BLOOMINGTON, Ind. (AP) Work is starting on the removals of trees along a 9-mile stretch of highway through Bloomington as part of the next phase for the Interstate 69 extension project through southern Indiana.
Workers set out orange warning barrels along part of Indiana 37 in Bloomington on Wednesday. The Indiana Department of Transportation awarded a $2 million contract in December for the tree removal, The Herald-Times reported (http://bit.ly/1a3v21Z ).
Agency spokesman Will Wingfield said about 30 acres of new right of way is being cleared through Bloomington, although he didn't know how many trees would be cut down.
All tree removal must be completed by March 31 to comply with federal wildlife regulations protecting the endangered Indiana bat during roosting season.
Officials expect construction work to start later this year on upgrading a 21-mile section of Indiana 37 for the I-69 extension between Bloomington and Martinsville.
A 67-mile stretch of I-69 opened in 2012 from near Evansville at I-64 to near the Crane Naval Surface Warfare Center southwest of Bloomington. Construction is underway on a 27-mile section between Bloomington and Crane that could open late this year.
Wingfield said that because trees are being removed, the state is buying land and preservation easements for 1,100 acres to mitigate the environmental impacts of the Bloomington-to-Martinsville section. He said more than 800 acres of forest will be preserved and 300 acres of new trees will be planted to increase future bat habitat.

BLACK FOREST, Colo. -
El Paso County leaders must act quickly to avoid losing $1.6 million in federal money for removing burned trees from certain areas of Black Forest.
County commissioners have considered the matter since last summer's wildfire destroyed or damage thousands of trees. The burned trees are considered a safety hazard because they can fall suddenly, and also be consumed as fuel by another fire.
The county wants to remove trees from public property along roads and utility lines. Two out-of state specialists, True North and Ceres, have agreed on contracts with the county to assess the number of trees needing removal, and to manage the actual removal.
Commissioners expect a final vote next Tuesday. The county has budgeted nearly $400,000 for burned tree assessment, while the $1.6 million cost of managing the removal would be paid by the Federal Emergency Management Agency.
Commissioners voted on the matter this week, but the vote ended in a 2-2 tie because member Sallie Clark was not present at the meeting.
Kyle Anderson, owner of a tree service business in Colorado Springs, has questions about the county's plan. He said he made an offer to be the county's exclusive burned tree remover, but was turned down.
"We're capable of managing it," Anderson said. "There's no reason to farm it out to somebody that doesn't reside here."
However, Anderson isn't out of the picture yet because FEMA's contract requires that Ceres assigns 85 percent of the tree removal work to "local" subcontractors. The county defines "local" as from Colorado, but Anderson believes it should mean from the county.
Anderson said his concern about the federal government funding a large part of the project is outweighed by what it would mean for his 14 employees.

Bare and dead looking deciduous trees are normal for Philadelphia in winter. However, homeowners need to be alert for dead trees that may be a safety hazard to homes, people and surrounding property. Giroud Tree and Lawn provides tips for identifying dead trees, determining when a safety inspection by an ISA Certified Arborist is needed and taking action such as tree removal if a tree is found to be hazardous.
A dead or dying tree is more than an eyesore. It can also be a safety hazard. A storm can easily topple a dead tree because it no longer has a thriving root system to keep it stable. Additionally, large dead limbs are most vulnerable to breakage in high winds. When trees and limbs fall, the damage can be costly.
"Thats why its important for homeowners to know if the tree hanging over the house is simply dormant or dead," says Lou Giroud, ISA Certified Arborist and President of Giroud Tree and Lawn near Philadelphia, PA. Homeowners can get a sense of whether a tree is in serious decline or already dead by doing a few basic tests. 1.Did the tree show signs of stress last summer? Premature development of autumn leaf colors, early leaf drop, abnormally small or pale leaves, or new growth that wilted are all indicators of a potential problem. 2.Does the trunk have a cavity or signs of splitting? Scan the trunk and main leaders for holes (cavities), decay and cracked or split crotches. 3.Is the bark peeling from the trunk? Gently pull on a piece of bark. It should not break off easily. 4.Are twigs and buds developing normally? Scrape either a twig or bud with a thumbnail. It should be a healthy green, not brown or otherwise discolored. 5.Is new growth surviving the strains of winter? Try to bend a twig, does it snap because its dry and brittle?
If a tree is displaying any of the above warning signs, the homeowner should have an ISA Certified Arborist do a tree safety inspection and determine the best course of action, recommends Lou Giroud. Next steps may include tree removal, cabling weak limbs and deadwood removal.
In general, winter is the best possible time for tree service. With hard frozen ground, heavy tree equipment can usually be brought closer to the removal site. In addition, the impact on dormant lawns, understory shrubbery and flower beds is minimal. Finally, since winter is the slowest season, homeowners can expect faster turnaround in getting the job done.

