CHURCH HILL A Church Hill plumber was charged last week with felony theft for allegedly reconnecting his disconnected water service a second time after having already been warned not to by the utility district.
On Dec. 19 the First Utility District (FUD) based in Church Hill reported to the Church Hill Police Department that Merle Eugene Parsons, 43, 418 Elm Springs Road, Lot 24, had allegedly been stealing water.
A FUD employee stated that Parsons' water service was disconnected on Nov. 18 for non-payment.
Since then the FUD employee had reportedly disconnected Parsons' water service a second time after the water meter to Parsons' residence had been tampered with.
The FUD employee told police advised Parsons not to tamper with the water meter again.
"On Dec. 19th, the employee checked the water meter again and observed that water had been restored to the residence," said CHPD Chief Mark Johnson. "Officer Kevin Grigsby spoke with Mr. Parsons while on the scene. Mr. Parsons stated that he only tampered with the meter to get water to the home to fix a frozen line."
Johnson added, "Mr. Parsons also stated that he works out of town as a plumber and had the parts used to restore the water to his home. Mr. Parsons also stated that he knew he had been advised not to tamper with the water meter in the past."
On Monday CHPD Detective Daniel Byington spoke with the director of the First Utility District who stated that Parsons' water bill was $238.64, the parts to fix the water meter were $150, the wages for two employees to be called out to fix the meter were $118.38, and the service fee to cut water on is $25 for a total of $532.02.

An insurance firm has been fined 90,000 after harassing elderly victims with cold calls.
Croydon based boiler insurance company Kwik Fix Plumber Ltd formerly Boiler Shield Ltd repeatedly called elderly people encouraging them to take out policies.
Some paid for insurance it appeared they didnt need.
Cold calling:Nuisance calls about boilers are the most common cause of complaint, says the ICO
Some 214 complaints were made to the Information Commissioners Office and Telephone Preference Service (TPS) about the firm between July 1, 2013 and March 31, 2014.

A local plumber accused of stealing jewelry from a home in Potomac while on a service call pleaded guilty to a charge of theft on Monday .
Matthew Christian Trigger, 36, of Frederick initially was charged with theft of between $10,000 and $100,000 in October after a 68-year-old woman reported that six pieces of jewelry, worth $40,500, had gone missing after Trigger came to her home in September.
Trigger pleaded guilty to a lesser charge theft of under $10,000 for taking the two pieces of jewelry that police could confirm had been in Triggers possession a 36-inch woven gold chain necklace and a Canadian coin necklace with an 18-karat gold chain.
Triggers attorney, Rosalyn Tang, told Montgomery County District Court Judge Eugene Wolfe on Monday that her client was completely embarrassed and completely ashamed of his actions, and that Trigger had been driven to steal by an addiction to the painkiller Percocet that he developed after injuring his hand. She also said Trigger vehemently denied stealing the other four items police accused him of taking.
Trigger was employed by Michael & Son Services until late September, when he lost his job because of the charges against him, Tang said.
Wolf gave a Trigger a suspended sentence of 18 months in jail as well as three years of supervised probation. He also ordered Trigger to complete a drug treatment program.
