    Plumber ordered to complete 150 hours of unpaid work after illegally carrying out work on gas boiler

    A PLUMBER who carried out illegal and dangerous gas work at a family home has been ordered to complete 150 hours of unpaid work.

    John Ranfield was working on a bathroom job in Saffron Way, in Tiptree, when he was asked to fit a new gas boiler.

    Although Ranfield was accredited by City and Guilds, he has never been on the Gas Safe or Corgi register, which all plumbers who wish to work on gas appliances must apply to join by law.

    In the weeks after he fitted the boiler, Kelvin Cansick and his wife found their water was not being heated correctly and the appliance often cut out.

    When an independent expert from the Gas Safe Register visited the house, he found the boiler posed an immediate risk to life or property because the gas flame was unstable - meaning the boiler could have been emitting poisonous gases.

    Although it was immediately disconnected, the expert found five more defects, which included damage to the gas flue.

    An investigation was subsequently carried out by the Health and Safety Executive.

    Ranfield, 63, of Lansdowne Close, in Tiptree, who is a legitimate plumber, admitted breaking health and safety regulations by carrying out the work illegally in April 2013 when he appeared at Colchester Magistratess Court today.

    A PLUMBER in York has become one of the first members of a new association created to reduce the risk of water-borne illnesses.

    Alwyn Glover, based in Little Hallfield Road, is one of the first members of the Legionella Risk Assessment and Disinfection Scheme run by the Association of Plumbing and Heating Contractors (APHC).

    The company says it has joined the association in a bid to benefit from being associated with a trade body that represents quality and professionalism and identifies it a reputable trader.

    Andy Holmes, of Alwyn Glover Ltd said: "Being part of a recognised association provides us with increased credibility and also offers us industry support and advice.

    "We pride ourselves on offering a high standard of workmanship and service and hope this accreditation will offer new customers confidence that we are experts in our sector and peace of mind."

    Membership of the scheme demonstrates that the trader compiles with the Health and Safety Executives Approved Code of Practice and plays an important role in reducing outbreaks of Legionnaires disease, which is a potentially fatal form of pneumonia to which everyone is susceptible to infection.

    A plumber who connected a gas boiler despite not being qualified has been ordered to carry out 150 hours of unpaid work.

    John Ranfield, of Lansdowne Close, Tiptree, helped install a downstairs cloakroom at a house in April 2013.

    However while at the house he agreed to install a domestic gas boiler even though he was not on the Gas Safe Register, a legal requirement for anyone carrying out gas work.

    Ranfield, 63, attached the boiler to the existing flue without carrying out the necessary checks and left the boiler with an unstable flame caused by incorrect combustion which could have potentially exposed the householders to carbon monoxide, Colchester Magistrates Court heard today.

    The Health and Safety Executive (HSE), which prosecuted Ranfield, said the work was classed as immediately dangerous by investigators with an additional two at risk defects found.

    Magistrates sentenced Ranfield to 150 hours of unpaid community service to be carried out over the next year and ordered him to pay costs of 500 after he admitted to three separate breaches of gas safety regulations.

    Speaking after the case HSE inspector Kim Tichias said: John Ranfield should have known better than to accept a job he was not qualified, competent, or legally allowed to do.

    The young plumber felt his flesh burning.

    Justin Daniels walked past several windows, but he didnt look into any of them. Just knowing the skin on his face was charred was bad enough. He didnt want to see it.

    He moved quickly with his arms held out in front of him. Puffy blisters started to form on his limbs. He didnt want to cause more pain by bumping his arms into a wall.

    Justin reached the exit of Meadow Wind Assisted Living center, where he had been working on a natural gas line, and climbed into an ambulance waiting for him.

    Medics cut off the plumbers clothing and poured saline onto his skin to cool him. The liquid was a cold relief.

    Four weeks after the June 6 accident, Justin is on his way to a full recovery from second-degree burns on his arms, neck and face. Only the remnants of a burn on the right side of his neck are visible. He keeps his burnt arms covered in gauze.

    Fire investigators, meanwhile, are still looking for the cause of the flash fire that injured the man with 10 years experience in plumbing.

    I thought I was going to look rough, Justin said. The healing process has just blown me away. I look in the mirror and smile.

    I totally believe in miracles now for sure."

    An Accra Circuit Court on Monday granted bail to Robert Kofi Amooh, a plumber, in the sum of GH15,000 with two sureties. The accused person, who pleaded not guilty, has been in prison custody for the past three years for unlawful entry and robbery.

    The accused was last produced in court in 2012. Deputy Superintendent of Police (DSP) Patrick Morkeh told the court presided over by Mr Francis Obiri that the prosecution was still waiting for advice from the Attorney Generals Department. The Judge said he was not enthused about some of these human right abuses that would turn out to be a judgement debt against the state.

    He said under the 1992 Constitution, the accused person is innocent until proven guilty of the offence. Mr Obiri said the investigator was not even in court to talk about the steps he had taken so far considering the case. I have also observed that the complainant is unwilling to come to court, he added. The Presiding judge said if in the next adjourned date, the prosecution does not start the case, he would discharge the accused person.

    DSP Morkeh said the complainant in the case was an immigration officer, while the accused person lives at Circle Odawna. He said on February 28, 2011, at about 0100 hours when the complainant was sleeping, the accused person scaled a wall at the SNNIT flat block at Dansoman, where the complainant lives and entered his room on the third floor.

    The prosecution alleged that the accused person stole the complainants wallet containing GH135, two mobile phones valued at GH575 and three watches valued at GH610. He said when the accused person wanted to come out of the room through the main door, the complainant spotted him. He said the accused person then pulled out a blade from his pocket and threatened to harm the complainant, if he shouts.

    DSP Morkeh said the complainant attempted to apprehend the accused person but he (Robert) cut the complainant with the blade on his arm, stomach and the face. He said the accused person then struggled with the complainant and in the process; the accused person fell from the third floor to the ground floor of the building.

    The matter was reported and the accused person was arrested after investigation. The case is adjourned to July 21.