Only about 20 people turned out Saturday for the San Mateo County Parks Departments meeting called to discuss its vegetation management plans at the Fitzgerald Marine Reserve. Then the emails started coming in.
County Parks Director Marlene Finley says she has received many more emails expressing concern since that meeting. Thats in large part due to a letter sent out a day after the meeting by Moss Beach resident Aimee Luthringer, co-founder of AREA29, an advocacy group named for the water quality protection area that includes portions of the Coastside. The group keeps an eye on the health of the watershed, says co-founder Sabrina Brennan, and San Vicente Creek outfalls at the marine reserve.
Removing a large number of trees will complete the destruction of the areas charm, which the county started by replacing the quaint footpath with a wide road, according to an excerpt from the letter that makes reference to the Dardanelle Trail project. The letter goes on to warn readers that a chainsaw massacre will occur if they dont speak up.
The letter includes links to several county representatives email addresses, and those links enable readers to send a prewritten email. That email asks the county to delay the project until the natural resources manager position is filled, to extend the public comment period and clearly mark each tree that would be removed. Finley has received about 30 such emails since the letter was sent out.
Brennan says AREA29 wrote the letter because of a lack of clarity from the county on how many trees would be removed and how.
What the county said they were proposing to do was bring in heavy equipment and a contractor and rip out huge areas, (and) we dont support that kind of removal, Brennan said. We think it needs to be done carefully.
Such heavy equipment was used in the construction of the Dardanelle Trail, causing some residents to grow wary of the project and its impact on the sensitive environment.
Finley, who was not the parks director when the Dardanelle Trail construction was completed, said she heard such feedback at Saturdays meeting and welcomed the insight. She said the county is focusing on the Monterey cypress trees, which account for all but 31 of the groves 1,068 trees. An assessment of the trees revealed that 134 are dead, and a handful more are considered alive but beyond trimming. While she could not say exactly how many trees will be removed, Finley said most of the dead trees will be removed, as well as the eight or so live trees that are beyond trimming.
Its twofold: enhancing public safety and improving forest health by allowing more light into the forest, Finley said. The trees are really dense in there. Thats why we have the number of dead trees; they cant get any light.
Finley added that the measure was recommended as part of the reserves master plan, approved by the county Board of Supervisors in 2004.

Trees targeted for removal along Highway 12 in the Springs this week have earned a temporary reprieve. After several complaints into her office, Supervisor Susan Gorin asked the County not to proceed with the tree removal until she inspects the affected area on Friday.
Removing mature trees is part of long-planned improvements in the Highway 12 corridor from Boyes Boulevard to Agua Caliente. The overall project includes new sidewalks, a bike lane, lighting and other safety enhancements.
CalTrans requires the removal of trees that are in the construction zone, according to County spokesperson Peter Rumble. The trees are in the states right of way, he said. There is not a lot of flexibility on our part.
While road construction is not scheduled to begin until the summer, officials say the tree removal must occur in the coming weeks in order to avoid bird-nesting season. If birds begin to nest, the project will be delayed for several months.
Though a county press release last week stated that tree removal would likely begin in the first week of February, the project was moved up to begin Monday, January 27. When construction area signs went up along the project corridor, calls of complaint came into Gorins office.
In response. Gorin contacted Thomas OKane, the project manager for Sonoma CountyTransportation & Public Works, and requested a temporary halt until she could view the area. That walk-through is schedule for Friday, Janaury 30.
Several officials involved in the planning say any changes in the tree removal plan are unlikely, given the CalTrans mandate.
Widening the street in an area where structures are so close, along with ADA requirements, do not allow for room to save the trees, OKane said.
The project calls for the planting of 20 new trees in the project area, and another 50 for planting in Maxwell Park to replace those removed.
While officials say the tree removal has long been part of the well-known construction plan, some residents were caught off guard by the construction signs.
