Is it more humane to kill stray cats, or let them fend alone? - February 8, 2014 by Mr HomeBuilder

    Lisa Grace Lednicer

THE AGING JEEP pulls into an alley of rowhouses near Gonzaga College High School that is littered with dirt-streaked plastic water bottles, abandoned yogurt containers and used condoms. Its around about 8:30 on a chilly January morning. Time to release the cats.

Laurice Ghougasian pulls up the trapdoors on two cages, and the animals meow loudly, leap outside, and race in the opposite direction of the food Ghougasian has put down left for them. She sighs. I spend all my money and time relocating cats, she says. Hey, sweeties I want you to run that way.

She hops back into the car, drives three blocks, then slides into a parking space next to an iron fence. Before she even opens the door, seven cats black, black and white, gray surround her. Ghougasian reaches into a shopping bag, pulls out a can of Friskies and plops it onto paper plates. A helicopter thrums overhead and a construction hammer plinks in the distance. Ghougasian, a petite woman with earrings and a black coat flecked with cat hair, seems right at home. After theyre neutered, theyre sometimes skittish, she explains. Eventually, they let me touch them.

This is the face of free-roaming cat management in Washington: After decades of euthanizing cats that were feral or otherwise unadoptable, the Washington Humane Society has embarked on an ambitious plan to end cat euthanasia in its two shelters. The group recently began releasing back into the community cats that arent necessarily feral but just prefer living outdoors. It even held a fundraiser in December in which architects were invited to design cat houses for outdoor cats to take shelter in.

That philosophy appalls other animal welfare organizations that believe cats belong indoors. People for the Ethical Treatment of Animals, the animal rights group that opposes fishing and circuses, promotes veganism and generally believes that animals are not for humans to use, says euthanizing outdoor cats is more humane than releasing them back into the community, where theyre at risk of contracting illness, getting hit by cars and being attacked by larger animals.

They wont die comfortably in someones arms; they will die badly, says Ingrid Newkirk, PETAs president. Its no kindness; its because people feel uncomfortable with euthanasia. Thats understandable, but its no excuse.

The American Bird Conservancy, the Wildlife Society and several veterinarians who have studied outdoor cats make many of the same arguments although not every group advocates euthanasia. Free-roaming cats kill too many birds, they say. Trap, neuter and release programs havent proved effective at reducing cats numbers. Caregivers risk rabies and toxoplasmosis.

These cats are not wanted by society, says George Fenwick, president of the American Bird Conservancy. There are so many of them we cant even take care of them. The whole idea that we cant use population reduction and population management as a technique is antithetical to 100 years of wildlife management. Theres a misguided notion that euthanasia of cats is somehow immoral. Its not immoral its just a sad and necessary fact.

WHS responds that relying on volunteers to trap the cats, bring them to the groups monthly spay and neuter clinic, then release them vaccinated and unable to breed is a more effective and humane way to control the Districts free-roaming felines than killing them.

Disharmony on Prospect Street: A Dispute Between Neighbors Strikes a Sour Note - February 5, 2014 by Mr HomeBuilder

Adam Buchwald is a luthier. He makes mandolins and guitars for a living in his garage on Burlingtons South Prospect Street. For the most part, his neighbors say they have no problem with the craftsman living and working nearby. But one Barbara Headrick, who resides next door has invested untold hours and resources in an attempt to shut him down.

Buchwalds goal is to be able to make instruments in his own home. Instead, hes involved in a protracted legal dispute that began a year and a half ago in city hall and has now made its way into the courts. A request for the case file at Burlington City Hall yields a hefty stack of documents, including correspondence dating back to July 2012.

By now, anyone in Vermont hoping to erect a wind turbine, build a Walmart or open a methadone clinic knows to expect governmental hurdles and not-in-my-backyard opposition. But smaller disputes inspire no less passion and can take just as long to resolve.

Whats so frustrating is that one person can drag something like this on forever and ever, and it could actually get to the Vermont Supreme Court and by law they have to take the case and that just boggles my mind, Buchwald said.

Headrick counters that the noise from Buchwalds power tools shatters her solitude, and his shop threatens to pave the way for more disruption as home-based businesses invade residential neighborhoods.

