Theres a tree trimming backlog of about two years in Chicago, a top aide to Mayor Rahm Emanuel said Tuesday.
Charles Williams, commissioner of the Department of Streets and Sanitation, offered that estimate during a break in City Council hearings on the mayors proposed 2015 budget. Earlier, aldermen had pressed Williams on the issue of the tree trimming backlog, which results in a lot of complaints from the people they represent.
Emanuel has set aside an extra $500,000 in overtime next year for Streets and Sanitation workers to remove trees during 30 weekend shifts, but its unclear whether that will free up workers during the week and allow them to clear the backlog.
Were certainly going to try, said Williams, who noted that the city has trimmed and removed more trees to date this year than it did last year but also has faced a heavier burden because of the emerald ash borer and one particularly nasty storm. Were going to make every effort, he said.
Ald. Scott Waguespack, 32nd, noted that on occasion the city has to pay out a big lawsuit award because of someone injured by a falling tree. We end up paying more in settlements than we do in the overall tree trim budget, Waguespack said. Thats (why) I hope we can hammer out these in this next year.
In April, the council approved a $5.75 million settlement on behalf of Erick Leon, who was paralyzed from the waist down when a tree limb fell on him in 2011 on a Lincoln Park street after he made a food delivery. The city had received numerous requests to remove dead branches from the tree that date to at least October 2010, according to documents filed in the lawsuit.
If we find one in worse condition than the other one, were certainly going to move that one up on the list, Williams responded. We do make priorities of those. ... If were aware of it, were taking it down. Thats always a priority.

The Great Bend Tree Board recently added 10 trees to the Argonne Forest on the north edge of Veterans Memorial Park, with plans to plant more in the spring, according to Charles Waknitz, chairman of the organization. More than a year ago, the Tree Board announced plans to revitalize the area and share some of its history. Now, the Argonne project has become Phase One of a citywide accelerated tree planting program, said Lisa Whipple, Tree Board secretary. We are happy to reestablish and renovate the Argonne Forest, Whipple said.Its our hope to bring back some of the history the reason this was planted in the first place. Toward the end of World War I in 1918, many area residents who fought in the U.S. Army found themselves in the Argonne Forest of France. The legacy of their deeds lived on with the naming of the Great Bends American Legion Argonne Post 180, the Argonne Rebels Drum and Bugle Corps, and the Argonne Forest at Veterans Memorial Park. The Tree Board hopes to make it a true arboretum a sort of tree zoo where people can view trees of different species that are recommended for this area. Residents who are thinking about planting their own trees may want to stop by the Argonne Forest. In addition to planting more trees, the board plans to place signs that give the name of each species and information about how quickly the trees grow, their expected dimensions and lifespan. We have 28 of these signs already made, Whipple said. The Tree Board offers a rebate program, which pays for half the cost of a new tree, up to $75. Theres also a rebate available for tree removal. Whipple said she hopes the tree rebate will encourage residents to consider a greater variety of trees when choosing to plant. The rebate may also allow them to add trees that are more mature. Those cost more than seedlings, but often have a better chance of survival. Waknitz said fall is an excellent time to plant trees and this fall is especially good because weve had plenty of rain. Great Bend needs more trees, he added. Weve lost a lot of trees. A tree census taken in 2012 showed Great Bend had 42 percent fewer trees on city owned land and right of ways than it had 40 years earlier, Waknitz said. While adding trees to the Argonne Forest is Priority One, Waknitz said other park uses are being taken into consideration. Doug Burt, the city arborist, is a member of the board. Terry Hoff, director of the Great Bend Parks Department, said the Argonne Forest wont expand beyond its current boundaries or interfere with other uses on the north side of Vets Park, such as disc golf or Party in the Park. The city added hydrants to the area in the last year and is responsible for watering the trees, Hofff said. The other priority areas for more trees are city parks, cemetery areas, other city owned areas and so-called street trees along city right of ways. Im excited about it, Waknitz said. Its important that we get trees planted. Were interested in finding other areas where there could be additional trees, Hoff said. We have lost quite a few trees over time. We definitely need a program where we can address that. The Tree Board has been especially helpful.

Tree Board makes Argonne Forest a priority
RACINE Six months after an ordinance change giving the city permission to take down any privately owned tree infested with emerald ash borer or oak wilt, the city forester has began marking such trees for removal.
Oak wilt has not turned up in the city yet. But EAB, which was first spotted in the city last summer, has been slowly winding its way though the citys ash tree population.
On Friday, City Forester Matt Koepnick said he had just marked about 25-30 infested trees on the grounds of Regency Mall, and even a few others on both public and private property.
I just saw emerald ash borer five minutes ago, actually, at Memorial and Washington Avenue, where the bridge is, Koepnick said.
The ordinance approved by the City Council in mid-April allows the city to order a private property owner to remove a tree that is infected with EAB or oak wilt.
Prior to the passage of the EAB ordinance, the city could only require the removal of private trees infested with Dutch elm disease, a fungus that kills elm trees.
The EAB ordinance is needed, Koepnick has said, to help the city keep the disease-spreading insects at bay, and to better protect both public and private trees in the city from becoming future hosts and victims.
Although he has marked several trees already, he has yet to mark any on private residential properties.
When forestry crews spot a tree with EAB they will follow through to make sure the tree is actually infested with one of the insects. If it is infected, a notice will be sent to the property owner, giving them 30 days to have the tree removed. If the property owner does not remove the tree, the city can hire a contractor to the work, and bill the property owner.
Koepnick said there are options available to private property owners looking to protect their trees from possible EAB infestation, including products available at hardware stores and greenhouses, and treatments available from tree care professionals.
