HOLLAND, MI Rachel Harned is stuck between a pandemic and a hard place.

Harned, owner of Bombshell Blow Dry Bar and the Salon Professional Academy beauty school in Holland, is being pushed by some clients join a handful of barbershops and salons reopening in defiance of state orders that closed many businesses to help stem the coronavirus spread.

Others say not to jeopardize her license and wait to reopen when stay-home orders lift.

She knows that hair salons and barbershops bring people into close contact, which is risky in a pandemic. Physical distancing is next to impossible while cutting someones hair. But she also knows that stylists are generally well-versed in sanitation and their services are in high demand.

Harned is torn by the dilemma. I have a high-risk son, but I also have to provide for him; pay his medical bills and put food on the table, she said.

Professional cosmetologists are starting to pipe up as new Michigan COVID-19 cases taper and the state takes initial steps toward reopening its economy. They are feeling overlooked and frustrated by a lack of communication and direction from state and local officials about when salons, spas and barbershops might be allowed to reopen, and what safety protocols will be necessary once that occurs.

Unable to get any direction from Michigan health and licensing officials, salon owners have turned to back-to-work guides from the beauty industry and are studying states like Ohio, Georgia and Indiana, which have begun allowing salons to reopen with enhanced safety measures.

Federal guidance has also been scare. The Trump Administration has put the onus on individual states to develop economic reopening guidance rather than offer centralized leadership. The U.S. Centers for Disease Control and Prevention this week released limited one-page reopen guidance for some types of business, but has not produced anything specific to cosmetology.

The groundswell of frustration in the cosmetology ranks occurs against the state and national backdrop of anti-quarantine political protests in Michigan and elsewhere, as well as a high-profile Owosso barber who has become a flashpoint for openly defying Gov. Gretchen Whitmers order closing non-essential businesses.

Were trying to be neutral and supportive, but its hard when you cant even get a hello back, said Kristan Sayers, a Brighton salon owner whose nascent Michigan Association of Beauty Professionals (MABP) has seen of surge of new members during the pandemic.

We just know what other states are doing, said Sayers. Thats all we can really follow.

Salon owners say theyve have had little besides Whitmers media statements to guide them over the past couple months as they try to cobble together post-lockdown plans. The governors six-phase MI Safe Start economic reopen plan rolled out on May 7 doesnt directly address cosmetology businesses, but Whitmer has said previously theyre expected to be among the last types of businesses to reopen.

This week, Whitmer said salons may reopen in Phase 5, when non-essential retail business can resume with limited capacity. The plan says that phase begins when COVID-19 case levels are extremely low and health care system capacity improves. Presently, Michigan is in Phase 3. New cases have plateaued; and testing and contact tracing efforts are ramping up.

On WSNX, Whitmer referenced the inherent difficulty in physical distancing at salons, but also acknowledged they might reopen sooner in some areas of the state.

Whitmer said Michigan is still developing the protocols.

When you talk about services like that, youre touching the public and often in high density scenarios; where youve people sitting right next to each other, she said. Theres no possibly of observing six feet of distance. In some, you can wear a mask. You can improve hand washing. I think that were looking at those types of services in probably the 5th phase.

Sayers and others have sent emails and called COVID-19 state hotlines trying to connect with someone in Lansing who can offer clarity. State agencies have been directing them to the governors office, which is presumably swamped and not responding. The state cosmetology licensing board offered little guidance during its regular meeting this week and commissioners did not answer questions, say stylists who tuned-in.

MLives attempts to reach Whitmers press staff were not successful.

Indications the state is beginning to get the message finally arrived this week. On Wednesday, the Michigan Department of Licensing and Regulatory Affairs (LARA) offered Sayers a seat on a new state workgroup thats creating guidelines to present to Whitmer. An initial meeting took place Saturday.

Sayers said the MPBA, which started in 2017 but was dormant until the pandemic hit, has added about 2,000 licensed stylists in recent weeks. Difficulty connecting with decision-makers has made obvious the need for a state association, she said.

She wonders if having better communication between the industry and state government might have helped avoid the situation in Owosso, where barber Karl Manke resumed business in defiance of state order on May 4 and has since drawn national attention. Manke, whose license has now been suspended amid a legal showdown with the state, has become a champion of the anti-quarantine movement.

