    Contracter: Quiet rule hurting local families - February 16, 2014 by Mr HomeBuilder

    SPRING HILL The mix of bad weather and city restrictions has left many construction laborers in Spring Hill with few options to earn money needed for bills, groceries and other expenses.

    Local contractor Randall Shaw said this winter has presented those in his industry with some of the worst weather and working conditions in his memory.

    When its not wet its been extremely cold, which affects everything from bricklaying to painting to the interior work, Shaw said.

    Currently, the city of Spring Hills peace and quiet ordinance prohibits erection, excavation, construction, demolition, alteration or repair of any building before 7 a.m. on Saturdays and prohibits any work on Sundays. Coupled with winter weather, Shaw said some contractors are running out of options and would rather pay city fines than put off work.

    If you have had five bad weather days that week, Sunday may be the only decent day to get anything done, Shaw said. Sunday may be your only chance of getting a check for that month.

    When basic construction work is delayed, Shaw said the entire process of building and even selling the home is delayed. He said incidents of bad weather can delay the construction process as long as two months.

    You get this snowball effect, so it is not just the guys working outside who are affected, Shaw said. The guys doing the inside work like carpeting and painting cannot get started on time and will be out of work. Then the real estate agent has to put off selling the house, and if they dont sell it, we as contractors dont get a check.

    During Tuesdays Board of Mayor and Alderman work session, Alderman Chad Whittenburg said some residents many of whom work in the construction industry had approached him regarding the citys prohibition of construction on Sundays as part of the citys peace and quiet ordinance.

    Laborers told Whittenburg they would rather pay the $50 city fine for working on Sundays than risk not being able to feed their families.

    What I dont feel the city should do is impact a certain segment of the community from earning a daily wage, Whittenburg said. Im in favor of property rights, but when it infringes upon someones ability to earn a living, to provide for their family and put food on the table I get even more sensitive. That is exactly what is occurring.

    Jeff Grow, Commercial Manager for Universal Contracting in Orlando, offers timely advice for Florida business and building owners: while inside renovations are not much affected by weather conditions, some tenant improvements may include parking areas and the building exterior. Any of this outdoor work would be wise to do before spring and summer rains.

    For anyone considering improvements, the sooner they can be done the better. Tenant improvements would increase customer appeal that much faster, and can be claimed on either the landlords or the business owners taxes if done before April 15th. Keep in mind that business tax codes have recently changed; most work can be either expensed the same year or deducted over time, depending if the work is deemed repair or improvement.

    What is tenant improvement? Tenant Improvements can be a variety of things. They can be made on a small free standing building, a strip mall or a high rise condominium. Any non-residential building is a commercial property, and if the owner has tenants occupying the space, their renovations here would be called tenant improvements. Generally, the focus is cosmetic rather than structural. The contractor goes in and improves the existing space; whatever improvements are needed to make the space more attractive.

    Exterior: This could mean changes to the parking area and entrance. Other exterior upgrades include painting, window and door replacement, and soffit, fascia or roofing repairs.

    Interior: Upgrades could be made to the lobby, restrooms, office space, conference rooms or showrooms. Walls can be added or removed to add to efficiency or appeal; theres replacing the flooring, ceiling tile, cabinetry, and counters. Other work includes painting walls, changing out plumbing and lighting fixtures, and installing new windows and doors. Contractors also help bring the space up to code by adding handicap ramps, flooring, doorways, and bathroom fixtures for ADA compliance.

    Newton firm lands city school contracts - February 11, 2014 by Mr HomeBuilder

    Gloucester has agreed to hire a general contracting firm from Newton to build the new West Parish School and to carry out the renovations needed to convert the former St. Ann School into use as a temporary home for West Parish students while their new school is under construction.

    W.T. Rich has been pegged to head up the St. Ann renovation, Mayor Carolyn Kirk said Monday, while subcontractors for the project have been lining up, from a corporation listing available construction bids in Florida to a cornucopia of companies on the North Shore.

    The Roman Catholic Archdiocese closed down St. Ann School last June, citing declining enrollment.

    City school officials, pursuing an estimated $39.7 million project to build a new West Parish on the same site as the 65-year-old building off Concord Street, announced in December that they would house West Parish students in kindergarten through fourth grade at St. Ann for the next two years, while West Parish fifth-graders are targeted to go to an isolated wing of OMaley Innovation Middle School during construction.

    W.T. Rich will serve as the construction manager overseeing St. Ann renovations and West Parish, Kirk said. The companys cost estimate came in roughly $47,000 under budget.

    I was really happy about that, Kirk said.

    Kirk said the timeline is tight, but St. Ann should be ready to house Gloucester students by July 30, roughly a month before the start of the new school year.

    Still to be determined is the cost the city will pay the archdiocese to lease St. Ann over the next two years, Kirk said. The mayor added that those negotiations are still grinding along, even though the city has committed to a lease agreement.

    Kirk noted a long-term capital plan of elementary schools is due back soon, and if the city needs to temporarily house students again, St. Ann could once again come into play. School officials chose the St. Ann/OMaley temporary option over restoring the city-owned Fuller School and moving all West Parish students together. W.T. Richs duties as construction manager include overseeing the project and drumming up trade contractors.

    According to the qualifications requested by the city, the renovation of St. Ann will include selective demolition and construction of interior walls, electrical work, plumbing and painting, as well as installing a stair lift for students with disabilities.

    LINCOLNTON An itinerant handyman stops by and promises his house-painting job will be first-class, fast and cheap.

    But he only accepts cash.

    When the stranger clears out with the money, all is well until the first rainfall.

    Then a horrified homeowner watches as the fresh paint washes away.

    Lincoln County Sheriff David Carpenter often hears stories like this after a group called the Irish Travelers descends on the area.

    Their annual visits usually take place in the spring. But traveler sightings are already coming in and, although there have been no reported incidents this year, Carpenter recently issued a warning about the group.

    The elderly are prime targets, especially in home repair and burglary scams. Carpenter said theyre usually at home alone during the day and traditionally have larger amounts of cash in the bank or in their homes.

    Older folks are more trusting and more apt to take somebodys word, he said. Its sad. A good handshake and a good word used to mean something.

    Carpenter said Irish Travelers are what law enforcement officers call members of the transient group, who are descendants of 19th-century Irish immigrants and many of whom are based in North Augusta, S.C., he said.

    The group, which authorities say consists of members of a larger, law-abiding ethnic Irish community, travels into the local area using high-pressure sales tactics for driveway blacktopping or sealing, roof work or painting. Authorities said there are other people out there who pull these kinds of frauds, but call the travelers unique because of their mobility, organization and preference for working as family teams.
