PORTLAND City commissioners have passed a new requirement for some Portland nightclubs to install sprinkler systems, but one club owner said the price tag could shut down his business.
City council passed the new ordinance, which requires at least 14 nightclubs to add fire sprinklers, in order to avoid a tragedy like the 2003 Rhode Island nightclub fire that killed 100 people. Investigators said a sprinkler system would have saved everyone inside.
Background: More Portland nightclubs to have sprinklers
Phil Ragaway said he has spent more than two decades running clubs, restaurants and bars in Portland. Now one of his clubs will likely have to install a sprinkler system.
While he didn't dispute that the system could save lives, he said the cost could be devastating for some nightclubs.
Its a whimsical, off-the-hip rule that they made and the bar is so high it's unobtainable, Ragaway said.
The city estimates the cost of a system for a 5,000 square foot building would be $20,000, but that doesn't include connection to the city water supply. Ragaway said that will cost much more.

Bar owner: Sprinkler systems could shut clubs
If you have a sprinkler system or plan to have one installed, you should have a rain sensor attached to it, said Andy Veatch of Lawn Sprinkler Services.
Its something that people are already learning, he said.
Were seeing a lot more interest in improving the efficiency of irrigation systems to use less water, Veatch said.
A rain sensor will shut off a sprinkler system if its raining. The cost of a sensor is less than $175, he said; new ones are wireless so the labor of running a wire is not required.
Theres been a dramatic improvement in rain sensors, Veatch said; some will shut off during a rain and wait to see how much moisture falls before deciding whether to start back up again or stay shut off.
Veatch also recommends audits of sprinkler systems.
There can be some dramatic improvements by checking them out, he said. A company will put out catch cans to see how much water from each irrigation station is actually reaching the grass or plants and how much is evaporating into the air or being sprayed on sidewalks, streets or walls. He said one audit showed that the system being tested was only 8 percent efficient. Thats horrible whereas the average is in the 45 to 50 percent range. You cant achieve 100 percent, but you can get into the 70s pretty well. If you go from 8 to 10 percent efficiency to 75 percent, thats going to save you a lot of water.
The cost of an audit is about $350, and most yards take $400 to $700 in improvements, Veatch said.
The rain sensor is the least expensive and is going to give you the biggest bang for your water-conservation buck.
Having your system looked at professionally every year once or twice will probably help you save money, he said.

For most homeowners, the threat of a house fire occurring is a very serious concern, yet few homeowners take the proper precautions to protect themselves and their families from a fire. While a smoke alarm does help prevent the risk of a fire, when combined with a sprinkler system, a homes residents chances of survival are increased by 82 percent if a fire does occur. This is an important consideration homeowners should keep in mind when installing a security system.
Many home security systems can be equipped to trigger sprinkler systems in the event of a fire, according to the security and safety professionals at SecuritySystemReviews.com. Security System Reviews is an information and review site, featuring reviews of the top home security systems in the country, including Protect America reviews and ADT reviews. The site created a list of guidelines for homeowners contemplating the installation of fire sprinklers.
1.Understand the difference between smoke alarms and sprinklers. A smoke alarm is simply designed to alert homeowners of a potential fire; it isnt designed to provide any protection or put a stop to the fire. A sprinkler is the best way to not only extinguish a fire, but also protect a home, its contents and its residents against further damage.
2.Sprinklers, unlike smoke alarms, are activated by the presence of heat, not smoke, so homeowners dont have to worry about everyday smoke from candles or cooking, setting off sprinklers.
3.Residential fire sprinklers are relatively easy to maintain, but homeowners should ensure that they arent obscured by anything that could block the water from spraying, such as paint. Additionally, its important to ensure that the main control valve is never turned off, or the sprinklers will be rendered useless. Sprinkler systems also require winterizing during cold weather months to prevent the pipes from freezing.
4.Consider installing fire sprinklers to reduce the amount paid for homeowners insurance policy premiums. For homeowners that do install sprinklers, its important to alert their insurance company, so that they can adjust the premium amount accordingly.
5.When planning for a sprinkler system, consider which rooms will likely be at the highest risk for a fire, such as the kitchen, or rooms with a fireplace. This will help save money, as opposed to installing sprinklers in every room of a home.
6.Work with a professional to not only determine the best location for sprinklers, but also to ensure that all local codes and regulations are met or exceeded with the installation of the system.

Room without sprinkler, left, and room with sprinkler, right.
FORT WAYNE, Ind. (21Alive) - Various fire agencies put on sprinkler demonstration Wednesday as part of a fire safety conference to show how significant having a sprinkler system in a home can be.
The Fort Wayne Fire Department, Indiana Safety Educators, the Home Fire Sprinkler Coalition and Current Mechanical all set up two different rooms--one with a sprinkler system and one without.
Then both rooms were set a blaze to show how sprinkler systems can be a matter of life and death.
"The non-sprinkle room went in to a flash over stage within a minute in a half, which is well over a stage that will kill somebody that is in that house," Capt. Dave Meadows of the Fort Wayne Fire Department says. "The sprinkle room was extinguished within the first 20 seconds. Home residential sprinklers are phenomenal they will save your life."
The fire safety conference is a two-day event being held at the Ivy Tech South Campus: Public Safety Academy.
