All issues relating to Eucalyptus trees were at the forefront of the Coronado City Council meeting of Tuesday, October 7, 2014. The genesis of the discussion dates to May 1, 2014 when a tree limb estimated to weigh approximately 1,500 pounds fell from a Eucalyptus tree located in the vicinity of 120 E Avenue. The tree in question is located in the citys public right of way.
Alerted to this issue by a letter from a resident in the immediate area, the city of Coronado commissioned a study to determine the relative health of the 31 Eucalyptus trees on city property, including 18 trees in the 100 Block of E Avenue. Subsequently four of the 18 mature Sugar Gum Eucalyptus trees, standing nearly 60 feet tall, were found to have moderate risk levels due to a variety of structural defects. September 22, two of the four trees were removed by the citys tree maintenance contractor. A public protest by 17-year Coronado resident and former Navy SEAL Danl Steward forestalled, temporarily at least, the removal of the other two trees.
From the citys perspective, as delineated by Director of Public Services Cliff Maurer, the overriding issue was one of public safety. Maurer noted that municipalities have found that Eucalyptus werent appropriate as street trees and added, When they get that large, Eucalyptus trees are self-pruners.
From the point of view of the residents, the citys deliberations regarding the fate of the trees were held in closed session, with no public input as to their removal or eventual replacement. Visually the trees in question are majestic, so residents certainly have a point regarding the esthetics provided by the 18 trees lining both sides of the 100 Block of E Avenue.
The agenda item before the city council October 7 dealt with a five-point plan going forward to both replace the trees and involve community members in a management plan to be formulated for the trees. Specifically the staffs plan was amended to include:
Replacement tree options for the 100 Block of E will include both Lemon Scented Eucalyptus and Sugar Gum Eucalyptus trees.
The city will amend its Approved Street Tree List to include both types of Eucalyptus trees as Restricted Trees.
The city will amend its Tree Master Plan to include the 100 Block of E as a themed street.
The citys Street Tree Committee will nominate one of the Sugar Gum Eucalyptus trees in the 100 Block of E for Heritage Tree status.
The council directed staff, with input from the community, to create a long-term management plan for the Eucalyptus trees along the 100 Block of E Avenue.

Forty Fort, Luzerne County -- Tables filled with treats under tents took up the backyard of Sandra Bass of Forty Fort Wednesday morning. It's a fundraising bake sale for a family dealing with a mountain of medical bills. "It's been immensely upsetting," said Mrs. Bass. Her 24-year-old daughter, Samantha O'Gorman, spends most of her day in a wheelchair. She has undergone 144 surgeries to date for health issues essentially from head to toe. "The pain is horrendous because of all of the issues," said Ms. O'Gorman. The costly medical treatment she requires leaves the family on the financial brink. "It's edging up to between $75,000 to $100,000 in debt," said Mrs. Bass.
The last thing the family needed was another setback but it came in the form of two long-standing Sycamore trees. "Those two trees -- one in front of our house and our neighbor's house," said Mrs. Bass. Samantha, who suffers from lung disease, started having a reaction in September when she would pass the trees. "We noticed this severe reaction that was happening every time that we'd go down the ramp in the front of our home," said Mrs. Bass. A doctor recommended the trees must come down. Since the family is cash-strapped, they decided to hold the bake sale to raise the tree removal funds.
Students such as Larissa Casselbury of Beaumont from Fortis Institute across the street began buying the treats to help the cause. "We're going to school to help people and this is one way to show people that we care," said Ms. Casselbury while fellow student Mekel Reeder of Nanticoke added "When medical issues arise with the prices of everything these days, any little bit helps." Christine Armstrong of Pittston took a break from her studies to buy a treat for a cause. "If we can help get a tree down, if that's going to help her then that's perfect," she said. One customer from the school donated $100 for a cake. "It's been phenomenal. It's been overwhelming," said Mrs. Bass while Ms. O'Gorman added, "It's so amazing that people are actually coming out and supporting us."
The bake sale to benefit Samantha O'Gorman and the tree removal continues daily from 8:00 a.m. to 7:00 p.m. through Sunday at the family's home at 146 Slocum Street in Forty Fort. UPPER SAUCON TWP., Pa. -
The Upper Saucon Township Board of Supervisors Monday eveningunanimously passedthree ordinances regulating tree removals, soliciting and peddling, andthe speed limit on Curly Horse Drive in the township.
According to township solicitor Thomas Dinkelacker, the amendment to the currentUpper Saucontree cutting ordinance allows every Upper Saucon resident to cut downthree healthy trees on their property per year without a permitin place ofthe current one-tree limit requiring no permit.
In addition, the new ordinance specifies if a residential lot is larger than two acres, a property owner is permitted to cut down one additional tree per each additional two acres of land or "a fraction thereof," not to exceed a maximum of seven additional trees per lot.
The ordinance explains, for example in a single calendar year, a landowner with a two-acre lot may remove up to four trees with a permit.
For a resident owning more than two but less than four acres up to five trees may be cut down with a permit.
However, the tree limit ordinance does not apply to dead, diseased, hazardous, or smaller trees with a trunk diameter of less than six inches. Residents can remove "unlimited" problem and smaller trees, Dinkelacker remarked.
To note, owners of propertydesignated as part of the South Mountain conservation district are permitted without obtaining a zoning permit, to remove one treeper year and no moreon such classified land.
After considerable discussion, the supervisorsagreed to monitor the effectiveness and practicality of the new tree removalordinance , and amendit as necessary in the future.
In other business, the board passed an ordinance regulating sales and solicitations on the streets and at the doorsteps of township residents.
