Turlock Unified School Districts vision of transforming a former car dealership into its new and innovative Child Nutrition Education Center is one step closer to fruition following the Board of Trustees decision to award the projects bid to Royce Construction during their Tuesday meeting.
The bid for the Child Nutrition Education Center to Royce Construction was in the amount of $2,745,302, plus an owner directed contingency of 5 percent, or $129,302.
The approved project encompasses a base bid of $2,362,940, as well as added alternates, including asphalt paving in the parking lot for $25,104, an emergency backup generator for $134,160 and freezer slab and footings for $223,098. These three alternates were previously omitted from the overall project in January when school officials had to scale back the proposal to better fit the TUSD budget, however, the Board was given the option to add them back at a later date for an additional cost.
Last year, the Board approved an agreement with FF&J Architects to provide architectural services to convert a former Subaru dealership located at 1901 Auto Mall Drive into the Child Nutrition Education Center after the District made the decision in 2015 to move the Central Kitchen Facility off of the Dutcher Middle School campus. On Oct. 4, TUSD administration received authorization to solicit bids; however, all bids were rejected during the Dec. 6 Board meeting.
With the information we received, we thought we would go out and do this a little differently, said Child Nutrition Director Scott Soiseth. Ive learned a lot through this process.
A more cost-efficient proposal for the Child Nutrition Education Center that was more in line with Turlock Unified School Districts budget was presented to the Board of Trustees in January, one month after the original project was found to cost a considerable amount more than what was originally anticipated.
During the January meeting, Gary Mallory from FF&J Architects presented Trustees with a revised proposal for the Child Nutrition Education Center that he said would not compromise the Child Nutrition program.
Weve scaled back the project to the base core facility that Child Nutrition Services needs to operate out there, said Mallory in January. By making some changes to the interior finishes and the production area and kitchen, we were able to bring the project back down into a dollar range that the Board was expecting to see initially.
Among the items that were omitted from the main project was a freezer, trash compactor, asphalt paving, loading dock, conference room, grease interceptor and backup generator. Mallory said that while these items, or alternates, are listed apart from the main building proposal, the Board can decide to add them back on at a later date at an additional cost to the base bid.
On Tuesday, Board Chair Barney Gordon once again brought up his concerns regarding the scaled back proposals omission of a backup generator that he originally voiced during the January meeting.
Ive seen instances where a transformer at a site goes out and the site is down for a week, said Gordon. One of my biggest concerns isn't as much of replacing the content, we can write a check and do that it will be painful, but we can do that but being able to serve the meals. If you have students expecting lunch, now we cant feed them lunch because we had a transformer go out, thats an issue.
Trustee Frank Lima echoed Gordons concern, who said that the generator would be an extremely worthy investment to TUSD if Turlock Irrigation District did lose power.
I suspect that at any given time were feeding 14,000 kids on this campus, said Lima. I dont know enough about your department or how much were storing, but I imagine its significant. I would think that it would be prudent and smart. That backup could potentially pay for itself on one or two uses. It seems to me to be a no-brainer.
Also on Tuesday, trustees voted to award the bid for the Roofing Replacement Project to Kings Roofing in the amount of $1,293,780 and an owner directed contingency of 5 percent, or $64,689.
The sites that will undergo roofing replacement work are Turlock High School office and connected covered walkways, Julien Elementary School cafeteria, and Wakefield Elementary School office, library and kitchen. The project also includes three added alternates for Osbon Elementary Schools office and two classroom wings. School site roofs are evaluated annually, and are repaired in priority order, as needed.
Our bids were very good, much better than we had originally anticipated, said Director of Maintenance and Operations Scott Richardson.
According to TUSD, construction for the Roofing Replacement Project will begin on May 30, with substantial completion slated for Aug. 4.

Positive vibes, robust attendance and a bustling, sold-out trade show floor added up to a record-breaking year for the International Roofing Expo, held March 1-3 at the Mandalay Bay Convention Center in Las Vegas.
Owned and operated by Informa Exhibitions, the annual tradeshow and conference for the roofing industry drew 11,273 commercial and residential roofing construction professionals and 476 exhibitors spanning a 131,700 square foot showfloor.
This was an amazing show to find leading-edge products, high-level education and numerous networking opportunities, said Tracy Garcia, IRE show director.
