UNION Design work on a courthouse sprinkler system that will largely be financed through a state grant is now under way in Monroe County.
County commissioners unanimously approved signing a contract with The Thrasher Group during a Wednesday meeting. The $16,000 agreement calls for Thrasher to draw up the plans for the project, oversee the bidding process, provide site visits by architects and perform at least two inspections one to check the contractors work for substantial completion and then a final inspection when all work is done.
Thrasher representative Bob Hazelwood advised the commission the plans should be ready within a matter of days. Affiliated with Pentree Inc., a consulting engineering firm that is part of The Thrasher Group, Hazelwood has worked with the county on other projects.
The sprinkler system will serve all three floors of the circa 1881 courthouse in Union, according to County Clerk Donald Evans, who is responsible for the countys grant applications.
The bulk of the project will be paid for through a $100,000 Courthouse Facilities Improvement Authority grant from the state, with another $20,000 in matching funds coming from local coffers.
In other business:
- On behalf of the countys Solid Waste Authority, Bill Shiflet appealed to the commission to contribute $10,000 toward the construction of a new building to house the SWAs recycling operations.
He said the agency hopes to be able to expand the recycling program and include the school system in the effort to cut back on the amount of paper now being disposed in the landfill. He said that would help reduce the schools trash expenses, while also helping the environment.
- The commission received word that its 2014-15 budget has received conditional approval from the state.
At just over $2.8 million, next years budget is only around $50,000 more than the current years, Evans said, noting the new budget includes 2 percent across-the-board pay raises for county employees.

There are calls for a law change to make sprinkler systems compulsory at storage facilities. The Government agrees it is an issue that needs to be looked into.
But any changes will be too little too late for those who had their most valuable possessions destroyed by fire in Wellington yesterday.
Some of Tania Buck's dearest possessions, including books from her childhood, now lie in a burnt-out and sodden pile. She says seeing the remnants has made it hit home for her.
She thought her things would be safe in locked-up storage and says more should have been done to fire-proof the building, which does not have a sprinkler system.
"I think it should be law that they have sprinkler systems, especially in buildings like this," says Ms Buck.
It took fire crews roughly 24 hours to fully douse the fire that ripped through the Kiwi Self Storage facility in Kilbirnie yesterday.
Today fire investigators and police were at the scene. They still do not know what started the fire or whether it was suspicious, but say it is possible a sprinkler system may have helped contain it.
"What this issue raises and what I want to discuss with the fire service is the feasibility of now requiring all commercial buildings to have sprinklers," says Internal Affairs Minister Peter Dunne. "Certainly when a loss like this occurs you do wonder."
The Australasian Self Storage Association says it is happy for that conversation to take place but warns sprinklers are not necessarily a silver bullet.
"If you have water it can destroy a lot of people's possessions without actually containing the fire," says the Australasian Self Storage Board's Keith Edwards.

Customers of a Kilbirnie self-storage building destroyed by fire have been shocked to discover it had no sprinkler system.
Heirlooms, Oscars and thousands of a DJ's precious vinyl records have all gone up in smoke in a fire that burned throughout the day at Kiwi Self Storage in Rongotai Rd, near Wellington Airport. Fire Service assistant area commander Paul Smith confirmed the building had no sprinklers.
If it had had them, the fire would have been contained to where it started, he said.
But there was no legal requirement for the building to have sprinklers.
Lord of the Rings cinematographer Alex Funke had two Oscars, as well as "some Baftas", in a unit at the heart of the blaze, which began about 12.45am.
He was not notified until 8.40am, and rushed down to the scene. "It's very upsetting," he said. "You put stuff in storage . . . you think it's safe."
Funke was not aware the building had no sprinklers when he put his items in storage.
He also understood the Academy of Motion Pictures, Arts and Sciences could probably replace the Oscar statuettes - but many customers have lost precious personal items that can never be replaced.
Radio Active DJ Brenden Robertson has lost about $60,000 worth of vinyl records and musical instruments; the Shanahan family has lost priceless photographs of Wellington's history taken by New Zealand Symphony Orchestra trombonist Thomas Shanahan; and many others have lost family treasures.

