ECLC roofing project to begin by month's end

At Mondays meeting of the Titusville Area School District board of directors, a number of items were discussed, including an update on the roof project at the ECLC.
According to TASD Director of Buildings and Grounds John Cowan, a reconstruction meeting was held on Aug. 29, and work on the project is slated to begin on Sept. 23.
The deadline from completion is Nov. 15, but, according to Cowan, the work is expected to be done by the end of October.
I think well be set to go, said Cowan. And, hopefully, with weather cooperating, well be hitting the ground running two weeks from today.
Along with providing board members the roofing project update, Cowan also highlighted a number of projects that were completed throughout TASD over the summer.
Beginning in late spring, according to Cowan, several hundred work orders were completed by TASD custodial workers, including the cleaning of rooftop units, painting of various property and other needs at all TASD schools.
Each school also had panic buttons installed, which act as a 9-1-1 button when pressed. In the event of an emergency, emergency personnel will be directly notified and can respond accordingly.
According to Cowan, some of the schools have a panic button in the principals office, as well as the secretary area.

ECLC roofing project to begin by month's end
Although the school district postponed doing any large facility projects over the summer because of budgetary constraints, it does have an impressive new electronic message board at the entrance to Kinnelon High School thanks to donations from several school organizations.
Borough School District Business Administrator Jim Minkewicz said the new electronic message board, which can be operated remotely, cost roughly $15,000. The message display was donated by various organizations. According to a thank-you message posted on the board, the upgraded marquee was donated by the Class of 2013, the Varsity Club, the Social Outreach Club, the Latin Club, Kinnelon High School Productions, and the Musical Program.
In an effort to control costs, Minkewicz said that not many facility improvements were made over the summer. Painting and locker and tile floor replacements were postponed. The locker replacement and tile replacement at Kinnelon High School were estimated at $140,000. Locker and tile upgrades at Pearl R. Miller School were estimated at $138,000.
Initially, the proposed 2013-14 school budget contained funding for these projects, which were later cut when the school board went through the budgeting process, he said.
Minkewicz said the district is planning two roof replacement projects, which it hopes will be partially funded by the state Department of Education (DOE) through a ROD (Regular Operating District) grant. On May 30, Governor Christie announced that $425 million in construction grants would be available to regular operating districts. This is the first time the state has funded a facilities and construction grants since 2009. According to the terms of the program, the district can either seek a grant for 40 percent of the cost of the project, or pursue debt service aid for up to 40 percent of the principal and interest associated with funding the work.
Minkewicz said the borough did allocate $300,000 in its capital reserve account for the roof replacements. The roofing project at Kinnelon High School is estimated at $300,000 and at Kiel School, $200,000. The installation of a new fire alarm system at the Kiel School at a cost of $52,000 is also part of the ROD application, he said.
Alan Bresett, supervisor of buildings and grounds for the school district, said the roof replacements under consideration include the replacement of the roof at the newer Kinnelon High School gym, which was built in 1998 and replacement of the cafetorium (multi-purpose room) roof at Kiel School, which opened in 1994.
Minkewicz acknowledged that competition will be stiff for the ROD grants. The state was swamped with applications by the time the Sept. 4 application deadline came to pass. When asked if the district could apply for any ROD grants for the installation of artificial turf at district schools, Minkewicz said such a project would not be eligible.
The ROD grants are more channeled toward infrastructure/safety improvements, he said.
According to the DOE website, the state has established three prioritized levels for funding. The top level addresses the most critical operational building needs, including health and safety issues, and program mandates. It includes essential building systems upgrades such as the repair or replacement of structural, mechanical/heating and cooling, electrical, and plumbing systems.

Tehama County Jail to get new roof -

Construction supplies sit atop the Tehama County Jail roof as a near $1 million project is underway to stop the leaking and replace HVAC units. ( DN/Rich Greene )
Work began last week on the project, which consists of the demolition and replacement of old builtup roofing on the original jail and single ply roofing on the jail addition.
As the initial plans were being finalized, the Tehama County Board of Supervisors approved an additional expense of around $250,000 to replace 13 heating, ventilation and air conditioning units and six exhaust fans along with related plumbing and electrical work.
That work was added on when officials discovered without replacement of the HVAC units, ranging from 15 to 20 years, the units' curb mounting would not allow for adequate roofing protection.
The project includes a small asbestos cleanup.
Administrative Services Director Julie Sisneros said besides the main construction bid, contracts were awarded for a mechanical engineer, electrical engineer, abatement and on-site inspector.
Combined, Sisneros estimated the price tag to be around $925,000.
The main construction bid was warded to United Building Contractors in Chico for $742,000.

