Narendra Modi today accused Congress of following a divide and rule policy for the last 60 years and recalled the setting up of a Commission on Religious and Linguistic Minorities by its government as an instrument to "sow the seeds of poison".
Wooing the Dalits and backward classes at a public meeting here, Modi also alleged there has been a "conspiracy" to snatch the rights given to the community by B R Ambedkar against the backdrop of suggestion by Congress leader Janardan Dwivedi for ending caste-based reservation.
The BJP Prime Ministerial candidate called himself "victim of untouchability", saying Cochin city mayor Tony Chammany did not attend the meeting though his name was among those listed on the invitation card.
"I continue to be a victim of untouchability," he said.
Alleging that Congress had sought to make gains by dividing the society by sowing 'poisonous seeds", he said the dalits, adivasis and backward classes would have a decisive say if his party was voted to power. There would be a "change of government" at the Centre within 100 days after which this would be brought to an end, he added.
Modi promised that once he comes to power at the Centre, he would like to do something for his "family", pointing towards the crowd at the meeting. "The forthcoming decade will belong to the members of the marginalised community."
"For the past 60 years, people have indulged in vote bank politics to divide and rule. This has led to our division and fragmentation. They are experts in zeher ki kheti. The Ranganath Mishra Commission was set up to sow the seeds of poison," he told the meeting organised by the Kerala Pulayar Maha Sabha (KPMS), an outfit of a prominent Scheduled Caste community.
The Ranganath Misra Commission was constituted by the UPA government on October 29. 2004 to look into various issues related to Linguistic and Religious minorities.
In its report submitted to the Government on May 21, 2007, the Commission among other things recommended 10 per cent of jobs for Muslims and five per cent for other minorities in government services and seats in educational institutions for minorities.
On a visit to Karnataka last week, UPA chairperson and Congress president Sonia Gandhi had launched an attack on the opposition BJP accusing it of indulging in 'zeher ki kheti' (sowing seeds of poison) to attain power.

SACRAMENTO, Calif. -
Across California, state agencies and departments are taking immediate actions to curb water use at their facilities in response to the drought state of emergency declared by Gov. Edmund G. Brown Jr.
The Governor's state of emergency declaration charged the Department of General Services (DGS) with "immediately implement(ing) water use reduction plans for all state facilities." "Throughout state government, we are answering Governor Brown's call to save water wherever we can," said DGS Director Fred Klass. "DGS is leading water conservation efforts at our state-owned buildings."
Some immediate steps DGS has taken over the past few weeks include:
Drastically reduced or eliminated altogether water used in landscaping at DGS properties.
Shutting off water fountains and water features on state property, including the State Capitol grounds.
Instituting a moratorium on non-essential landscaping projects at state facilities.
Cancelling contracts for water intensive-window washing at state facilities.
Eliminating all car washes in the state garage other than those required for safety.
Issuing guidance through the Division of the State Architect to nearly 1,200 school administrators on best practices for conserving water at K-12 schools and community college campuses.

Rob Hopkins believes in being proactive. The Big Bear City Community Services District general manager asked his board of directors to approve the implementation of Stage 1 water restrictions because of the states drought emergency status.
Even though we are above our threshold right now, I see potential problems if things dont improve, Hopkins said. It takes time to get the word out to the public, time to ramp things up. In March and April people are going to start coming up here and working on their houses, using more water.
The board voted to approve implementing Stage 1 restrictions, which become effective immediately.
CSDs Stage 1 water restrictions include a moratorium on landscape watering between the hours of 9 a.m. and 6 p.m. Those working on construction projects are asked to stop using potable water for dust control. Its mostly voluntary, Hopkins said. Stage 1 is kind of an awareness, a way to educate the public.
Hopkins told the board during the Feb. 3 meeting that the agency can implement the ordinance without a public hearing under certain circumstances.
California Governor Jerry Browns recent declaration of a statewide drought emergency is an emergency situation, Hopkins said. Hopkins and CSD water superintendent Jerry Griffith compared current water table data with information calculated during the last drought situation. The pattern is the same as the last drought, Hopkins said. So we want to get ahead of the curve, begin the process of public notification instead of waiting.
Board members discussed the ordinance in detail and asked Hopkins if the rate study will include drought situations. Hopkins said drought tiers are being looked at. Board member John Green said he doesnt want rates on the lowest tier to be affected. Id hate to see people on fixed incomes be hurt by this, Green said.
Board member Jeff Newsome, who was out of town but took part in the meeting via teleconference, advocates a five-tier rate structure that rewards people whose water use is lower than the bottom tier, he said.
Board member Larry Walsh wants to review the ordinance because of language he considers contradictory and unclear in a couple of areas. He also doesnt see how the CSD can enforce water restrictions. Are we going to turn all our water workers into water cops? Walsh asked. How are we going to get people to comply?
Board president Karyn Oxandaboure said that neighbors are usually the best water police during drought situations. Green said he believes the majority of CSD customers will follow the program.