She continued, The show floor square footage was up 9 percent over last year, exhibiting companies were up 3 percent and total attendance was up 19 percent, making this our largest, most attended show in the 62-year history.
First-time registrants comprised 43 percent of IREs U.S. attendees, with the largest number of international participants hailing from Canada, Mexico, Japan, Belgium, South Korea and Australia.
Exhibitors were not only pleased with the amount of quality of leads and inquiries they generated during the show, but also with the high attendance and buoyant energy that pervaded the expo, according to show officials,
Of the 476 exhibiting companies present at the show, 88 were first-timers.
The show flow at the IRE was filled with tremendous energy this year, said Reid Ribble, CEO of National Roofing Contractors Association, the shows official sponsor that boasted a 2,000-sq. ft. booth at the event and hosted its NRCA Annual Convention in conjunction with IRE.
He added, NRCA was able to engage with an unbelievable amount of roofing professionals, and all were extremely positive not only about the success of this years show but (also) about the overall future of the roofing industry.
In addition to the busy expo, IREs well-attended educational conference featured 44 sessions geared to help industry professionals stay on top of market directions, trends and cutting-edge technology.
Education also was available on the showfloor through The Roofing Institute, the GAF Education Center and Exhibitor-Presented Seminars.
Special events included a keynote address by Retired U.S. Air Force Lt. Col. Rob Waldo Waldman; an opening night Welcome Party at LIGHT Nightclub; the National Women in Roofing Reception, and outdoor experiences including the SRS Extreme Tailgate, a Trailer Crane Demo by Lifting Equipment Solutions and a booth by Roser.
In an effort to give back to the Las Vegas community, the show held a pre-show Community Service Day on Feb. 28, during which 45 attendees and exhibitors volunteered to renovate the homes of two families in need.
The IRE was by far the most attended and exciting, good-vibe show I have ever attended, said Attendee Michelle Draucker, sales administrator for Las Vegas-based Commercial Roofers, Inc.
She added, The sessions were educational, surprising and entertaining. The expo floor was filled with great energy. This was the best IRE show to date.
The 2018 International Roofing Expo will be held Feb. 6-8 at the Ernest N. Morial Convention Center in New Orleans.

3/17/2017 The roofing industry was booming with energy and excitement as a record number of attendees filled the sold-out show floor at the 2017 International Roofing Expo [IRE].
Taking place from March 1-3, 2017, in Las Vegas, Nevada, the annual tradeshow and conference drew a total attendance of 11,273 roofing construction professionals.
"This was an amazing show to find leading-edge products, high-level education and numerous networking opportunities, said Tracy Garcia, CEM, IRE Show Director. The show floor square footage was up 9% over last year, exhibiting companies were up 3%, and total attendance was up 19%, making this our largest, most attended show in the 62-year history.
In attendance were representatives from 8 of the industrys top 10 roofing and construction companies, CentiMark, Tecta America, Baker Roofing Co., Nations Roof, Kalkreuth Roofing and Sheet Metal, Best Contracting Services, Empire Roofing, and Titan Roofing. First time registrants made up 43% of all attendees.
Attendees came from all 50 states, with the heavy representation from Texas, California, Colorado, Illinois, Ohio, Georgia, Florida Pennsylvania and Indiana. The largest number of international attendees came from Canada, Mexico, Japan, Belgium, South Korea and Australia.
The IRE was by far the most attended and exciting, good vibe show I have ever attended, said Michelle Draucker of Commercial Roofers Inc. The sessions were educational, surprising and entertaining. The expo floor was filled with great energy. This was the best IRE show to date.
This is my second trip to the IRE and it gets better each time, said Torben Begines of Cobra BEC Inc. The opportunity to network and see new products first hand and be able to ask questions regarding them is invaluable.
Exhibit Hall Exhibitors were pleased with the number of leads and inquiries generated during the show. "The IRE 2017 was incredible!" said Jonathan L. Rider, CSI, of D.I. Roof Seamers. "I have not witnessed quality leads and such high attendance at show since before 2008."
"This year's show surpassed our expectations. The number of attendees was high, as was the level of excitement and positivity about the year ahead," said Rob Heselbarth of Petersen Aluminum. "We enjoyed strengthening relationships with our existing customers, and talking with potential customers about doing business moving forward."
