    Newton firm lands city school contracts - February 11, 2014 by Mr HomeBuilder

    Gloucester has agreed to hire a general contracting firm from Newton to build the new West Parish School and to carry out the renovations needed to convert the former St. Ann School into use as a temporary home for West Parish students while their new school is under construction.

    W.T. Rich has been pegged to head up the St. Ann renovation, Mayor Carolyn Kirk said Monday, while subcontractors for the project have been lining up, from a corporation listing available construction bids in Florida to a cornucopia of companies on the North Shore.

    The Roman Catholic Archdiocese closed down St. Ann School last June, citing declining enrollment.

    City school officials, pursuing an estimated $39.7 million project to build a new West Parish on the same site as the 65-year-old building off Concord Street, announced in December that they would house West Parish students in kindergarten through fourth grade at St. Ann for the next two years, while West Parish fifth-graders are targeted to go to an isolated wing of OMaley Innovation Middle School during construction.

    W.T. Rich will serve as the construction manager overseeing St. Ann renovations and West Parish, Kirk said. The companys cost estimate came in roughly $47,000 under budget.

    I was really happy about that, Kirk said.

    Kirk said the timeline is tight, but St. Ann should be ready to house Gloucester students by July 30, roughly a month before the start of the new school year.

    Still to be determined is the cost the city will pay the archdiocese to lease St. Ann over the next two years, Kirk said. The mayor added that those negotiations are still grinding along, even though the city has committed to a lease agreement.

    Kirk noted a long-term capital plan of elementary schools is due back soon, and if the city needs to temporarily house students again, St. Ann could once again come into play. School officials chose the St. Ann/OMaley temporary option over restoring the city-owned Fuller School and moving all West Parish students together. W.T. Richs duties as construction manager include overseeing the project and drumming up trade contractors.

    According to the qualifications requested by the city, the renovation of St. Ann will include selective demolition and construction of interior walls, electrical work, plumbing and painting, as well as installing a stair lift for students with disabilities.

    LINCOLNTON An itinerant handyman stops by and promises his house-painting job will be first-class, fast and cheap.

    But he only accepts cash.

    When the stranger clears out with the money, all is well until the first rainfall.

    Then a horrified homeowner watches as the fresh paint washes away.

    Lincoln County Sheriff David Carpenter often hears stories like this after a group called the Irish Travelers descends on the area.

    Their annual visits usually take place in the spring. But traveler sightings are already coming in and, although there have been no reported incidents this year, Carpenter recently issued a warning about the group.

    The elderly are prime targets, especially in home repair and burglary scams. Carpenter said theyre usually at home alone during the day and traditionally have larger amounts of cash in the bank or in their homes.

    Older folks are more trusting and more apt to take somebodys word, he said. Its sad. A good handshake and a good word used to mean something.

    Carpenter said Irish Travelers are what law enforcement officers call members of the transient group, who are descendants of 19th-century Irish immigrants and many of whom are based in North Augusta, S.C., he said.

    The group, which authorities say consists of members of a larger, law-abiding ethnic Irish community, travels into the local area using high-pressure sales tactics for driveway blacktopping or sealing, roof work or painting. Authorities said there are other people out there who pull these kinds of frauds, but call the travelers unique because of their mobility, organization and preference for working as family teams.

    Monument restoration crews make 200-year-old discovery - February 8, 2014 by Mr HomeBuilder

    Who exactly J.W. Hogg was to Baltimore's Washington Monument may be a question left for the ages. Master craftsman who helped build it? Or vandal who defaced it?

    Hogg's name, written in block letters with a pencil next to the date 1829, was among dozens of 19th-century signatures and drawings discovered this week by a restoration crew using hand tools to delicately remove loose plaster from the monument's subterranean vaults.

    "They could be craftsmen They could be carpenters. They could just be truant boys; this was a work site," said Lance Humphries, who is helping to lead restoration efforts for the Mount Vernon Place Conservancy. "Whether it was Mr. Hogg the carpenter or 12-year-old James 'Bad Boy' Hogg, we just don't know."

    Finding markings in old construction isn't unusual, but each holds its own mystery and intrigue, and allows the authors to leave their mark on history.

    Similar discoveries have been made across the country: the signatures of the craftsmen who built the dome on the State House in Annapolis, a face drawn in the blood of a British soldier in 1777 on the wall of a mansion in Germantown, Pa., and heights of children recorded inside the door jamb of a planation home at Drayton Hall in Charleston, S.C.

    "There's a mystery inside every building; there are always surprises and secrets," said Tyler Tate, president of the Owings Mills-based Lewis Contractors, which was hired to restore the monument.

    "This idea of leaving your signature in the mortar, or leaving your mark behind, is timeless. So much has changed over the years, but at the same time, traits like this haven't. When we uncover things like this, in many ways, we connect ourselves to all those common traits of the builders that came before us."

    The monument is undergoing $5 million in restorations to correct decades of water damage that weakened the plaster between the bricks, marble, stones. The mildew and moss must be scrubbed from the structure, the cast-iron fence recast and repainted and new electrical and lighting systems installed.

    The site is expected to reopen in time for its bicentennial on July 4, 2015. In all, the conservancy is trying to raise at least $12 million to improve the monument and the four surrounding public squares.

    George Wilk II, project superintendent, said the exterior stones and marbles have all been cataloged, itemized and addressed so that each one can be put back into the same place in the same orientation. The perimeter fence has been cataloged and removed for restoration.