Tehama County Jail to get new roof

Logan County Magistrate Thomas Bouldin will not be replacing the roof of the search and rescue building after all.
At a fiscal court meeting last month, the county government voted to give the contract for replacing the roof on the county building to Chris Collins Construction. That was the only bid submitted and Bouldin spoke up and told the court that his roofing business would likely be sub-contracted by Collins Construction to do the actual work on the project.
The court went ahead and voted 4-3 to give Collins Construction the bid and Bouldin was one of the three no votes.
Last week, it came to the courts attention that it is likely not legal for Bouldin to do the job - even as a subcontractor.
The Kentucky Revised Statute 61.220 states, Any member of the fiscal court, or any mayor or council member of a consolidated local government, who becomes interested, directly or indirectly, in any contract for work to be done or material to be furnished for the county or any district thereof, or who becomes interested in any claim against the county shall be fined not less than five hundred dollars ($500) nor more than five thousand dollars ($5,000) for each offense.
Bouldin, judge/executive Logan Chick and county attorney Joe Ross all said they were unaware of the wording in that particular statute which apparently forbids a magistrate from doing work for the county as a subcontractor.
As soon as I heard that it might not be legal, I said I was out, Bouldin said.
Bouldin also released the following statement about the situation.
Upon looking into the law, I, the court, and the county attorney were under the impression that it was permissible for my company to be solicited to provide services as a Tier II subcontractor, Bouldin said. Before the bid opening two weeks ago, I informed the court that a local contractor had solicited prices from me in regard to the project in question. When the motion to accept the bid was put before us, I actually voted against accepting the bid. In my opinion, it is never good practice to have only one bid because someone else may be able to do the same job more economically; therefore, I and three others voted no. However, the motion passed. I value doing whats right far more than any job, so the moment I knew there was any doubt that we had interpreted the KRS statute correctly, I let the contractor know I could not help him on this job and informed the members of the court, as well. My character and my duty to serve the citizens of Logan County in a most honorable way is my highest priority. For that reason, I wouldnt want there to be any conflict of interest.

Contractors are working diligently to finish facility projects before the Sept. 4 start of school.

According to George Hagl, school district business administrator, some facility projects have been completed, some are in progress, and one will be completed during the school year.
"It will come down to the wire for some projects, but we have had good contractors this summer, which has been a blessing," he said.
Hagl said the largest project being undertaken this summer is the roof replacement at Walter T. Bergen School (WTB). Chris Andersen Roofing Company of Sayreville began the project in mid-July. Hagl said the roofing company has been working Saturdays, Sundays, and long hours on weekdays to finish the project. The cost of the roofing project is $788,549.
"They are doing what they need to get the roof done before the school's opening," he said.
Hagl said Nickerson Corp. of Union Beach is in the process of completing the locker replacement project at WTB and expects to have the lockers installed and operational by opening day. A display cork board, which will be installed by the lockers, is slated to be installed in mid-September. The cost for the 389 lockers and installation is $93,000.
A floor-tile replacement project at Samuel R. Donald School (SRD) is finished, he added. The work was completed by Commercial Interiors of Riverdale at a cost of $17,475.
In addition, Hagl said Alpine Painting of Paterson painted the Walter T. Bergen School gym for $13,950 and Rutgers Painting of Vauxhall painted the Martha B. Day (MBD) School gym for $11,800.

It's the first or third Tuesday of the month, which means the Metro Council convenes this evening at the Metro Courthouse. You can read the whole agenda here.
A resolution on tonight's consent agenda would appropriate $14 million from the reserve fund known as the 4 percent fund. The money will go to various Metro departments to be used on maintenance, repairs and equipment.
We reported on this resolution over at The City Paper (RIP) when the mayor's office filed it earlier this month. The analysis provided by council attorney Jon Cooper offers more details on how the funds will be used by each department (after the jump):
Sheriff's Office: $1,050,000 for a new mobile booking unit and elevator repairs in the criminal justice center.
General Services: $6,336,000 for new and replacement fleet equipment, building maintenance and roofing.
Information Technology Services: $2,425,900 for new and replacement hardware, software, and equipment.
Juvenile Court: $43,400 for bullet-proof vests, uniform items, and pistols.
Health: $1,302,400 for new medical equipment at the Lentz health center and HVAC repairs at the animal control facility.
Municipal Auditorium: $340,000 for seat refurbishing and various dressing room and foyer improvements.
Public Library: $1,900,000 for books, periodicals, library materials, furniture, fixtures and equipment.