Having bagged the Bureau of Indian Standards (BIS) certification for its CPVC BlazeMaster Fire Sprinkler Pipes, a first in the industry, Ahmedabad-based Astral Poly Technik Limited is set to invest around Rs 25-30 crore on the system.
Now that we have received the BIS certification, we can begin commercial operations for the CPVC fire sprinkler pipes. While the pipes would be manufactured on the existing CPVC manufacturing machines, we need to upgrade the system as well as we are increasing our capacity. Hence, we will be investing around Rs 25-30 crore for BlazeMaster, said Sandeep Engineer, Managing Director of Astral Poly Technik Limited.
So far the Indian pipes market is predominantly controlled by metallic pipes for fire sprinkler system. However, post BIS certification, Astral will be the first mover in the country for Chlorinated polyvinyl chloride (CPVC) polymer fire sprinkler solutions. According to Astral, the CPVC fire sprinkler system will be absolutely free from all shortcomings that metallic pipes face such as corrosion, scaling and rusting.
BlazeMaster CPVC pipe and fittings are specifically designed for fire sprinkler systems having various advantages such as faster and easier installation process, light weight material for ease of transportation and maneuverability on the job site, superior water delivery, resistant to scale and corrosion to pipe, and low flame and smoke characteristics.
The company has four manufacturing locations for pipes and fittings including Santej, Dholka, Baddi and Hosur. At the year end 2013, Santej plant had a capacity of 48,341 MT to manufacture plumbing systems, whereas the Baddi plants manufacturing capacity for CPVC fittings and valves is around 4,914 M.T. The Dholka plant, on the other hand, has a capacity of 23,957 MT.
Moreover, to cater the southern market of the country, the company is putting up its fourth plant at Hosur with an initial capacity of 7,000 M.T. which will be increased over a period of time. In all, today company has total production capacity of 95,000 MT (roughly) and within a span of next 2 years they plan to achieve a total capacity of over 130,000 MT.
The fiscal year 2012-13 saw Astral Poly Technik Ltd achieve a turnover of Rs 821 crore at a growth of CAGR 42.78 per cent. Similarly, FY 13 has seen the company achieve a net profit of Rs 59.5 crore, registering a growth of CAGR 36.69 per cent since 2007.

Astral Poly Technik Ltd is planning to venture into bendable multilayered chlorinated polyvinyl chloride (CPVC) piping system for gas distribution industry or city gas distribution (CGD) sector in India.
The BSE-listed Astral is in the process to obtain certificate from the Bureau of Indian Standards (BIS) for its FlowGuard Bendable Multilayer pipes, which would be used in the gas distribution.
We are in the process to get the BIS certificate for the Bendable multilayered pipe. The technology for installation and maintenance is different from the present metal pipes used in the gas distribution. It may take around 3-4 years to be able to pass through the stringent norms of BIS, said Sandeep Engineer, Managing Director, Astral Poly Technik.
The company has manufactured FlowGuard Bendable Multilayer pipe for global buyers for hot and cold water distribution system.
Astral has already received the BIS certification for its CPVC BlazeMaster Fire Sprinkler system. The company will invest around Rs 25-30 crore on the system.
"We are the first company to provide BIS certified CPVC fire sprinkler systems. The pipes will be manufactured at the companys existing CPVC manufacturing facilities, we would still require to increasing our capacity, Engineer said.
The Indian pipes market is predominantly controlled by metallic pipes for fire sprinkler system. The CPVC fire sprinkler system would overcome the challenges of corrosion, scaling and rusting in metal pipes.
Company will market its fire sprinkler systems under the brand name of BlazeMaster CPVC pipe and fittings.
For the fiscal 2013, the company has registered a total turnover of Rs 821 crore with a net profit of Rs 59.5 crore.

MIDLAND Firefighters spent several hours Tuesday afternoon extinguishing a fire at ADM Milling Co. on Midlands waterfront.
The flour mill was safely evacuated prior to the fire departments arrival just after lunchtime, said Chief Kevin Foster.
The sprinkler system had activated, which helped to contain the fire, he said, adding the scene was cleared by 6 p.m.
The fire in the facilitys dust-collection system also spread to the roof area. Foster said the investigation has yet to determine a cause.
Because flour dust can be highly explosive under the right conditions, Foster said the potential danger was something that crews took into account.
Its always a consideration and something we have to be concerned about, he said. The sprinkler system in there will assist with that; not only will it start to control the fire itself, but, obviously, once things start to become wet, the dust itself is controlled.
About 24 Midland firefighters and five trucks, plus six personnel from Penetanguishene, attended the scene.
Foster tipped his hat to ADM officials for quickly getting everyone out of the building.
Evacuation planning is just as important at your place of work as it is at your home, he said.