Salons in Cadillac and Holland have since followed suit.

Sayers isnt sure Manke is helping her cause. Were trying really hard to stay neutral of that, she said.

We need communication with our industry, she said. Anything. Just communicate. Without it, theres chaos.

Absent state guidance, salon owners like Elisabeth Bartrom have cobbled together reopening plans of their own. Bartrom, who owns Chasing Vanity salon and medispa in Grand Rapids, said clients can expect to see changes.

She has been collaborating with peers on a list of new safety procedures that include reduced staffing, more distance between chairs, frequent disinfection of tools and surfaces, mandatory masks and other personal protection gear for patrons and staff, guest and employee temperature checks and pre-appointment screening questionnaires.

Bartrom is considering a stop to blow-drying altogether. The waiting room is being closed. Clients would wait in the car for a notification the stylist is ready.

I want my customers to know were doing everything in our power to take those extra precautions because this is serious, she said.

Shes been frustrated by a lack of communication with Lansing.

I feel like weve been forgotten about, Bartrom said.

In northern Michigan, Kimi Schugart of Endless Hair Designs in East Tawas said she expects many salons that were already struggling financially to close for good.

Schugart consults around Michigan through LOral and said many stylists are bummed about safety changes dampening salon culture. Stylists are creative people who like to dress-up and wear makeup, she said. Having to wear masks and social distance will be tough.

Were lovey, touchy people, she said. We like to be in your personal space.

Schugart anticipates some reluctance from clients to return until a coronavirus vaccine is developed, but suggested changes in customer habits may depend on demographic and whether theyre from a hard-hit metro area, or parts of Michigan that are barely touched by the disease.

Youll have the ladies with gray hair who dont care how much it costs or whats going on, they want their hair done, she said. Our industry is strange.

In Holland, Harned said shes already reorganized her space and is stocking up on personal protective equipment like masks and face shields, which she hasnt struggled to find. Among other precautions, shes planning to have the place regularly fogged with disinfectant.

Shes been talking to peers in Michigan and other states and digesting industry support guidance from national franchise groups. Shes expecting to reopen at something like 25 to 30 percent capacity. Thats tough on revenue, but its better than nothing. Since the shut-down, Harned has tried selling hair products, special boxes of boutique items and gift cards from the curb. Thats all we can do right now.

Shes turned away a lot of business, from lucrative bridal party work to mens haircuts. Shes also turned down many requests for haircuts at home. Harned said a truck driver called asking for a haircut, and she told him to schedule something once he reached Georgia.

I sent him to another state for a haircut, she said. There was nothing else I could do.

Answer: These small coolers do best when they have access to dry air from outside the room youre trying to cool. Its a little like the high school physics conundrum: What happens to the kitchen if you leave the refrigerator open? Of course, the kitchen gets warmer.

In your example, if you set a portable cooler in a room, it will increase the humidity to a certain level and thats it. So instead, position it on a window sill or at about table-top height in the doorway from a room with windows.

Dear Ken: Weve got an older fiberglass shower base thats worn out, hard to clean and stains easily. Can we paint it? Fran

Answer: Apply some Easy-Off Oven Cleaner (the low-odor type in the blue can). After an hour or so, scrub it off with a stiff brush. Rinse and repeat until its clean.

That might be enough. If not, one of my radio listeners recommends trying these two steps: Apply a couple of layers of KILZ or Bulls Eye 1-2-3 primer; after that cures, coat the base with water-based, SPAR, urethane varnish. He says its lasted for months and is easy to clean.

Dear Ken: Ive got an old tar-and-gravel roof on my adobe-style house that was installed many years ago. Id like to have it looked at to see if its OK. Whom do you recommend? Jack

Answer: Flat (built-up) roofs can be problematic. They break down in harsh sunshine and usually start to leak when relatively young. Youll have to sort through roofing companies online.

Not all residential companies work with flat roofs, so you might end up with a commercial company. Id count on having to get a new roof.

The tar-and-gravel system has been replaced by a membrane-style roof. Its a thick, rubberized coating essentially one piece that lasts a long time and comes with a quality warranty. One type I recommend is called modified bitumen a variation of asphalt roofing but much thicker and tougher.

