WORCESTER'S parking enforcement regime has been branded "petty and mean" by a self-employed plumber who was handed a fine while parked outside a house where he was working.
Paul Kelly went to an emergency call out at a house in Barry Street in the Arboretum at about 9am on Monday morning, but found himself forced to leave his car on a single yellow line directly outside the house after he was unable to find anywhere else to park in the area - which is frequently extremely congested with parked cars.
Mr Kelly said he knew he was parked in a restricted area - where all waiting is banned between 8.30pm and 5.30pm every day except Sunday - but had left a note in the windscreen hoping it would avoid him getting a ticket.
But when he returned to his car he found he had been given a 70 parking fine.
Mr Kelly said he was disappointed the enforcement officer had taken no notice of the fact he was carrying out urgent plumbing work.
"I was only there for about 15 minutes," he said.
"I made sure the road was clear and a fire engine could get through if it needed to.
"The ticket said I was observed between 9.10am and 9.16am - in those six minutes they could have knocked on the door and asked me to move.
"I used to work in Birmingham and when this sort of thing happened there they would knock on the door
"It's just petty and mean."

Before temperatures plummet this week, there are steps you can take to keep your pipes from freezing and bursting.
Greenville Plumber Walt Pollard says homes with crawl spaces and manufactured homes with underpinning are most at risk. He advises closing the crawl space vents and securing underpinning to homes to prevent cold air from circulating around the pipes.
Pollard says it's also a good idea to wrap pipes in foam or insulation, if possible. He says pipes most likely to freeze and break are those leading to outdoor spigots.
Garden hoses also need to be disconnected and Pollard suggests opening the spigot just enough for it to drip. Pollard adds that kitchen sinks are often found next to exterior walls and it's not a bad idea to let them drip as well.
Keep in mind, he says most important of all is to know how to turn your water off in the event that a pipe does break.
"If you have a pipe burst inside a home, it can lead to a lot of damage," says Pollard. "Being able to shut off your water quickly would certainly minimize any damage that could arise from that."
Pollard says most homes typically have a shut off valve located in a downstairs closet near the floor. Others require a water key and have to be turned off in the yard.

And if Giudice wants to really rake in the dough, she can go after a job with one of the Federal Prison Industrys factories. However, only around 16% of work-eligible inmates are allowed these coveted jobs, in which they gain marketable job skills while working in factory operations, such as metals, furniture, electronics, textiles, and graphic arts.

If Giudice does score one of the gigs that require a high school diploma or GED, shes in for a pay raise and will earn anywhere from 23 to $1.15 per hour.
Unfortunately for Giudice, she wont get to blow all her paychecks at the prison canteen. The government requires that 50 percent of what she makes must go toward the $414,588 fine she must pay as a result of pleading guilty to bank and wire fraud.

A 39-year-old plumber died on Sunday after he allegedly fell through the elevator shaft of a Royal Palms building in Aarey Milk Colony, Goregaon (East). He was allegedly trying to get into the lift, which was under maintenance, from the fifth floor.
According to the police, Sunir Baisane had gone to the complex for plumbing work at around 5 pm. Vilas Chavan, senior inspector of Aarey Colony police station, said, "He may not have been aware that the lift was not working. He opened the iron grills and tried to enter. Since it was too dark inside, he may have stepped inside and fallen through the shaft."
Baisane's colleague was in the washroom when the incident happened. On hearing a loud thud, he and some residents rushed to the spot and found Baisane lying in a pool of blood on the roof of the lift on the ground floor. He was immediately rushed to Cooper Hospital, after which the police was informed.
"Primafacie we have registered a case of accidental death. No foul play is suspected. We are awaiting post-mortem reports. We are checking if there has been negligence of any sort," said inspector Chavan.
Baisane lived in unit 7 of Aarey Colony. He is survived by his wife and two sons.

When it comes to the bitterly cold temperatures, we're all probably a little out of practice. The cold weather crept up on many of us last year and it left some with hefty bills for repairs with busted pipes.
Wednesday will make one year since Courts of Waterford saw water damage to more than 50 units after pipes burst. The complex is not taking the same chances this year and is now requiring the residents to take precautions by requiring their residents to keep their thermostat at 69 degrees, and letting their faucets drip. But Courts at Waterford weren't the only ones with bad luck.
"Last January is probably the most overtime we've worked in 10 years," said Kay Keefe, Keefe Plumbing.
Keefe says they're prepared for the winter weather that's due to hit Wednesday, but aren't so sure residents are since temperatures have been so mild.
"If people would just prepare, they would save themselves a lot of trouble," said Keefe.
It takes just five minutes and regardless of your budget, you'll find something to protect your home.
Kyle Burriss from Ace Hardware says you should cover your outdoor faucets with styrofoam or plastic covers. He says you could even use a few things lying around the house.
"If you can't get anything else, a few rags or bags and tape and that's going to be really the quickest do it yourself fix," said Burriss.
For the price of one of the covers, Burriss says it's worth the trip to the store.