Bloomington, IL (PRWEB) January 29, 2014
Periodontal (gum) disease is a serious inflammatory disease that is caused by a bacterial infection and leads to the destruction of the gums and supporting bone that hold teeth in the mouth. When neglected, teeth can become loose and fall out. Advanced warning signs include persistent bad breath, swollen or bleeding gums, loose or sensitive teeth, or gums that have pulled away from teeth. Flossing can significantly decrease a persons chances of having gum disease. In fact, recent studies have shown that flossing daily has numerous health benefits, including increased memory and living a longer life.
We want to give patients something to floss about this year a clean bill of oral health, stated Noraian. We are giving away flossing tips this February in an effort to make sure our community puts oral health at the top of their list in 2014. Through the power of floss, this preventative action can help our community remain healthy.
Flossing is extremely important to maintaining a clean and healthy smile. Unlike a toothbrush, which cleans the tops and outer surfaces of the teeth and gums, floss is an interdental cleaner. Its designed specifically to clean the tight spaces between the teeth and the gap between the base of the teeth and the gums. Floss removes food trapped between the teeth and removes the film of bacteria that forms there before it has a chance to harden into plaque.
The power of floss comes from its flexibility and tiny nylon threads, however many Americans underestimate its utility. Less than half of Americans floss daily, seldom relying on a toothbrush alone to keep their mouths bacteria free. If a person ignores flossing, they run the risk of increasing their chances of developing gum disease. To put this into perspective, brushing without flossing is like only washing 70% of your body. As with bathing, exercise, and other daily activities, its important to make flossing part of a daily routine.
While flossing requires dexterity and coordination, there are several options available for those who experience hand pain, have large fingers, arthritis, or suffer from paralysis. Those individuals can use floss holders, battery-operated electric floss, or disposable toothpick dental stimulators, all of which remove plaque effectively and are safe to use.
For over 20 years, Noraian has specialized in periodontics and the critical treatment and intervention of gum disease. Noraians passion and commitment to saving smiles can be attributed to his extensive experience and involvement in dentistry. Prior to serving the greater Bloomington-Normal and Champaign-Urbana areas, Noraian was the attending periodontist for the University of Chicago Hospitals and a Clinical Assistant Professor of Periodontics at Northwestern University Dental School. He received his Doctor of Dental Surgery (D.D.S.) and Master of Science degrees from Northwestern University. Also, Noraian is a certified provider and teacher of Laser Assisted New Attachment Procedure (LANAP), an advanced surgical therapy designed to treat periodontitis which regenerates bone and reduces the discomfort associated with traditional treatments.
The periodontal and dental implant practice of Dr. Kirk Noraian provides state-ofthe-art education, examination, and treatment. Dentists and other oral health practitioners seeking additional information should contact his office to schedule a lunch and learn or informal session. Patients throughout Central Illinois can visit the office in Urbana at 2020 Philo Road, or the office in Bloomington at 105 North Williamsburg Drive. For more information about LANAP or additional services, contact Dr. Noraians professional staff in Urbana at (217) 367-6149 or Bloomington at (309) 663-4577.

* Mubarak's patronage system helped ensure his survival
* Local strongmen in rural areas key to network
* Patronage network now backs army chief Sisi
SHEBIN EL KOM, Egypt, Jan 29 (Reuters) - When an uprising toppled Egyptian autocrat Hosni Mubarak, men like Ahmed Saif who helped run his vast patronage network melted away.
Three years later, Saif and other former members of Mubarak's party are back in action in the populous countryside, offering everything from refrigerators for newlyweds to welfare-like stipends to the poor in exchange for votes.
Their return casts fresh doubts about the stumbling political transition in the biggest Arab state.
Although Sisi is expected to win by a landslide, the backing these wealthy local kingpins are offering suggests he could entrench his rule much the same way Mubarak did.
The 2011 revolt was meant to rid the political landscape of operators like Saif, who served in parliament under Mubarak. His money and connections give him immense sway in rural Egypt, where people usually vote for whoever distributes jobs or funds.
Saif's door is always open for anyone in the Nile Delta town of Shebin El Kom, a collection of cinderblock apartment buildings on a tributary of the Nile that winds through the country's most productive farmland, north of Cairo.
"Sit down," he said, twirling prayer beads as he sipped tea in his parlour above his nationwide tour company and greeted two men who wanted money to repair their mosque.

Dear New Frugal You,
I always do my best to keep the electric bill down in our home. I'm constantly turning off lights and appliances and reminding my family to do the same, yet our electric bill never seems to decrease. Am I missing something? Where does electricity waste happen normally in homes? Is there something more I can be doing? I've noticed a lot of cable companies are now providing services to manage energy usage in homes. Is this something worth looking into?
- Jaxon
Dear Jaxon,
Good question. For most of us the electric bill is one of the larger bills that we pay each month. So it's only natural that we'd want to reduce it if possible.
So let's look at your question three ways. First, how does your bill compare to the average. Second, what makes the average electric bill so high. And, finally, what can you do to reduce your bill.
We'll begin by learning a little about the typical electric bill. According to the U.S. Energy Information Administration (EIA) the average New Mexico home uses 656 kWh per month and spends $74.62. That's lower than the U.S. average energy consumption of 903 kWh and $107.28.
You don't say how high your bill is, but if it's concerning you, I'd have to assume it's above average. Of course, the difference could also be explained by an above average sized home.
FYI, the EIA published a short-term energy forecast that electric will increase modestly to about 12.3 cents per Kwh in 2014. So expect that your bill will increase a little in coming months.
Next, let's take a look at what devices consume the electricity we pay for. The EIA released a paper in 2013 that answers that question.
