    Watchdog bites after shed scam exposed - February 27, 2015 by Mr HomeBuilder

    THE Queensland Building and Construction Commission had already moved to cancel shonky shed operator Paul DeBruin's licence before he ripped off Ipswich customers.

    The QBCC revealed yesterday that it had excluded Mr DeBruin from holding a licence, after liquidators were appointed to one of his previous businesses, Sunrise Erections, on April 28 last year.

    Mr DeBruin lodged an appeal with the Queensland Civil and Administrative Tribunal (QCAT), however, allowing him to operate legally in the interim period.

    QCAT has dismissed the appeal and QBCC Commissioner Steve Griffin yesterday confirmed Mr DeBruin had been classified as an excluded person.

    This means Mr DeBruin is not allowed to hold a QBCC licence or be an influential person in a building-related entity for five years.

    The Queensland Times recently spoke to several customers of Patios and Sheds Ipswich, who were ripped off after paying deposits for sheds, carports and garage doors.

    The owner of the Warwick Rd property where the business operated locked the gates in January due to non-payment of rent and customers have been unable to contact the company ever since.

    Two of the companies that those Ipswich customers signed contracts with - LBM Projects and DMV Ipswich - have since come under investigation by the QBCC.

    Mr Griffin confirmed earlier this month that LBM projects' licence had been suspended, and DMV's licence cancelled. Investigations into the activities of the various companies are continuing.

    Halifaxs Argyle Street to get more foot-friendly - February 27, 2015 by Mr HomeBuilder

    When the weather warms up and winter weary Halifax residents flock to sunny patios for a dose of vitamin D and a drink, a downtown street could have a more pedestrian-friendly feel.

    Argyle Street is slated to become the site of a shared street pilot project with wider sidewalks, benches, lighting and plants.

    The citys transportation committee recommended Thursday that regional council approve the trial of an alternative street design on Argyle between Blowers and Sackville streets.

    The aim is to shift Argyle from a car-dominant space to a truly public realm that emphasizes pedestrian movement, pace and activities, the Planning & Design Centre, a local non-profit group, said in a 2012 report on improving the Argyle streetscape.

    The pilot project is expected to cost roughly $40,000, and will focus on gathering public feedback.

    With much of Argyle already ripped up for construction of the Nova Centre, building a permanent shared street likely wouldnt cost substantially more than restoring the street to its original condition.

    Coun. Waye Mason, who requested a staff report last June, expressed concern that the pilot project will only last six weeks.

    He suggested assessing the shared street concept in different seasons.

    Dont we want to know what that might be like when were doing snow removal? he told committee.

    Those kinds of things are top of mind right now.

    Tempe to create rules for TVs on patios - February 21, 2015 by Mr HomeBuilder

    Bar and restaurant owners looking to add outdoor televisions to their patios in Tempe will soon face new regulations.

    With flat screen TVs proliferating on patios across Tempe in recent years, city officials said it is time to create rules to ensure they don't become a nuisance that interferes with passing motorists or pedestrians.

    "Televisions and technologies are becoming a more apparent use in restaurants and bars in our area," said Ryan Levesque, Tempe's deputy community development director. "We just want to make sure we're aware of that and can recognize there's a place and appropriateness in the patio design details."

    No particular incident, such as a spike traffic accidents caused by patio televisions or a business installing an inordinate amount of TVs, led officials to seek new regulations, he said. The city just wants to get ahead of the issue to avoid potential problems.

    The rules will not be part of a new ordinance, but instead will be on the checklist when a business submits design plans for approval. While nothing is definitive, some of the new rules could involve how much light a TV emits, where a TV is placed within a patio and whether it's installed safely.

    "That way someone doesn't have to worry after the fact that it was installed improperly," Levesque said. "We're just trying to clarify that."

    On Feb. 19, the City Council directed staff at the Community Development Department to create and implement new rules, which won't apply retroactively to existing businesses with patio televisions. It's not clear when they would take effect.

    Bar owners said they hope the regulations won't diminish an Arizona tradition.
