    Midland Park school roof replacement projects set to begin - June 13, 2013 by Mr HomeBuilder

    MIDLAND PARK A $955,075 roof replacement project approved by voters for schools in the district in April will begin in a few weeks.

    The work involves the tear off and replacement of the roofs at Highland and Godwin elementary schools and about half the roof at Midland Park High School/Middle School, said School Board President Bill Sullivan. Part of the roof on the combined high school/middle school was replaced last year.

    The money approved by cover about half the cost with the rest coming from surplus funds in this years budget, Sullivan said. In December, Midland Park voters rejected two ballot questions one asking to borrow $12.2 million to renovate the districts three schools, and the other to borrow $3.1 million for artificial turf, lights and other improvements to the high school athletic field and auditorium. Both were soundly defeated, the first rejected by voters 1,097 to 617 and the second 1,130 to 487.

    A scaled-back referendum that targeted the roof repairs was put on the April 16 ballot for voters, along with the school board candidates. The funding was approved 1,009 to 570.

    The June weather hasnt been a help, Sullivan said.

    The recent heavy rains have caused the existing leaks to reappear at our three buildings, but no new problems have emerged of any significance, Sullivan said. Our plan is to have all the roofing work done over the summer when the students and majority of the staff are on break.

    Sullivan is aware that heavy rains are again forecast for Thursday night and into Friday. The deluge will be similar to last week, weather forecasters say.

    Hopefully well get a break from the recent wet weather for the last few weeks of school, but the forecast doesnt look promising, Sullivan said. Our administration and staff have done a great job managing the situation.

    Addressing unfinished business, the board of supervisors voted to reopen bids for the replacement of the municipal buildings roof.

    At its May 13 meeting, the board agreed to accept a $125,300 bid of the roof replacement from Pro Com Roofing, of Warrington. During a May 28 executive session, the board was informed of potential litigation and consequently rejected all bids during the June 5 meeting.

    Were going to put the municipal building out for re-bid for anybody, Chairwoman Barbara Salvadore said. We made an error in the last bid, so were going to open it up again.

    The board also agreed to sign the Mill Road construction inspection agreement and will move forward with the inspection.

    In January, the board approved recommending the firm McCormick Taylor to provide on-site construction inspection services for the Mill Road Bridge replacement project. The recommendation then went to PennDOT, which made the final decision and negotiated the cost. PennDOT has targeted October as when it will bid the project, with construction taking place in 2014, according to News-Herald archives.

    The last item of business for the board was a discussion of replacing air condensing and air handling units at the township building.

    We didnt know it needed replacement at this point in time, Salvadore said. Were going to have an HVAC engineer come in and advise us, just like we had someone advise us on the roof.

    After approving new business, Supervisor Jim Groff asked about the replacement of police cars.

    Every year the township tries to replace about three police cars, Salvadore said. The police department is expecting to get a replacement car soon and then will have to outfit it with the police gear before it can be used. Continued...

    Madison Primary School to get new roof - June 8, 2013 by Mr HomeBuilder

    MADISON -- The Madison County School Board officially awarded a $569,500 Madison Primary School roofing replacement contract to Chatham-based Roofing Solutions Inc. during a May 30 special called meeting. It became official when the board voted unanimously to authorize Madison County School Board Chairman Jeff Early to sign the contract.

    Once signed, the project is funded, allowing Roofing Solutions to begin work. Madison Primary Schools roof work is scheduled to begin after classes end on June 14. Officials did not say at the meeting how long the repairs would take.

    The contract, however, listed additional items that were not considered school property but were under county ownership.

    I would like to point out to you all, Superintendent Matt Eberhardt said while explaining the details of the Roofing Solutions contract, that the contract does include three alternate bids those are the ABC building, the [sheriffs office] roof one and the [sheriffs office] roof two, that would be included in this contract. The old ABC store is located at 538 S. Main St. and was once an ABC liquor store, but now houses a Virginia Department of Game and Inland Fisheries game wardens office and Madison County Emergency Manager Carl Pumphreys office. Most of the building is vacant though.

    Madison County Board of Supervisors Chairman Dave Allen, who was in attendance at the meeting, said sheriffs office roof one and sheriffs office roof two were not two separate buildings, but the entire roof of the Madison County Sheriffs Office. When the repair estimates were made, Allen said, Charlottesville-based Crabtree, Rohrbaugh and Associates Architects had divided the roof in half and given estimates for each part. The county uses Crabtree, Rohrbaugh and Associates for consulting work on county building improvement projects.

    According to Allen, the contract as presented was looked over by Madison County Attorney V.R. Shack Shackelford III and the school boards legal counsel,Rodney Young with the Timberlake, Smith, Thomas and Moses PC law firm based out of Staunton. Allen said that both legal advisors said there were no problems with the contract as presented because the school board was still a governmental authority.

    The school board would just be negotiating the contract on behalf of the county, Allen said.

    School Board Vice Chairman Jim Nelson, however, said that it seemed strange for a school board member to contract for work on non-school property. Early agreed and said that he would like something from the county authorizing him to go forward with a contract that included county buildings.

    Allen said that Madison County Administrator Ernie Hoch could arrange some sort of authorization, if the school board was on board with authorization from the county administrator instead of waiting longer for a board of supervisors resolution.

    The school board made a resolution to approve the contract with Roofing Solutions for the work on Madison Primary School with the addition of the authorization from the county administrator for the old ABC building and sheriffs office. The resolution passed unanimously.
