The self-employed father-of-two has taken 32 pictures of fly-tipped waste in Dover and warned KCC that "they have disturbed a sleeping dragon".
Mr Gausden, of Green Lane, Eythorne, said: "I'm chomping at the bit here. They are stopping me legally dumping rubbish. I'm self-employed, have a van full of rubbish and I spent the whole day trying to get rid of it."

It has been reported in HVP that although energy companies have achieved over 99% of their energy efficiency targets, a report published by Ofgem indicated that British Gas, Drax, GPF Suez, Intergen, Scottish Power and SSE all failed to meet individual goals.
Under the Carbon Emissions Reduction Target (CERT) and Community Energy Saving Programme (CESP), consumers have been benefitting from the professional installation of over 6 million energy efficiency measures. The project targeted vulnerable customers from the most deprived areas, and to ensure that as many people could take advantage as possible, Ofgem reminded the industry in September 2012 that companies risked facing enforcement action if they failed to meet their energy efficiency targets.
Between them, the energy efficiency schemes are said to have saved 312 million lifetime tonnes of CO2 emissions through measures installed before the end of 2012.
