STEP to expand small businesses -

HAYDEN - A small, family-owned Hayden manufacturer - Bullet Tools - had two major guests Friday afternoon.
They were the top Democrat and top Republican from the U.S. Senate's Small Business and Entrepreneurship Committee: Maria Cantwell of Washington and Jim Risch of Idaho.
The senators toured Bullet, a maker of innovative "green" construction industry tools. Cantwell and Risch saw first-hand how the business has benefited from federal grants.
Bullet, at 3390 W. Hayden Ave., has received funding from the U.S. Small Business Administration's State Trade and Export Promotion (STEP) program.
STEP funds helped Bullet expand into international markets, which now make up half of its business, said Ben Toews, president of Bullet.
"The (committee's) programs have contributed to both our growth and the improved lives and livelihoods of contractors globally by enabling us to provide construction industry tools that require no electricity, produce no dust and improve installation time and efficiency," Toews said.
Following the tour, the senators announced plans to introduce bipartisan legislation this year to extend the STEP program.
In 2010, it was enacted as part of the Small Business Jobs Act. The three-year pilot program was designed to help small businesses by awarding grants to states to help small businesses begin or expand exports of their products. The pilot expired in 2013.
The senators' plan would transition STEP from a pilot program to a full program, and Cantwell and Risch will make improvements to the program based on lessons learned from participating companies.
"Here in the Pacific Northwest, we know that exports are crucial to our economy," Cantwell said. "The STEP program is a critical tool for small companies to increase exports in a growing global marketplace. That's where job growth and job creation is going to take place."

Police charged Donnell Jr., 24, of Willingboro, for unlawful possession of a handgun on April 17.
According to police, an officer saw a car matching a vehicle description in several anonymous tips of suspected drug trafficking. A random run of the cars registration revealed its registration was also expired, police said.
The gun, which was unlicensed and unregistered, was discovered during an ensuing motor vehicle stop, police said.
Police said the case pending.
According to police, police responded to reports of a man looking into cars on Railroad Avenue. Patrol later saw Mr. Vajdics looking into a car known not to belong to him.
Police said the accused later admitted to looking for loose change in the cars. While being searched, according to police, he was found to be in possession of drug paraphernalia, resulting in an additional charged.
Police said the case is pending.
Police charged Samantha Blum, 23, of Jobstown, for driving while intoxicated on March 27.
According to police, officers were dispatched to the area of Prince Street for reports of a hit and run to several parked cars. The suspected vehicle, driven by Ms. Blum, was located shortly thereafter on W. Burlington Street.

HAW RIVER - State transportation crews are working on a two-mile stretch of a rail right-of-way in Haw River and Graham for installation of a passing track. The project is among improvements to the railroad corridor aimed at reducing congestion and travel time between Raleigh and Charlotte, and involves a lot more than simply laying the new track.
Crews have cleared 10 acres of trees and debris since work got underway in December. When the clearing is completed, workers will have moved about 200,000 cubic yards of dirt to prepare the ground for the new passing siding track.
"That's about 20,000 dump truck loads of dirt that has to be moved on this project to build it," said Chris Kirkman, NCDOT resident construction engineer.
It's just one of several steps in the project.
"We're putting in some drainage pipe and we have a lot of pipe we have to bore-inject under the railroad," said Kirkman. They'll grade the track bed and use explosives to deal with the large amount of rock in the area.
"There is a lot of rock that was already known in our information that will have to be drilled and blast," Kirkman said.
Erosion control figures in the project, too.
"We're putting in devices to control when it rains, Kirkman said. We have rainfall vents to control any type of movement and sediment, and we also have devices that are called skimmers that are put in basins to release the water at a certain rate, a flow rate."
NCDOT said the new passing siding track will allow trains to pass one another, eliminating the current bottleneck along a 22-mile stretch between McLeansville and Mebane. Kirkman said Reconstructing curves on the existing track also would improve track speeds.
"The main line we'll have a different horizontal alignment and it won't be as curvy as the existing alignment," he said

