A fire that erupted early this morning at the Hardware Bar in Wilkes-Barre was the result of varnish rags that caught fire amid a reconstruction project, fire officials said.

The fire alarm system at the South Main Street nightclub triggered the sprinkler system and dispatched the Wilkes-Barre Fire Department.

Most of the fire had already been extinguished by the time fire crews responded around 4 a.m., said city Fire Chief Jay Delaney.

"Very fortunately, they have a good fire alarm system and a sprinkler system in place that prevented a lot of damage," Delaney said.

The fire began and was contained to the Mardi Gras themed section of the nightclub, one of three separate themed bars in the facility on South Main Street. The other two bars are Hardware Bar and Buck Wild's Rode House.

The Mardi Gras section has been closed for about two months as the owner plans to change the theme to Susquehanna Ale House, a bar featuring beers from up to 15 craft brewers, said owner Ron Kamionka.

"It's never a good scenario. But it's the best of a bad scenario. It wasn't an operating room," Kamionka said.

Kamionka said there are fire walls in between each of the three bars and the other two will remain open for business. Kamionka estimated the fire would cost $20,000 in damage and cleanup.

Susquehanna Ale House was slated to open Thanksgiving Eve and that remains the target open date, he said.

"I don't think this is going to be a setback," Kamionka said.

Lift irrigation scheme with sprinkler system to be inaugurated tomorrow

Nearly 25,000 acres of dryland in Shiggaon, Savanur and Hanagal taluks of Haveri district are all set to be irrigated by sprinkler irrigation system with the commissioning of the Shiggaon Lift Irrigation Scheme on Friday.

The government will be responsible for the maintenance of the sprinkler systems installed on farmland for two years.

Under the Shiggaon Lift Irrigation Scheme with Sprinkler Irrigation System, 1.5 tmcft of water will be diverted from a diversion weir constructed across the Varada, near Halasur village, in Savanur taluk (where the Varada joins the Dharma) and lifted to irrigate 9,900 ha (24,463 acres) of land at higher altitudes.

Under the project, 1.36 tmcft of water will be utilised for irrigation and 0.14 tmcft for pumping water to five minor irrigation tanks. The total cost of the project is Rs. 238 crore and the administrative approval for the project was given in January 2009.

When the project is fully commissioned, it is expected to irrigate 4,945 ha of land in Shiggaon taluk, 2,575 ha in Savanur taluk and 2,380 ha in Hanagal taluk, covering 30 villages in all. Also, five minor irrigation tanks in the surrounding areas will be filled.

Nearly 90 per cent of the work has been completed so far. The remaining work pertains to installing overhead sprinklers on over 2,000 acres of land in Hanagal taluk. The work has been delayed as sugarcane crop on these farmlands is yet to be harvested.

The project will be formally inaugurated by Chief Minister Jagadish Shettar and the former Chief Minister B.S. Yeddyurappa on Friday at Bankapur.

Water Resources Minister Basavaraj Bommai told The Hindu over phone from Bankapur, While individual farmers have had sprinkler irrigation system since several decades, such controlled sprinkler irrigation on a large scale, aided by a lift irrigation scheme, is being done for the first time. About 2.6 tmcft of water is required to irrigate 25,000 acres under a conventional scheme. By sprinkler irrigation system, only 0.9 tmcft of water will be required to irrigate 25,000 acres.

As it was controlled irrigation, a specific crop pattern could also be maintained and that would give scope for development of agro industries in the neighbourhood, he said, and added that this scheme was modelled on an Israeli sprinkler irrigation system.

The Canadian Automatic Sprinkler Association says it believes sprinklers should be installed in the new White Point lodge, which opened this week after fire destroyed the facility's main building a year ago.

According to provincial guidelines, requirements for a sprinkler system depend on the size, use, construction and occupancy of a building.

Robert Risley, the owner of the White Point Beach Resort, said the size of the new White Point lodge is just shy of 25,000 square feet and a sprinkler system is not mandatory.

He told CBC News the lodge meets all requirements with an "excellent" fire safety system, including steel and fireproof construction as well as a fire alarm system. Risley estimates a sprinkler system would have cost an additional $300,000.

But Matt Osburn, with the Canadian Automatic Sprinkler Association, told CBC News his group believes sprinklers should be mandatory in all new residential buildings, including lodges and hotels.

"Statistics bear out and have shown the benefit of residential sprinklers. For example, the city of Vancouver had passed a residential sprinkler bylaw early in the 1990s and since that time they have not had a fire fatality in a fully sprinklered building," he said.

"The benefits of sprinklers are out there. It's just a means of educating the consumer and the general public about the benefits of them."

The 83-year-old White Point lodge was destroyed on Nov. 12, 2011 after a fire ripped through the main building of the historic tourist attraction. It was considered a terrible blow to the local community and region, throwing more than 100 employees out of work.

The resort was insured.
