    State Department spending of $630,000 to generate more Facebook likes drew national criticism when it was revealed last year.

    Recently released government contract solicitation data reveals more about the department's social media strategy, but still falls short of painting a complete picture of its spending.

    Instead, the solicitations highlight the lack of transparency in the department's contracting data.

    The solicitations, which were originally posted on the federal contracting database FedBizOpps.gov, show the department's efforts to use social media to promote its image overseas and track international conversations on Facebook, Twitter and other platforms.

    Most of the solicitations are for Facebook advertisements, promotional materials and marketing for U.S. embassy pages. But because of major gaps in the available data, there's not much more information.

    The solicitations were obtained by the Sunlight Foundation through a Freedom of Information Act request as part of a database of 13 years of federal contract information.

    For instance, a search of the the data provided to Sunlight doesn't show the awards associated with the solicitations.

    Unless the award for a particular solicitation can be tracked down elsewhere, information on the price tag and the contractor given the job aren't readily available.

    Contract information on USASpending.gov, another federal spending database, illustrates why the lack of information can be problematic.

    Highmark CEO faces suit over renovation - January 9, 2014 by Mr HomeBuilder

    A long-running billing dispute between the CEO of Pittsburgh insurer Highmark Inc. and the general contractor that remodeled his $2.7 million mansion in Sewickley Heights could be coming to a resolution in the next few weeks.

    William Winkenwerder Jr. has been sued by contractor Mark A. LaBella, president of Century Interiors Inc. Mr. LaBella claims that Dr. Winkenwerder and his wife, Mary Pride, stiffed Century Interiors to the tune of $147,274, plus interest.

    The total bill for the renovations was about $892,000.

    The lawsuit claims the Winkenwerders made regular payments from August 2012, when the massive rehab began, to January 2013. But invoices submitted by the contractor between Jan. 25 and March 3, 2013, have gone unpaid.

    The Winkenwerders are claiming that the contractors went overbudget without clearly authorized change orders, and that the final cost of the project was not included in the original contract proposal, a purported violation of the state's Home Improvement Consumer Protection Act.

    But, according to Mr. LaBella's attorney, Francis McTiernan Jr. of Wayman, Irvin, & McAuley, the provision of a precise price estimate would have been impossible because the scope of the job and the materials included in the remodeling changed as the rehabilitation was carried out.

    The civil complaint, filed in Allegheny County Common Pleas Court, says the Winkenwerders have yet to pay up for substantial carpentry and painting work, the installation of a security system, plumbing work, a new vanity mirror in the master bath, chandelier removal, improvements in the butler's pantry and flower-cutting room, and several jobs carried out by subcontractors.

    Century Interiors filed a mechanic's lien in May, and filed the civil complaint in the same month. A conciliation conference has been scheduled between the two parties for Jan. 30, although that could be postponed. If the settlement talks are not fruitful, the litigation would proceed. The Winkenwerders are asking that the suit be tossed.

    One of the Winkenwerders' attorneys, Matthew Burger of Buchanan Ingersoll & Rooney, said, "We believe [the] plaintiff's claims are without merit, and have no further comment at this time."

    Disputes between contractors and homeowners are common, Mr. McTiernan said, but this one is noteworthy because of the size of the tab and the residence. "You get into more craftsman-type work, the expenses build up very quickly," he said.

    State audit finds financial mismanagement in Barbourville - January 7, 2014 by Mr HomeBuilder

    The city of Barbourville and some of its boards bought products without obtaining bids; paid far more for land than the assessed value; and hired contractors for work that city employees could have done far cheaper, according to an audit released Tuesday.

    The audit also found that Mayor David Thompson influenced the hiring of his wife at the city-run water park, and that the water park did not file state sales tax returns on concessions while she was in charge.

    State Auditor Adam Edelen's office started the special examination of the city and its boards last summer at the request of five of the city's six city council members.

    Council members had expressed concern about activities that could indicate mismanagement, according to the audit.

    The audit, released Tuesday, covered July 2007 through August 2013 and identified a number of problems, including lax controls and oversight that led to financial mismanagement and abuses.

    Edelen's office referred some findings to Attorney General Jack Conway's office and the state Department of Revenue, and recommended that others be referred to a regional ethics board.

    "Small Kentucky communities, which are the lifeblood of our Commonwealth, need to be responsible stewards of extremely limited yet important resources," Edelen said in a statement.

    Thompson, who has been in office since January 2007, did not return a call seeking comment.

    However, he said in a letter to the auditor's office that he accepted all 28 findings and would implement the document's recommendations to fix problems.

    For instance, Thompson said sales tax returns had been filed, and that he would give up his voting slot on the local tourism and recreation boards.

    Amid rancor, PHA construction training program is back - January 6, 2014 by Mr HomeBuilder

    PHILADELPHIA Tempers flared this time last year between the Philadelphia Housing Authority and unions in the building trades.

    A look at what happened to 24-year-old Abdul Mujahid helps explain why.

    Mujahid signed up for the PHA training program to prepare himself for a job in construction. He spent weeks learning the basics of electrical work, plumbing, and carpentry.

    After graduating in 2010, he passed union tests to become an apprentice and put his name on waiting lists.

    "I knew it wasn't going to be overnight, that I had to be persistent," he said.

    Years passed. Nothing happened. Mujahid gave up and went to work for a Peco subcontractor, shutting off meters of delinquent customers.

    Last January, PHA decided to scrap the training program for residents and start anew, angering powerful unions in the building trades.

    The housing authority was spending more than $2 million a year on the pre-apprenticeship program, employing union instructors at a state-of-the-art facility in South Philadelphia.