Dear Ken: Were putting an offer on a house with a plywood floor in the basement. Its in an expansive soil area, so we assume this is the reason for the unusual floor. What are the problems with this system? Brad

Answer: These wood floors suspended over dirt instead of resting on it, like concrete are a good engineering solution to overcome the effects of hot, expansive soil. We find that we can load up the perimeter foundation enough to hold it down, but concrete slabs are pushed around easily by the expansion of clay when it gets wet. Hence the suspended floor system.

The major pitfall remains water. Pay scrupulous attention to downspouts and drainage around the foundation.

The floor likely was built with some combination of treated lumber and steel. Even so, dampness under it must be kept to a minimum. Check to see if the builders installed plastic sheeting over the dirt underneath and some sort of mechanical ventilator to keep fresh air moving into the space under that floor system.

Dear Ken: Can I paint my steel siding? Its faded and dirty. Paul

Answer: Try power washing it. Your neighborhood rental center can loan you the unit and some detergent, which will dissolve the airborne dust, pollution and oxidation.

That might brighten it up enough that you wont need to paint. If not, youll have to apply a specialized metal primer before painting.

After that, regular exterior acrylic latex will be a fine topcoat.

Dear readers: There are two often-neglected areas of home maintenance that need attention periodically.

One is in the breaker box. Breakers do wear out. This week, I ran across a bad main breaker in a relatively new home it wouldnt reset from off to on without a lot of effort. Most breaker boxes have a 100 or 200 amp main breaker switch that controls all electricity entering the panel and the house. Once a year, it needs to be cycled, along with all the others in the box, to make sure theyre not sticky or weak from overheating.

The same is true for the pressure relief valve on the top of a water heater. When its needed, its got to be clean and free of rust and other crud that accumulate under it. Give it a gentle lift and hold it until the water escaping from it runs clear. Then let it snap back into position to restore its seal.

If it begins to leak afterward, its probably time to replace it.

A community partnership between Bruce Power and Three Sheets Brewing will allow for the distribution and donation of over 50,000 bottles of hand sanitizer in the coming weeks.

Bruce Power has secured 50,000 bottles of general-purpose hand sanitizer refill from the Junction 56 Distillery in Stratford, which will ship the bottles to The Wismer House for distribution free of charge to community organizations and others in need. Junction 56 started production of the sanitizer earlier this week and distribution is expected to start April 27.

Todays announcement is the first step in what we hope will be a broader initiative to make hand sanitizer a much-needed product in fighting COVID-19 available to residents across Bruce, Grey and Huron counties, along with First Nation communities here at home and in other parts of Ontario, said Mike Rencheck, President and CEO of Bruce Power. On April 24, the partnership will be announcing the organizations that will be receiving the first 50,000 bottles and the many sponsors and organizations that are supporting this initiative.

Added Nancy Green, Manager, Site Services at Bruce Power: In times like these, we look to our business community to find ways to support their customers and neighbours. Were proud to be working with Three Sheets Brewing and The Wismer House to help the people in our communities.

Jeff Carver, owner of Three Sheets Brewing and The Wismer House, emphasized the need for the business community to lend a hand to the efforts in our region to protect residents from contracting COVID-19. Carver added that MacLeans Ale in Hanover has offered to send some of its staff to Port Elgin to assist in the distribution program.

In this time of crisis and uncertainty it is even more important for everyone to roll up their sleeves and contribute in any way they can, Carver said. Bruce Power and Three Sheets have created this partnership so we can assist our friends and neighbours. This is a not-for-profit endeavour with the real reward being able to pool our resources and distribute hand sanitizer to folks who are vulnerable or are putting themselves at risk providing an essential service.

Recognizing the potential for COVID to be a long-term challenge and the guidance from health professionals around the importance of hand washing and sanitizing, the organizations will work together to commence a local production at the Wismer House in Port Elgin as a medium-term goal to begin this summer.