(BPT) - More homeowners are keeping Mother Nature in mind when undertaking a renovation, addition or new construction. Theyre seeking building practices and materials that are energy-efficient and environmentally friendly. If youre among these groups, you may choose to avoid construction materials youve come to think of as not green.
The truth, however, is that some maligned materials are actually more environmentally safe than alternatives that may seem more natural. Here are three popular materials that are greener than you may think:
Plastic pipe
You would probably have a hard time thinking of a material more universally reviled as bad for the environment than plastic. While its true that plastic doesnt break down in landfills, certain types of plastics, when used correctly and in the right applications, are eco-friendly thanks to their sheer durability. Theyll last longer, which requires less consumption of other materials and resources to manufacture replacements, and theyll reduce the waste stream.
PEX (cross-linked polyethylene) pipe is a good example. Used in hot- and cold-water plumbing, residential fire sprinkler systems and radiant floor-heating systems, PEX is actually a better option than copper, another material commonly used for the same applications.
The processes used for mining and refining copper, and turning it into pipe, consume a great deal of natural resources, says Dale Stroud, senior director of offerings/marketing for Uponor North America, which uses PEX in its plumbing, heating and residential fire sprinkler systems. Like all metal, it will eventually corrode and wear out. Replacing it can be costly and labor-intensive, and discarded piping is not always recyclable.
PEX, however, is created through less energy-intensive means, and its durability ensures that it will virtually never wear out. Its use in new construction or renovation pretty much ensures the homeowner will never have to replace the product, meaning fewer resources consumed for repair, removal, reinstallation and disposal of discarded piping.
PEX piping delivers clean, healthy water for household uses, including drinking, cooking and bathing, and can even help conserve water and energy compared to leaky, less-efficient metal pipes. When used in radiant floor heating and cooling systems, PEX is energy-efficient, and improves the overall temperature comfort of a home or a commercial building.
While PEX is made from crude oil and natural gas, if you consider alternative uses of those resources, you might conclude that a durable use (such as pipe) is better for the environment than single-use applications like gasoline or diesel fuel for vehicle engines that contribute to greenhouse gases, Stroud says. Dewey Beach Interior and exterior repairs and enhancements are underway for the Dewey Beach Life Saving Station.
It's occurring as we speak, said Marc Appelbaum, town manager, from his desk April 16.
The town has been somewhat derelict in keeping up with the building's maintenance, Appelbaum said, but keeping up with repairs is essential because small problems become larger, more expensive problems if they aren't addressed in a timely manner. The work is budgeted at $70,000.
We have the money. The time to do something is now, he said. We can afford it.
The list of interior improvements includes new paint, 10 executive chairs, 50 assembly chairs, the installation of a kitchenette and new flooring.
Exterior improvements call for the replacement of windows and rotted trim, a new deck and ramp, new storm shutters, and the fixing of leaks in the roof.
Appelbaum said the estimated cost for the improvements came in close to $58,000, which means the budgeted amount should be enough to account for any unanticipated changes.
The money for the improvements is coming from $208,000 of surplus revenue the town saw in fiscal year 2013. That money was divided equally three ways between these improvements, technology upgrades and town's rainy day fund.
Dewey Beach Patrol Capt. Todd Fritchman said he applauds the town manager for pushing forward with improvements. He said for a number of years he has been recommending these improvements when handing in his final statistics at the end of the season.

President John Hennessy delivering his annual address to the Academic Council on Thursday
Faculty, staff and students will likely begin to see solar panels appearing on about a dozen building roofs throughout campus as the university continues its efforts to embrace sustainability in campus operations.
Those installations are yet another step reflecting the emphasis Stanford has placed over the past several decades on enhancing both academic and operational programs in sustainability from developing new centers for research and teaching to designing more efficient campus energy and water systems.
As a result of that progress, President John Hennessy focused campus attention on wide-ranging issues of sustainability through his annual address to the Academic Council on Thursday.
While university researchers are looking to address such worldwide sustainability challenges as recovering clean water from wastewater, Stanford staff has been developing guidelines that result, for instance, in more efficient and sustainable buildings. Hennessy said students have been contributing as well, pursuing sustainability through such projects as building the Start.Home prototype for the Solar Decathlon competition. In addition, the university is communicating its values through the recent establishment of the Bright Award to recognize achievement in global conservation.
Although the university's overall initiatives are important, Hennessy reminded those in the audience, "For this university to operate in the most sustainable way possible depends on the action of all of us as individuals. We want to be a model."
Hennessy invited Pamela Matson, dean of the School of Earth Sciences, to join him in a discussion of academic progress in sustainability programs. Also addressing campus operational sustainability were Shirley Everett, senior associate vice provost of Residential and Dining Enterprises; Joseph Stagner, executive director of sustainability and energy management; and Fahmida Ahmed, associate director of sustainability and energy management.
Matson defined sustainability as "meeting the needs for people today and the future for food, water, energy, education, health care and so on in ways that protect and sustain the life support systems of the planet."
She added, "It's about meeting our needs, as well as those of our children and grandchildren. It's about intergenerational well-being."