Of the 476 exhibiting companies, 88 companies were first-time exhibitors, including Freudenberg Performance Materials, F-Wave, HAL Industries, MIFAB RoofGuard, Rhino Linings Corp., RoofSnap and Roser - Stone Coated Steel, just to name a few.
"We are a new company and this was our first time to participate in IRE," said Ivona Mollberg of Green Link, Inc. "We were pleasantly surprised by the traffic at our booth and came away with more leads than we anticipated."
"The International Roofing Expo was an excellent event!" said Holly Anderson of Woods Powr-Grip. "The attendance surpassed expectations and gave us the opportunity to present our products to a broad but relevant audience."
"The show was a phenomenal success for us," said Daron Akins of OmniMax Roofing, Inc. "With hundreds visiting our booth, we could not have asked for better!"
The International Roofing Expo continues to expand our business on an international level. Great investment exhibiting at this expo, and relationship building opportunities are endless," said Eric Velliquette of Lakeside Construction Fasteners. Attending the IRE is extremely motivating even for a small contractor in Canada, said Kevin McArthur of McKay Sheet Metal & Roofing. What I learn covers the cost of my trip every year!
On the show floor, attendees found new products and ideas at the Business & Technology Pavilion with 40 booths, the Metal Marketplace that featured 49 booths, the Product Showcase with 24 products, and the Exhibitor Product Clinics from Equipter, OMG and Soprema.
Education was available on the show floor through The Roofing Institute, the GAF Education Center and Exhibitor-Presented Seminars.
Attendees had the opportunity to find new products and meet new exhibitors by participating in the Booth Scavenger Hunt. Jorge Abreu of JNT Developers was the winner of $1,500 after his name was drawn from a pool of attendees who visited each of the five sponsors.

Duro-Last, Inc. has announced the winners of its annual category-specific Duro-Last Project Awards. The Saginaw, MI-based manufacturer of custom-fabricated, thermoplastic single-ply roofing systems announced the news earlier this year at the companys national sales seminar in Orlando, FL. These Project Awards were created to honor Duro-Last contractors who complete outstanding commercial roofing projects in various categories. We know our contractors work hard all year and want to recognize them for outstanding workmanship, best practices, and innovation while using Duro-Last products, said Steve Ruth, vice president of sales and marketing.
Project of the Year: JBK, Inc. of Corbin, KY Project: Lynn Camp Elementary SchoolRoof leaks had started to interfere with the daily activities of Lynn Camp Elementary School in Corbin, KY administrators knew it was time for a new roof. To maintain the buildings current design and blue color, JBK, Inc. presented a metal retrofit option using the Duro-Fleece membrane with the Duro-Last Vinyl Rib system more than 52,000 linear feet. By utilizing this system the project was completed in 90 days, several months sooner than a new metal roof would have taken.
Custom-Fabrication: Roof Management Co., Inc. of Farmington Hills, MI Project: Cambridge Plaza After repairing the roof and working with property manager Ross Financial for years, Roof Management was hired to install a custom-fabricated 50 mil Duro-Last membrane on the 103,000 square foot Cambridge Plaza project in Hazel Park, MI. They were able to complete the entire project with no disruption to any of the building tenants.
Edge-to-Edge & Deck-to-Sky: Baker Roofing Co, Inc. of Stockton, CA Project: E & J Gallo Winery Since 1933, the E & J Gallo Winery has been producing high-quality wine in Northern California. When Baker Roofing Company was selected to install a new roof on one of the buildings on the vineyards grounds, they were honored to work with a company with so much history. This distinctive building required several Duro-Last and EXCEPTIONAL Metals products, including edge metal that needed to match the metal on the windows. With the help of the EXCEPTIONAL Metals team, which worked directly with the glass company to make sure the colors matched, the end result was striking.
Metal Roofing: Moser Roofing Solutions LLC of Lancaster, PA Project: OST Trucking Inc. For a busy trucking warehouse like OST Trucking in Baltimore, MD, shutting down operations to install a new roof is not an option. When Moser Roofing Solutions proposed installing the EXCEPTIONAL Metals EM Retro-R, a metal roofing panel designed to go directly over an existing metal roof, the answer was clear. At more than 68,000 square feet, the large project required a combination of the EM Retro-R panel in white and white 50 mil Duro-Last membrane. This solution allowed for OSTs operations to continue running smoothly during construction and avoided the costs of a tear-off.