I want to commend Bruce Power, Three Sheets Brewing and The Wismer House for working together to find new and creative ways of supporting our local communities and the province more broadly, said Huron-Bruce MPP Lisa Thompson. Government rules introduced to control the transmission of the Coronavirus (COVID-19) have meant a number of businesses either need to be shut down or staff are required to work from home. The owners of these companies will understandably be concerned about keeping their premises secure during this time. Additionally, ensuring the continuity of IT systems is vital with employees working from home and businesses innovating and selling more goods and services online.

If business owners are concerned about goods and equipment that are normally stored at their commercial premises it maybe necessary to move this and store them at home or in another more secure location. To ensure added security valuable goods and equipment could be stored at the homes of a few senior employees. Any important documentation related to the business should also be stored somewhere secure.

Making sure locks for doors and windows are adequate is also important. Although you maybe worried about spending company money at this time protecting your assets is vital so consider shutters for doors.

The good news is that if companies have existing alarm and CCTV systems for security these can provide continuing protection. As modern IP CCTV systems, like those developed by Motorola Solutions Avigilon, work over IT networks you will be able to monitor the footage from cameras remotely as well as via a mobile device.

A leading accreditation body for the security industry, the National Security Inspectorate (NSI) has stated that: Approved companies working in security and fire safety deliver every day essential services ranging from a wide variety of guarding services, to fire detection and intruder alarm systems, CCTV systems and the 24/7 remote monitoring of these systems in purpose built and secure Alarm Receiving Centres (ARCs).

The NSI added, Approved companies working in these specialisms go to great lengths to ensure the integrity of their service. It is our belief essential staff in their businesses are key workers, providing critical maintenance and emergency call-outs to ensure effective security and safety cover. They understand exactly how to balance utilisation of Key Worker status with the demands of social distancing, and so support public safety and the emergency services.

Businesses that have otherwise have minimal security measures may feel the need to employ security guards to ensure their property and their goods are protected.

The regulator for the private industry association, the Security Industry Authority (SIA) confirmed at the end of March that some security professionals were classed as critical workers for the purposes of obtaining childcare if they worked in the key sectors identified by the government as important to keep running normally.

This, the SIA, said would cover those providing security provision in hospitals; schools; social care; courts; government estate; supermarkets and the food supply chain; the transport network; national infrastructure and utilities. Additionally, roles essential to supporting law and order, with the potential to reduce demand on policing, would also meet the critical worker definition the SIA said. According to the SIA, this would include, amongst other areas, the guarding of empty or closed commercial, retail or office premises.

All security staff whether a security guard or those maintaining your CCTV or alarm systems would follow the social distancing rules of on maintaining a two-metre distance from others, and washing their hands with soap and water often for at least 20 seconds.

Along with most people working from home there is a lot of innovation occurring with food suppliers, pubs and restaurants now providing home delivery services as well as smaller retailers boosting their online presence and delivering products. To manage additional homeworking and more use of IT solutions successfully, companies need to ensure they have the IT infrastructure to make this work.

IT staff that will now be working from home need to be closely monitoring company IT spaces and server rooms to ensure business continuity for 24 hours a day, 7 days a week. With less people going into offices or other commercial sites people may not notice issues, such as leaks or air conditioning unit failure, that could cause damage to IT equipment.

Real-time monitoring systems to make sure that IT equipment are running efficiently are essential. A broad range of server room monitoring hardware, software and services are available to provide businesses with the systems that they require to monitor server-rooms. The parameters include temperature, humidity/dewpoint, fluid, airflow, smoke, power, intrusion and also monitoring of third-party devices.

ANNAPOLIS, Md. Gov. Larry Hogan issued a 'Stay at Home' order for the state of Maryland in an effort to slow the spread of the coronavirus.

"We are no longer asking or suggesting for Marylanders to stay home. We are ordering them to do so," Hogan said during a news conference on Monday.

Here is a list of what's open, what will be closed and what you can legally leave your house to do:

Only essential businesses are allowed to remain open in Maryland, and those businesses must make every effort to scale down their operations in order to reduce the number of required staff, to limit interactions with customers, and to institute telework for as much of the workforce as is practical.

