn't win this time, but we competed hard, made great friends who have a passion for climbing safety, and are training now to compete in Mobile, Alabama in March."

THE City Government of Naga will be planting 2,900 tree seedlings to replace the 58 trees that they cut down for the construction of a track oval inside the Naga City Central School.
The tree-planting was part of the agreement the City and the Department of Environment and Natural Resources (DENR) 7 forged before the tree-cutting permit was issued to the local government unit.
Dr. Eddie Llamedo, DENR 7 spokesperson, told reporters that the City of Naga is expected to replace the trees on Nov. 21, once a commitment will be signed to plant the replacement trees. The site of the tree-planting is in Barangay Lutac, one of the citys mountain barangays.
The site has been identified as a reforestation area of the DENRs National Greening Program, said Llamedo.
About 60 percent of the trees that the City will plant are narra trees.
Llamedo said that the DENR 7 only required the City of Naga to replace 50 seedlings for every felled tree as the primary project is not a road widening.
For a road widening project, an applicant for a tree-cutting permit is required to provide 100 tree seedlings per felled tree.
Llamedo said that aside from planting replacement trees, the DENR 7 required the City of Naga to organize a multi-partite team that will monitor the progress of the trees that will be planted in Lutac.

SAFETY HARBOR| With a new moratorium on tree removal in place, the city is now focused on fine-tuning an ordinance that strengthens existing tree protection rules.
All city commissioners but Richard Blake this month voted to ban tree cuts through April 1 unless the updated ordinance is passed sooner. The proposed law would expand Safety Harbors authority beyond grand trees of a certain size to all trees within city limits.
Commissioners will discuss ordinance language during a City Hall workshop 6 to 8 p.m. Monday, with their regular meeting following.
Items on the regular meeting agenda include a proposed budget amendment that would restore $27,000 gleaned through a deferred hire, reduced health insurance costs and other savings to the Chamber of Commerce, Neighborly Care Network and Mattie Williams Neighborhood Family Center.
Controversy over reducing the funding during summer budget talks generated outcry from multiple residents and prompted two commissioners to vote against the 2015 budget.
Last month, local businessman Jim Barge presented a $1,000 check to the Mattie Williams center during a city meeting and publicly challenged residents to participate in a crowd-funding campaign in which he would match dollar-for-dollar all money raised up to $2,000. As of Tuesday, three weeks into the campaign, 28 contributors had donated $4,115. Barge, who researched the center's work after hearing residents' pleas during budget season and subsequently vowed to help raise awareness, said he plans to keep the challenge going through its Thanksgiving deadline.

Paul Claas is an ordinary man with a not-so-ordinary dream -- to straighten wonky, wobbly Christmas trees.
Some people stay up at night worrying about whether they turned in their work on time or paid their mortgage before the deadline. For Claas, visions of unstable conifers have been dancing in his head for over 20 years.
That's when the 65-year-old DeForest resident and inventor of the Premier Christmas Tree Stand said "enough is enough" and designed his first prototype for his personal use.
"It was a very simple concept where you'd drill a hole up the trunk of the tree and set it on a peg," says Claas.
Two decades and several versions later, Claas is semi-retired from running a truck salvage business (tinkering and fixing are clearly in his DNA) and he is continuing to produce and sell his novel tree stands.
The current version, made out of sturdy metal (in red and green, of course) features metal "jaws" that hold the tree trunk in place. A couple of knobs can be turned for adjustments. The result is a much more secure tree, less likely to tilt or topple. It's easier to make adjustments, too, after the tree is in the stand, unlike with conventional models. A large container for water is detachable, which makes removal easier (and means fewer trips to re-hydrate the tree).
"Each Christmas tree stand is my baby," he says. "This is my passion."
The entrepreneur, despite his zeal for his Christmas creation, has sold only hundreds, not thousands, of the latest version of his tree stand. In fact, in 2000, he sold off his inventory and decided to close up shop until a reporter wrote about his product, and Premier Christmas Tree Stands was once more.
Although sales have been fairly low, Claas still believes wholeheartedly in his product. And his converted customers agree, according to reviews shared on his website.
"I'll never have to buy another stand, nor will I ever have to fight with putting up another Christmas tree!"

I appreciate the green infrastructure of our municipality (Rooting for trees, Oct. 29) and can celebrate Tree Appreciation Day on Nov. 2, but when is some sense going to prevail with the Garry Oak Meadows Preservation Society?
Earlier this year a large branch came down on Neil Street, fortunately not injuring anyone. Since its removal, two outer trees at neighbouring houses were deemed dangerous enough to be cut down. My house is just north of these three and has a large tree in its driveway which, I consider, to be very dangerous. Some years ago it was the featured tree on a leaflet produced by the Garry Oak Preservation Society, showing the dangers of allowing ivy to cover trees.
As a result, I cut back all the ivy revealing that about one-third of the bark had been stripped away. Further, there are no branches on the north and west sides as the utility companies have stripped those sides for their cables. Thus, all the heavy branches are leaning toward my house. Yet further, my driveway is cracking up rather badly, more each year, showing root movement below my ground.
I have approached Oak Bay council but no one is willing to give permission for the removal of the tree. I guess it wont be important enough until a branch comes crashing through my front bedroom or, hopefully not, someone is killed. Surely some sense can prevail before that and someone will make a responsible decision.
