ST. PAUL, Minn. (AP) A Minnesota congressional candidate is moonlighting as a remodeling company pitchman in an unusual TV ad that sparks campaign finance questions.
Republican candidate Tom Emmer appears in a construction companys ad endorsing their work. In doing so, he notes his bid for office and stands in front of a campaign banner.
Its not clear who paid for the ad or whether Emmer would account for it on his federally required finance reports.
An Emmer campaign aide said a written statement was forthcoming. An employee at Elk River-based Integrity Exteriors & Remodelers Inc. deferred comment to the companys owner, who wasnt available.
Emmer is among several Republicans angling to replace retiring GOP Rep. Michele Bachmann in Minnesotas 6th Congressional District. He was the Republican nominee for governor in 2010.

A building that was the subject of a five-figure remodeling project was razed by Washington County's redevelopment agency by the order of North Franklin officials, according to a lawsuit filed in federal court today.
John S. Bernett and his wife, Kimberly, who own Tri-State Restoration, were fixing a building on Mill Street, and had put $42,000 into it, according to the complaint.
On March 28, Mr. Bernett arrived to do some work on the property, only to find that "the building was gone and had been leveled and the land had been graded," his attorneys wrote in the complaint.
He claims that the taxes were paid and electrical service was on.
He called the township, which blamed the Washington County Redevelopment Authority, according to the complaint. The authority said that the township provided it with the address and information justifying demolition, the plaintiffs' attorneys wrote.
North Franklin solicitor Tom Lonich said he hadn't seen the lawsuit and could not comment.
Stephen Wiencek, assistant executive director of the authority, declined to speak to the specifics of the lawsuit.
He said that municipalities identify buildings that are in violation of codes, and the authority uses federal funds to demolish them.
The Bernetts allege that their rights to equal protection were violated, and demand compensatory and punitive damages.

PHOENIX -
They served our country, now our community is serving them. Volunteers just got done with remodeling the Mana House, a place that helps homeless veterans get back on their feet.
From putting up shelves to installing new mirrors and shower heads, volunteers are turning the old YWCA into a home.
"You know it's like getting a brand new pair of shoes or a brand new car, you know, you're so excited about new stuff. It just lifts your spirits in general," says Tony Motley, Madison Street Veteran's Association.
So this remodel could go a long way in helping female vets rebuild their lives.
"What we want to do is create an environment where they can relax. They've been on the street trying to fend for themselves, watching their back constantly, so what we want to do is we want an environment that's soothing for them so they can deescalate."
The ladies have been keeping their stuff in filing cabinets. Home Depot donated a bunch of dressers -- the little things so they can feel at home so they can start rebuilding their foundation and rebuilding their lives.
"One of my main goals was to give them something to call their own, a dresser, someplace to put their knickknacks and stuff. They feel more comfortable having a place to stay," says Jesse Torres, Team Depot captain.
Vets who end up here at the Mana House are struggling with mental health issues and addiction. They couldn't quite make the transition from war to home on their own.
"What we're trying to do here is get the facility vamped up and ready for our Iraq and Afghanistan vets that are coming home," says Motley.

FAIRBANKS Best case scenario, Anchorage developer Marc Marlow said he could start remodeling Fairbanks largest vacant building by spring 2014, with the first tenants arriving by fall 2015.
The Polaris Building has been vacant for 11 years and owned by Marlow for eight. Last fall, the city declared it a dangerous building unfit for human occupancy, starting the process of condemning it.
But, speaking at a Fairbanks City Council work session Monday evening, Marlow said the time is right for his $20 million project to develop the former hotel into a 117-unit apartment building. Recent progress includes
hiring national accounting firm CohenReznick to help pursue subsidies, he said.
This becomes personal because I know this can work, Marlow said. The alternative is the building has to be taken down at some point, and at great cost, for nothing. Its like spending money for nothing. And if it does succeed, the impact in the culture of downtown and just the activity of downtown is so much better.
Marlow has failed to meet construction deadlines set by the city last September. But while the city council has started the process of condemning the building, the city budget is not likely to absorb the cost of tearing down the building without money from the Alaska legislature.
At Mondays city council meeting, Fairbanks city mayor Jerry Cleworth said the city should continue moving toward the buildings eventual demolition but shouldnt bother giving Marlow any new artificial deadlines.
The deadlines hes been given are simply not going to be met, he said. The city can constantly rattle the sword, but the reality is we dont have the money to take it down, and he (Marlow) knows that.
In their comments, city council members generally supported the sentiment of continuing to move toward condemnation, although a few said the deadlines are useful for pressuring Marlow to keep the city informed.
As hes described in past meetings, Marlow said Monday he thinks he can harness a collection of subsidies to make the Polaris a financially viable project. The building is functionally obsolete, meaning the buildings remodeling costs exceed the expected market value of the remodeled building, he said. The grants Marlow is targeting include a loan guarantee from the Bureau of Indian Affairs, a historic property tax credit from the National Park Service and the Treasury Departments New Market Tax Credit.
