GUSTINE A consulting team has pegged the cost of renovating Gustine Unified School District campuses at $27 million.
School board members heard the needs assessment report at their March 12 meeting and in the near future will begin prioritizing work to determine what can work within the parameters of a planned school bond measure.
Dr. Ron Estes, district superintendent, said a preliminary bond survey indicated voter support at a tax rate which would generate about $12 million in revenue.
The assessment was developed from a room-by-room inspection of each district campus during which plumbing, electrical, HVAC, technology, lighting, security, grounds, roofing, flooring and more were evaluated. Items were ranked as critical, potentially critical, necessary but not yet critical and recommended.
Not surprisingly, the total dollar estimate for facility needs at Gustine High was the heftiest at $11.2 million but in terms of needs which were determined to be critical or potentially critical, renovation of the old GMS campus came in with the highest dollar amount at $5.1 million.
Following is a school by school breakdown of the assessment.
Gustine High
Total needs of $11.2 million, with critical or potentially critical needs of $3.6 million. Critical or potentially critical needs included flooring, plumbing, electrical, HVAC, lockers, wall finishes, fire alarm system, intrusion alarms with cameras, intercom system, windows, fencing, replacement of soffits and doors.
Gustine Middle School
Total needs of $8 million of which $6.5 million was for a gym/multi-use building, which while considered necessary was not deemed critical. Critical and potentially critical needs totaled $1.5 million. Those items included remodeling of portable buildings, athletic field repairs, extension of fire, data, phone and intrusion systems to portables, and replacement or upgrades of the fire alarm, telephone, intercom/bell, data and camera surveillance systems.

The Destin Community Center is set and ready to go for a much needed roof replacement.
Its leaking pretty bad, the roof is over 20 years old, said Parks and Recreation Program Coordinator, Nick Coleman. Its mostly just due to wear and tear, but you can only do so much with a patch-up job.
The Community Center, originally built in 1991, has weathered several hurricanes, incurring roof damage with each storm.
It started leaking in Opal, said Recreation Manager Lisa Firth referring to the 1995 hurricane. We had it repaired, but then when Ivan came (2004) it really racked it, and since then we havent been able to stop the leaking with repairs.
The roofing project, which cost the city $289,560, has been in discussion for several years as Public Information Manager, Doug Rainer explained, Its been in the works for many years, and talked about for quite awhile.
Coleman also stated that the city was just waiting on funding before delving into a full roof replacement.
Construction on the roof is scheduled to take place throughout the upcoming months in increments and, the staff ensured that the Community Center will remain open and fully functional.
No programs will be hindered because of this, said Coleman. The paneling takes up one of our parking lot areas, thats the only thing it hinders.
Construction was scheduled to begin March 24, but due to unpredictable Florida spring weather, the dates have been delayed. Construction will more than likely begin this week.
It was supposed to be started but the rain has pushed it back, said Firth. All the materials are here, were ready.

No More Leaking: Destin Community Center to get new roof
ELIZABETHTOWN The Essex County Government Center needs new roofing, while the County Highway Department garage requires new siding.
This week, the Essex County Board of Supervisors Public Works Committee approved spending $32,000 to have AES Northeast of Plattsburgh prepare engineering plans for the roof replacement at the countys main complex in Elizabethtown.
We have several roof issues, Department of Public Works Superintendent Anthony LaVigne told lawmakers. We have areas where theres rotting sheathing that needs replacing.
LaVigne, whos retiring in May, said the county complex has sections built in 1809, 1931 and 1950.
AES will do the design, complete with specs, ready for bid, LaVigne said. We will do the worst (roof) first and move on to the next.
The committee voted 7-1 to hire AES. Supervisor Michael Marnell (R-Schroon) voted no because he wanted to issue a request for proposals to compare prices for the engineering work.
NOT THE YEAR
LaVigne ran into problems when he wanted to spend an additional $28,000 to hire a contractor to put new fiber cement siding on the County Highway Department garage in Lewis.
The project had been budgeted at $100,000, with the country DPW crew doing the work.
LaVigne said the crew will be occupied with other projects and not available until at least fall to put up the siding.

BERLIN The transformation of Berlin High School continues.
Public Works Director Art Simonian says several ongoing projects will be completed this summer. Those include a new kitchen and cafeteria and the new home of the English, art, business and special education departments.
The amphitheater will be transformed into a TV studio. What was once the boys locker room will be converted to social studies, health and early childhood training classrooms. The former UpBeat room will be made into the schools heating and air conditioning room.
Completion of all those projects is anticipated in July, in plenty of time for the next school year.
Roofing replacement will ramp up as the weather permits, Simonian said. It has been somewhat slowed due to the cold weather.
The towns furniture, fixture and equipment proposal with an expected price tag of $4.1 million will be sent for state approval next week, he said.
The whole high school renovation project will cost more than $84 million. That includes construction of a new six-classroom technology building and complete renovation of the existing school. A $69.95 million budget was approved in 2011.
The town was able to make up the difference as, thanks largely to state Rep. Joe Aresimowicz, D-Berlin, it secured the necessary funds from the state last summer. The project could have been halted if the money had not been available.
