    TEMPE, Ariz. --Some of Tempe's most popular bars are joining forces to celebrate FatTuesday and Mardi Gras, by creating what they call the "fattest" party in town.

    All day Tuesday, the bars Fat Tuesday and El Hefe are combining their patios to create a giant Mardi Gras bash in downtown Tempe.

    From 11 a.m. to 2 a.m., guests can enjoy beads, drinks, gumbo, crawfish and more, all helping to benefit the Navy League of America.

    Organizers are expecting big crowds to turn out for the event. "It should be upwards of 400 to 500, but could be upwards of a thousand of we can get a nice solid patio going on,"says Sean Frantz of ElHefe.

    Visitors can check out five bars, three stages, and 15 hours of fun. Food and drink specials will be offered throughout the day. "Two dollar tacos all day, all night," says Frantz.

    There is also live entertainment, with a special performance by the Bad Cactus Brass Band from 5 to 7 p.m., and live DJ entertainment from 7 p.m. until close.

    Tickets cost $20. This is event is ages 21 and up.

    Hi Kelly,

    Must the board get a majority vote of homeowners to make their community common areas non-smoking? If the board got the vote would an amendment have to be added to the CC&Rs or could signs just be posted? Is this even worth pursuing? S.C. Lake Elsinore

    Dear S.C.:

    A rule regulating common area usage can be adopted by the board of directors as an operating rule under Civil Code 4340. Under Civil 4355(a)(1), a rule regulating common area usage would (as most rules) need to be adopted with thirty days advance notice to the members. Operating rules cannot contradict the CC&Rs and must be in writing. Operating rules are only good until another board decides to change them, so they are not as permanent as restrictions in CC&Rs. If the association members supported a smoking ban, such a restriction might be approved by the members in a CC&R amendment.

    Smoking in attached housing is an increasingly controversial subject, as smoking declines, and associations increasingly address complaints of smoking in common areas, balconies and private patios. Thus far, dozens of California cities have adopted bans on smoking in common areas, and some have completely banned smoking even inside homes.

    If a board is considering adopting a smoking ban, consider grandfathering current smokers, and consider having a town hall type board meeting to gauge member interest in the issue of smoking. Any habit, including smoking, should not be a nuisance for other owners.

    Dear Kelly:

    I have a condo that is my vacation home. This summer my neighbors hung flags that looked so patriotic - it was near the 4th of July. One neighbor even hung his Marine flag! A nearby neighbor complained about 'all the flags' and requested the board to have them removed. I will NOT remove mine! Have you ever heard of such an un-American situation???

    Man behind shed rip-off has luxury car, house, new business - February 15, 2015 by Mr HomeBuilder

    THE SHED business owner responsible for ripping off Ipswich families is living in a newly renovated house, driving a flash ute and has a new business premises down the road.

    Paul DeBruin is yet to have the decency to show his face and tell us what he has done with the hard-earned money of the Patios and Sheds Ipswich customers featured in the QT, as well as a long list of tradesmen and former employees.

    Instead, he is hiding behind the locked gates of his home in Loganholme which, coincidentally, has recently undergone extensive renovations.

    The QT visited Mr DeBruin's family home and his new business premises, located at 3/8 Maiella St, Stapylton, yesterday.

    Although his black Holden ute was in the driveway, nobody emerged from the front door when the QT knocked at the front gate, which was locked.

    The business premises at Stapylton was also locked, however a skinny, shirtless man answered the door. He said Mr DeBruin was not present, and when asked how customers could get into contact with the owner, he quickly shut the door. It was unclear what sort of business was being run from the new premises.

    It's no surprise that Mr DeBruin is keeping a low profile, as the QT has been told by numerous sources that some of the former employees and tradesmen that worked for him have been chasing their money for a long time.

    One source told the QT that Mr DeBruin operated two similar companies at Loganholme, prior to Patios and Sheds Ipswich - one of those was called Sunrise Erections and the other was Queensland Steel Constructions.

    Both of the businesses went into receivership.

    "Paul could sell ice to Eskimos and they will still thank him for it," the source said.