Simply stated, a growing commercial woodworking business does not belong in a low-density residential neighborhood, she wrote in a statement to Seven Days. Headrick declined requests to be interviewed for this story in person or over the phone.

This imbroglio has ensnared city officials, lawyers and neighbors. Last month, it landed in the environmental division of Vermont Superior Court, where the city plans to defend its decision to let Buchwald work where he lives.

David White, Burlingtons director of planning and zoning, said that the case has certainly taken a lot of time and effort on the part of the city.

Burlington Development Review Board chair Austin Hart concurred, I think that it is fair to say that this particular home occupation application was particularly contentious. People do, however, get emotional about their homes.

Adam Buchwald looks the part of a banjo-playing dad back in Vermont after a stint playing music in Brooklyn: plaid shirt, dark-frame glasses, well-groomed beard.

City admits error but says homeowner must pay - February 3, 2014 by Mr HomeBuilder

ALBUQUERQUE (KRQE) Albuquerque homeowner Johnny Robinson claims the City of Albuquerque ruined his life, and he is not being shy about it.

Outside his Northeast Albuquerque home near San Pedro Drive and Topke Place, Robinson placed a large sign claiming so, but its not just the sign that catches the attention of passerbys. Its the two-story, 5,400 square foot unfinished mammoth of a house that neighbors gawk at.

The poor man, hes like living in a third world country, neighbor Manuel Gonzales said.

Robinson, a contractor, started renovating his house after the city planning department approved his building blueprints in October 2008. His plan was to add a second story and a third garage to the existing 1,600 square foot home he lives in with his teenage son.

I know what Im doing in terms of building it, but with all the paperwork and stuff, I relied on the city to make sure everything I was doing was right, Robinson said. I made sure, I was down there all the time, asking questions.

Robinson said a city official told him that he needed to request a variance with approval from neighbors if renovations came close to the property line the two homes share. Robinson said he received a signed and notarized document from his neighbor, granting permission to build near the property line. Documents Robinson provided KRQE News 13 show the city planning department granted another building permit in April 2011.

Construction was well underway, when in October 2011, after Robinson poured more than $200,000 into renovations, city officials told him he was breaking city code.

Right before I put the shingles on, they came and red-tagged me and told me to stop work, Robinson said.

City Attorney David Tourek said Robinsons house is too close to the property line. Tourek said city code states homeowners must be within 15 feet of the property line, but Robinson is within 3 feet. Tourek said even though the city initially approved the plans, it was done in error and it is Robinsons responsibility to make it right.

Building a sunroom can be hard work, expensive - January 31, 2014 by Mr HomeBuilder

Dear Jim: I want to add a solar sunroom for inexpensive extra living space and so it will help heat our house. I would like to build a kit myself or make one from scratch. What things should I consider? Mike F.

Dear Mike: A sunroom can provide wonderful living space for your family.

Although it is typically less expensive per square foot to have a sunroom built as compared to a typical room addition, it still is not inexpensive.

Many companies sell sunrooms which are often basically in kit form, but most want to also do the construction. This is not only to make more profit, but building one is typically not as simple as it looks. Most of these sunrooms use extruded-aluminum frame members.

I convinced a sunroom company, which always does the installation, to send the components to me since I am an experienced do-it-yourselfer. It took me three weeks of hard work to build it. They told me it typically takes two of their factory-trained workers only three days to build one.

In order to use the sunroom to capture enough solar heat to help warm your house, it should face south or southwest. It should be open to the house or have fans to move the solar-heated air into the house. Adequate mass, from bricks, stone, water barrels, etc., is needed to store the solar heat.

A sun room, which is designed and oriented properly to capture solar heat, will typically overheat in the summer. Since you plan to use it for additional living space, it will need summertime ventilation and movable shading. Even so, it will likely be uncomfortably warm on the hottest days.

Building a sunroom yourself from scratch is the best way to keep costs down and capture the most solar heat. Depending upon your orientation to the sun, trees, lot size, etc., you will have the design flexibility to build a non-rectangular sunroom to accomplish your goals of heat and space.

For most do-it-yourselfers, using 2x4 lumber framing is easiest and least expensive. Draw up a basic design you desire. Visit local window contractors and home centers stores to see what size windows they have.

Often, someone will have returned or did not end up buying their custom-size windows and you can buy them at a deep discount. Plan your final size on them.
