ELLICOTT CITY, Md. (WJZ) Repairs started Monday for a crumbled retaining wall in historic Ellicott City, damaged by a train derailment last year.
Christie Ileto has details on the project moving forward.
Construction crews are removing rocks holding up the embankment of the railroad tracks in historic downtown Ellicott City Monday. Part of the wall collapsed when a CSX train derailed last August, killing two teenage girls standing on the railway bridge when the cars overturned.
Its necessary. Right now, the way the wall has been stabilized since the train took a piece of the wall down, its just a rock slope, said Department of Public Works Deputy Director Mark Deluca.
Howard County Public Works says thats not a permanent fix, as a portion of the spaces arent usable.
The rock is stable. but its only a temporary condition, said Deluca.
Right now, construction workers are getting ready to haul of hundreds of rocks to make way for a 157-foot-long, 13-foot-high concrete wall.
Normally, we would park here and now we park across the river, which is kind of an inconveniencenot for us but more so for our clients, said Sheila Plein.
The project, funded by CSX, closes Parking Lot B in the heart of downtown, forcing some businesses to find other parking accommodations.
Its great that Howard County is on it and fixing what needs to be fixed, said Plein.

STATEN ISLAND, N.Y. -- Staten Islanders can have retaining walls on their property inspected for free -- with no risk of receiving a violation from the city if the wall is in bad shape.
"Maintaining a retaining wall can mean the difference between a summer of fun or a summer of stress for a property owner," Buildings Commissioner Robert LiMandri said. "That's why we're reminding property owners to have their retaining wall inspected by a professional or ask the Department for a free, no-penalty inspection under our annual program. This inspection will provide owners with the opportunity to fix any structural conditions before it's too late -- saving an enormous amount of time, money and heartache."
There was a high-profile wall collapse in Dongan Hills in 2007, which lead to five homes being ordered to evacuate. The wall was behind a home on Overlook Drive, and stretched down to Richmond Road.
No one was injured - but the collapses can be dangerous.
Building inspectors will check the walls for any bulging, displaced material, or leaning. If repairs are needed, the Department will defer issuing violations to give property owners time to correct problems. But if dangerous conditions are found, the Department will "take immediate action" to make sure the unsafe condition is fixed.
Inspections can be requested between April 17 and May 31, by calling 311.
The city's No-Penalty Retaining Wall Inspection Program was launched after a retaining wall above the Henry Hudson Parkways collapsed in 2005. In the last five years, the city has performed more than 400 inspections through the program.
Retaining walls hold back soil that would naturally slope down without the wall's support. But over time, with the rise and fall of temperatures, the walls can be undermined. Property owners are required by law to maintain the walls and inspect them every five years. --- Follow @siadvance on Twitter

Nothing lasts forever.
At least nothing made of wood lasts forever if you leave it outside.
Thats why I have to cart home or have dumped in my driveway a load of wood chips every spring.
That I hate mowing should be well-known by now. Ive certainly written about it enough in the past 25 years.
Because of that, large areas of my yards always have been covered by wood chip mulch. It never needs watering, seldom needs weeding and never, ever needs mowing.
But to keep it thick enough for all that it does need renewing.
This year, that meant my neighbor and I (we split it 50-50) spending two days shoveling and hauling one little garden cart at a time to our various beds a 5-cubic-yard pile that had been dumped in my drive.
(We got finished just ahead of a late spring snowstorm, which brought with it two more days on the ends of shovels. Sigh.)
Such is the price you pay because wood chips left outside do not last forever.
Nor do retaining walls made from wooden pilings.

WARREN A Dearborn man might have been speeding when he lost control of his vehicle at about 5:30 a.m. Friday and crashed on eastbound I-696 near Mound Road, according to the Michigan State Police.
The 50-year-old, whose name was not released, was taken to a hospital, where he died.
The man was driving his 1997 two-door Saturn when he struck a concrete retaining wall, Michigan State Police Lt. Michael Shaw wrote in a press release.
The impact forced the Saturn back into the eastbound lanes of traffic where it was struck by a semitruck, Shaw wrote.
The semitruck driver wasnt hurt.
Shaw said Warren firefighters had to use the Jaws of Life to cut through the wreckage to remove the driver.
Since the crash took place on the shoulder, police did not have to shut down the freeway during the morning rush hour, Shaw said, though there were delays. The man was wearing a seat belt and alcohol was not a factor. Investigators believe he was driving too fast on the wet freeway.
State troopers are continuing their investigation. Anyone with information is asked to call 1-248-595-1725 and ask for Trooper Tom Mathis.
