FAIRFIELD COUNTY, Conn. -- Fairfield County commuters better get used to traffic jams on the Merritt Parkway caused by tree removal for the rest of this summer -- and next summer. And the next.
That's the word from Connecticut Department of Transportation spokesman Kevin Nursick, who said Hurricane Irene, Superstorm Sandy and this winter's blizzard have forced the state's hand to take drastic measures in tree removal on one of the state's most scenic highways.
After a hurricane assessment report was presented to Gov. Dannel Malloy and the Department of Transportation after those storms, the state decided that all trees within 30 feet of the edge of the asphalt that "pose a safety concern" must be removed in anticipation of future storms.
Since Sandy, the state has doubled its tree crew personnel from 25 to 50 and its budget from $1 million to $2 million per year.
"This is the picture all around the state," Nursick said. "We have a lot of tree work to do, and we've been doing it in earnest."
The crews are wrapping up removal on the northbound side of the Merritt in New Canaan and Westport. Tree removal will begin on the southbound side from Westport to Greenwich once the northbound project is complete. That work will last the rest of the summer and is sure to tie up traffic throughout Fairfield County.
Although many people have shared concerns about the aesthetics of removing the trees from along the Merritt, Nursick said the safety of drivers and keeping the parkway open are the state's top priorities.
"The Merritt Parkway leads the state, by far, in car-versus-tree incidents," he said. "We don't say, 'Let's lower our safety level because it's special.' We don't do that in this business. Safety comes first, aesthetics comes second."
Nursick also said it was "unacceptable" for the parkway to be closed for two days again as it was in the previous storms, considering the importance of the state in the road.
"People have seen the price that we pay in these storms, particularly on the Merritt Parkway, with trees falling," he said.

ABILENE, Texas -
The Big Country has seen some nasty weather this week and the evidence is just about everywhere you look. Residents are working to clean up their yards and homes after high winds and rain knocked over trees and blew off roofs.
"I had several trees that had really gotten damaged and some of my shrubs were blown over," said Janice Middlebrooks.
Business has significantly picked up for companies that trim and haul away trees. Truck after truck lined up Thursday to drop tree limbs off at the Abilene Recycling Center.
"As great as it is to see an upswing in business you don't want damage to your trees like that," said Jeremy Voss, co-owner of God's Care Landscaping. He said many homeowners have wondered if their damaged trees will make it.
"Will the tree survive, will the tree die? Most anybody can come out there with a chainsaw and a trailer and load up your limbs and take it off but it's really good when you can call someone who knows about trees," said Voss.
ISA Certified Arborist and owner of Broken Willow Tree Removal Bruce Kreitler said the trees around the Big Country were already weak from past droughts, and 80 mile per hour straight line winds took a lot of them over the edge.
"When you're getting winds like that, trees are coming down," said Kreitler.
He said that does not mean that every tree that sustained damage has seen its last day.
"We've dealt with a lot of trees where we have removed the broken pieces from the canopy and I'm fairly comfortable saying that those trees will go on and in 10 to 15 years it would take someone who knows as much about trees as I do to even detect there was ever a problem," said Kreitler.

Due to construction activities on the Cedar River at Rainbow Bend, the King Countys Sheriffs Office will close the river to public use and recreation on Thursday, June 20, at the project site southeast of Renton.
King County Sheriff John Urquhart ordered the river closure between River Mile 10.9 and 11.2 to protect residents from the hazards associated with tree removal to support a levee removal and floodplain channel construction project.
The project site involves a three-quarter-mile segment of the Cedar River, located near the intersection of Cedar Grove Road and the Maple Valley Highway (State Route 169).
King County construction crews will be proactively removing several large cottonwood trees located along the river bank to prevent future hazards to recreational users of the river. The closure is anticipated to last for one day during the-tree removal activities. The closure may be extended to next Monday, June 24, if work is not completed on June 20.
The in-river work will limit recreational access in the river, including possible full closure when intensive construction is under way. Signs will be posted and the King County website will be updated to alert users as construction progresses.
The Rainbow Bend Levee Removal and Floodplain Reconnection Project is a high-priority flood hazard management project funded by the King County Flood Control District to eliminate flood risks to more than 50 families and provide long-term protection to a major regional transportation corridor.
