The director of a Co Antrim roofing company has pleaded guilty on behalf of the firm to the corporate manslaughter of one of their employees Hugh Thomas Jack four years ago.

he 59-year-old father-of-five died following the accident at premises where he was working in Carryduff on the outskirts of Belfast on December 3, 2016.

Following the guilty plea by Stephen Heaney on behalf of H&M Engineering and Roofing, a charge directly accusing him of the unlawful killing of was withdrawn and 'allowed to remain on the books'.

While no details surrounding the death of the Scotsman were given during the short hearing before Downpatrick Crown Court, defence QC Frank O'Donoghue apologised on behalf of Mr Heaney and the Ballymena Company.

Mr O'Donoghue said the 52-year-old company director wished him to publically apologise and acknowledge the death of Mr Jack which obviously had been very traumatic for his immediate and surrounding family.

Counsel added that Mr Heaney and Mr Jack had worked closely together for many years and his death has also obviously significantly impacted on his client who wanted at this stage to express his regret and understanding of the seriousness of the matter.

In addition to the corporate manslaughter charge Mr Heaney pleaded on behalf of H&M Engineering and Roofing Specialists Ltd of Hillview House, Hillview Street, Ballymena, to five breaches in Health and Safety Regulations by the firm.

Judge Geoffrey Miller QC, sitting in Belfast, who asked for written submissions and other reports on the case, adjourned sentencing until next month.

Instead of getting "replacement cost" coverage, insurers could offer "actual cost" policies for older roofs

TAMPA, Fla. (WFLA) Florida homeowners are starting to see the results of insurance companies taking drastic measures to prevent future losses. And this could be just the beginning.

The proposed legislation has already made it through one legislative committee and would allow insurance companies to change the way they cover roofs that are more than 10-years-old.

Its a constant of the insurance companies of trying to claim that reasons they keep raising rates every single year is because of all this fraud, and then they come with solutions that always end up coming out of the pocket of the consumers, said State Senator Annette Taddeo, a Democrat from Miami.

Taddeo, along with two other senators voted against the bill that passed through the first of three committee hearings this week.

Senate Bill 76 was proposed by Jim Boyd, a Republican from Bradenton. The bill would allow insurance companies to offer policies for roofs over 10-years-old that would provide whats called actual cash value, instead of the replacement cost.

Settlements would be based on what the insurance company determines your old, depreciated roof is worth now.

Why? Boyd says its because of years of fraudulent roof claim litigation costing insurance companies billon and shrinking the number of policies offered in the Sunshine state.

At the end of the day, what Im hoping we can do is provide more access to markets, more markets will be interested in working in Florida, and driving consumers costs down, Boyd said.

He said he feels badly for consumers who will be faced with the unexpected hardship of replacing a roof early, especially during a pandemic. However, he said he feels this is the right thing to do in the long run.

Boyd explained that premiums are going up significantly and this legislation will actually help keep premiums down in the future. When that happens, he explained, homeowners will have more money to save for future roof replacements.

As homeowners, I think you have some obligation that overtime a roof is going to need replacing, and you have to start setting money aside or whatever it takes to be prepared for that day, Boyd said.

CHESTERFIELD COUNTY, Va. (WRIC) The countdown to the new year has officially started! Time is winding down with only two days left, however police are urging people to put down the guns and stop celebratory gunfire.

Firing a gun into the air is illegal in the state of Virginia and if someone is hurt in the process, its considered a felony.

As many Virginians get ready to ring in the new year, its important to revisit the dangers of celebratory gunfire. New Years Eve is traditionally celebrated with fireworks and social gatherings, but some choose to celebrate illegally by shooting off rounds into the air.

Chesterfield County Police Captain Michael Breeden says theres an uptick in gunfire on the Fourth of July and New Years Eve, proving to be deadly.

Before pulling the trigger, think about Brendon Mackey. On July 4, 2013, the 7-year-old was walking near the Boathouse in Brandermill with his father to watch fireworks when a stray bullet struck the top of his head, killing him instantly. Chesterfield County Police believe Mackeys death was the result of celebratory gunfire.

I cant imagine as a parent just a tragedy, Captain Breeden said. After that, we enhanced the law to where you could be charged with a felony if celebratory gunfire resulted in injury or unfortunately someone died.

The tragic case is unsolved, but still active. However, years after the 7-year-olds death in Chesterfield, folks are still firing off. Brandon Brooks, Operations Manager at Cross Timbers Roofing, holds onto stray bullets collected in the Richmond-Metro area.

What we have found over the years is occasionally we run into thisand that is bullet holes in the roof, Brooks said.

As Brooks verbalized that statement, he poured out the collection of bullets on a table.

Brooks manages the residential division of Cross Timbers Roofing and says his team is often called out to service leaky roofs. However, upon further inspection sometimes the culprit of the leak is a bullet lodged into the structure, which Brooks calls alarming.

When we find one of these (bullets) its never laying on the roof, Brooks said. We find it upside down on the roof. The beauty of your roof is that it protects you from the elements. Well, it also protected a family from a bullet, so us finding it in the roofyes that might be a good thing that day, but what if it didnt hit a roof on the way down.

According to Chesterfield Police records, the department has received 220 calls for fireworks and 57 for gunfire on New Years Eve over the last five years.

If you hear gunfire, youre encouraged to report it to police. If someone is hurt, call 911, but if not then officials ask you to call your city or countys non-emergency police number.