Mar 31 2020 - All around the world, the numbers are climbing. Each day registers thousands of new cases and lives lost. In Europe, now the epicenter of the pandemic, governments know that the worst is yet to come and are implementing increasingly restrictive measures to enforce social distancing and isolation. In Coxs Bazar, we have been watching the world and holding our breath for the first confirmed case of Covid-19. With reports of the first confirmed case in the local community in Coxs Bazar, its just a matter of time until the virus reaches the vulnerable population living in cramped conditions in the largest refugee settlement on earth. Thousands of people could die.

One million Rohingya refugees, half of whom are children, have been sheltering in sprawling camps in Coxs Bazar since August 2017, when they were forced to flee their homes in the face of horrific violence. For almost three years, Rohingya refugees have been telling us they want to go home and resume normal life. They want their children to go to school and for families separated by the conflict to be reunited. So far, international attempts to hold Myanmar accountable for alleged crimes against the Rohingya and improve conditions in Rakhine state have failed spectacularly. In short, it will be years until the Rohingya see justice.

As global life grinds to a halt in a bid to contain the coronavirus, we must remember that for the Rohingya refugees in Bangladesh, their lives have already been in limbo for years; it is their status quo, and it will not end with the containment of coronavirus.

If there is one lesson for refugees that we must take away from this crisisit must be that refugee camps, and a life in limbo, should never be considered an acceptable long-term solution. We must challenge perceptions that because the Rohingya in Coxs Bazar escaped Myanmar with their lives, they are safe. The coronavirus is a warning to us that there is not endless time to resolve the issues in Myanmar that would finally allow the Rohingya to return home. While the people and Government of Bangladesh have generously continued to shelter the Rohingya for years, life in the camps is not safe.

Children, in particular girls, are at a high risk of exploitation, violence and trafficking. Rohingya refugees do not have access to livelihood opportunities to help them support their families.

We are now witnessing the impact that coronavirus is having in communities that can social distance, wash hands and have access to strong healthcare systems, yet this virus has still brought them to their knees. In the densely packed camps of Coxs Bazar, options of social distancing or self-isolation are remote, with many refugees living in cramped conditions in makeshift shelters made of bamboo and tarpaulin. Even simple hygiene practices such as regular hand washing become complicated feats of logistical planning when access to clean water is severely limited.

The Government of Bangladesh and humanitarian agencies have sprung into action. Rohingya refugees are included in the Governments national plan to respond to Covid-19, food distribution agencies are developing new ways to distribute food that minimises close person to person contact. Rohingya volunteers are mobilising throughout the camps to spread hygiene and prevention messaging that will protect their families and loved ones. Volunteers from the host community are being trained too, supporting everything from delivering awareness trainings to implementing referral mechanisms and medical treatment. The humanitarian agencies in Coxs Bazar have already stripped back to essential-only services like healthcare and food distribution. This is a necessary step to ensure we are reducing the chances of transmission and minimising the impact of this disease on the Rohingya community, but, this decision too, will come at a cost. Just two months ago, the Bangladeshi Government approved the use of the Myanmar school curriculum in the camps, but childrens education will now have to be suspended to contain the coronavirus. Our child-friendly spaces are closed and may be repurposed for medical use if the need arises. Rohingya children are now not only at risk of Covid-19 but will have to face this challenge without access to their regular support systems or safe spaces to play.

We will do whatever we can to work with the Government of Bangladesh and Rohingya refugees to protect them from Covid-19. But the fact remains, Rohingya children should not be living in these camps. They should not have to fight a global pandemic with the bare minimum needed to survive. They should be at home, at school; playing and learning. At a time when there are more displaced people around the world than ever beforethe coronavirus has exposed how our systems fail the most vulnerable. Our global mechanisms for accountability and the protection of human rights have failed the Rohingya so farit is absolutely essential that we do not fail them again. This is a global pandemic and the virus is now hitting the most vulnerable communities. We must come together. Only a global response will stop the spread of the virus everywhere. This means the international community must step up to offer medical support, testing kits, share data and provide much needed funding to support the response. But stepping up also means so much more than that. When the dust settles, when planes start flying again and the borders re-openwe cannot go back to business as usual, we cannot assume we have endless time to resolve this crisis, that Rohingya children can wait. Rohingya children must be afforded a future of hope and opportunity, like every child deserves. We may not have the power to safeguard against another pandemic. But we do have the power to ensure it isnt the most vulnerable that end up paying the heaviest price.