Sustainability: Roof Right, Inc. of Hampstead, MD Project: Ceresville New Holland When agricultural machinery dealer Ceresville New Holland of Frederick, MD approached Roof Right, Inc. with a roofing job that included more than 900 penetrations due to solar panels, Duro-Lasts custom-fabricated membrane and accessories were the ideal solution. The efficient process allowed Ceresville New Holland to remain open during construction.
Specialty Membrane Roofing: K2 Summit, LLC of Deerfield Beach, FL Project: Flamingo South Beach Center Tower Situated on Miami Beach and towering over its neighbors, the Flamingo South Beach Center Tower apartment building poses a unique roofing challenge. K2 Summit determined the best roofing solution would be a hybrid system that used both adhered Duro-Fleece Plus membrane and mechanically attached Duro-Last. Since the building is 32 stories tall, wind was a major concern, so installing a perimeter enhancement around the entire roof helped it meet wind uplift requirements.

RubberGard EPDM Sealants for Firestone Building Products are designed for use with EPDM roofing systems. They include Lap Sealant HS, EcoWhite EPDM Lap Sealant, Pourable Sealer S-10 (Parts A & B), and FillGard M Pourable Sealer. Shelf life for each one is one year when stored in original, sealed containers at temperatures between 60F and 80F.
Lap Sealant HS is low volatile organic compound (LVOC) with less than 2.1 pounds per gallon. It is designed for use with Firestone Splice Adhesive SA-1065 for seam edge treatment applications and as a sealant in other applications. Lap Sealant HS is black with an EPDM rubber base and Light Aliphatic solvent. It is 80% (minimum) solids by volume and weighs 11.2 to 12.2 pounds per gallon with 1.34 to 1.46 specific gravity. Lap Sealant HS is packaged in five gallon pails (W563587032), plastic pails of 28-11 fl oz cartridges (W563587031), cardboard cartons with 25-11 fl oz cartridges (W56358703E), and cartons with 20-20 fl oz sausage chubs (W563587030).
EcoWhite EPDM Lap Sealant is LVOC (less than 2.1 pounds per gallon) and designed for seam edge treatment and other applications for EPDM roofing. It offers adhesion to a variety of surfaces and in conjunction with Firestone EcoWhite EPDM Systems. The sealant is white with a solvent based cure system, an EPDM rubber base, 80% (nominal) solids by volume, UV and ozone resistance, and 1.40 to 1.46 specific gravity. Packaged in 10.3 fl oz cartridges (W56358703A), EcoWhite EPDM Lap Sealant comes in a carton of 25 cartridges that weighs a total of 18 pounds.
The two-component Pourable Sealer S-10 (Part A & Part B) has a polyurethane base and creates a watertight seal around small pipe penetrations, clusters of pipes, I-beams, etc., in a penetration pocket detail. Part A is light gray, weighs 10.4 pounds per gallon with 1.25 specific gravity, and is packaged in one gallon cans. Part B is black, weighs 9.5 pounds per gallon with 1.14 specific gravity, and is packaged in one pint cans. Once mixed Pourable Sealer S-10 (W563587065) is black in color, contains zero VOC content, and is 100% solids. Cartons include four one gallon cans and four one pint cans and weigh approximately 46 pounds total. Mixing ratio is one can of Part B to one can of Part A. Pot life is 30 minutes (maximum) at 72F.
FillGard M Pourable Sealer is a two-component polyurethane sealant for sealing penetration pockets in conjunction with Firestone EPDM roofing systems. Part A is light gray and weighs 9.15 pounds per gallon with 1.10 specific gravity. Part B is black and weighs 8.57 pounds per gallon with 1.03 specific gravity. Once mixed, FillGard M is black in color, contains zero VOC content, and is 100% solids by volume. FillGard M Pourable Sealer is dispensed using FillGard M Battery Powered SBA+ (available from Adco Roofing Products) or a pneumatic applicator tool. Each carton includes four FillGard M Kits (W563587088) and five Static Mixers. Kits include Cartridge Part A and Cartridge Part B attached side by side. Each cartridge weighs 25.4 fl oz, carton weight is 20 pounds, and each pallet contains 48 cartons.
