On Thursday, a worker with a chain saw in a cherry picker carved off the upper boughs and branches of a sweet gum tree sending them toppling to the ground adjacent to Connecticut Light & Power's main transmission line.
While some smaller trees might be pared back, the sweet gum tree is among the taller group of trees that will need to come down to protect power lines, the workmen said.
The work was the beginning of a joint effort between CL&P, Metro-North Railroad, and the Connecticut Department of Transportation to select and cut down trees both on the state owned property as well as privately owned land that are a risk to damage the nearby utility and the railroad's power transmission systems and cause power and rail service outages, CL&P spokeswoman Tricia Taskey Modifica said.
Connecticut Light & Power's main transmission lines run parallel and power the New Haven Line's overhead catenary wires, both of which have been damaged by felled trees and branches in major storms in recent years, Modifica said.
Similar efforts along the New Haven Line will continue through June, according to Modifica.
"Since all of our systems are interconnected, this work is expected to improve reliability to all of our customers in lower Fairfield County," Modifica said. "This project is all about improving reliability for our customers in that part of the state, so all trees being trimmed or removed pose a direct threat to our electric system."
In addition to the New Haven Line, the transmission system supplies power to roughly 83,000 customers in Stamford and Greenwich, Modifica said.
While some higher voltage lines require greater clearance zones, the utility's guidelines call for maintaining an average clearance zone of eight feet along electric lines, 15 feet above the lines and 10 feet below, according to the utility.
Two weeks ago, owners of neighboring properties including residential customers were sent notices by the utility about the work, and CL&P representatives began meeting on an individual basis with private property owners about any planned tree removals on their land, Modifica said.
The work is part of a $300 million plan submitted by CL&P in July 2012 to the Connecticut Public Utility Regulatory Authority to protect infrastructure from storm damage that also includes measures to strengthen wires and poles in the transmission system from storms.

Almost a year-and-a-half after a drought took its toll on Montgomery County and surrounding areas, the Woodlands Township Board of Directors is still dealing with the removal and replacement of dead trees.
Due to higher costs to address the drought damage, The Woodlands Township Board of Directors will discuss possible action regarding the next steps to deal with dead tree removal in the community.
In 2012, the township spent about $2.6 million in tree removal and assessment due to the drought but also due to several storms that blew through the community prompting the emergency removal of dozens of trees. For this year, the township has budgeted $1.2 million for tree removal and forest management. An additional $170,000 is budgeted for a Integrated Forest Management Plan, a water truck and irrigation improvements for streetscapes.
Through the end of 2012, the township and its contractors removed close to 28,500 trees. Most of those trees were removed from the villages of Grogans Mill and Panther Creek.
According to information from the township, due to less tree coverage, the community will see an increase in vines and underbrush. While the removal of vines has always been a part of the townships forest management plan, the township could see an increase in need for more services to handle the underbrush. Currently $78,000 is budgeted to address the vine removal.
Other agenda items include:
An update from the Lake Woodlands Property Owners Association regarding the use of the lake and assessment fees for residents on the lake;
The carryover of funds previously approved for the 2012 Capital Budget to complete the applicable projects;
Hosting the World Triathlon Organizations Iron Girl competition;
Supporting the proposed overpass at Research Forest Drive and Interstate 45.

Here we go again. County Executive Isiah Leggett and his gaggle of tax-them-to-death cronies have managed to come up with another way to abuse the county residents. Their proposed bill, under the guise of the Federal Conservation Law, is about to be passed, and it is nothing more than another tax and/or fee collection vehicle.
The proposed law says in effect: Any tree removal for any reason will require a permit (pending approval) and be subject to fees. That includes diseased or storm-damaged trees. Further, if you were faced with the tough choice of taking out a beloved tree to make room for a much needed home addition, you will pay these additional fees (as yet unspecified) for that privilege.
I wonder what will happen when the power companies are trimming trees, will they have to get permits too? Hey Mr. Leggett, a giant tree fell on my house last night and I have to apply for and wait for the approval of some pencil pusher and pay a fee before I can do anything. I can see it now, next we will have to pay a recycling tax for said removed tree(s) to be recycled into paper for more bags that we will be taxed for when we use them. Do these people sit up nights contriving this lunacy?
