    Storms stall progress on Kittanning Citizens Bridge - July 11, 2014 by Mr HomeBuilder

    It might take longer than expected before two-way traffic resumes on the Kittanning Citizen's Bridge.

    A rainy summer has slowed PennDOT's rehabilitation of the 82-year-old bridge, which has been limited to one lane. Though it was originally supposed to reopen in early October, traffic restrictions are expected to last until Halloween, project manager Nate Adams said.

    The $4.7 million rehabilitation project includes painting and structural repairs to the bridge and its approach in Kittanning.

    It's been a really humid, wet and difficult summer, Adams said. We may have tarps up, but they aren't waterproof, so the heavy rains soak everything and make it so we can't paint.

    The tarpaulins also turn the work site into a greenhouse, making the air hot, while the bridge remains cool. It causes condensation to form on the bridge, making it difficult to paint, Adams said.

    The bridge serves as one of the town's main throughways, bringing traffic from Market Street in Kittanning to Butler Road in West Kittanning. Each day, about 15,000 cars cross the bridge, which spans the Allegheny River, according to PennDOT.

    Currently, vehicles can cross the bridge from Kittanning into West Kittanning.

    Traffic from West Kittanning into Kittanning has been rerouted along Butler Road to Franklin Hill Road, past the Franklin Village Mall and Hilltop Plaza, and onto Route 422 eastbound. That takes traffic across its bridge over the Allegheny. Motorists can get into Kittanning by taking Route 422 Exit B onto South Water Street.

    Contractors are applying a final coat of paint to the closed side of the bridge.

    By the end of this month, crews plan to work on the other side of the bridge, but the detour and lane restrictions won't change.

    Arrested school construction employees back at work in Unity - July 10, 2014 by Mr HomeBuilder

    UNITY Two Unity Elementary School project workers who were arrested last week for alleged immigration violations returned to the job site on Monday, said SAU No. 6 superintendent Middleton McGoodwin.

    I know that the individuals have been released and are back at work, McGoodwin said.

    The new school building is on target to be completed by the end of August, said Ron Bauer, executive vice president of Trumbull-Nelson, the firm in charge of the Unity school building project.

    Bauer said he does not know the men arrested, but said, Its my understanding this is just a misunderstanding.

    There are up to 40 workers on the job site on a normal work day. About a dozen on site are his employees, Bauer said, the rest are employees from sub-contractors.

    We have anywhere from six to eight sub-contractors working there at any given time and they all have their own crews, Bauer said. And sometimes sub-contractors have their own sub-contractors working under them.

    McGoodwin said the men are employees of painting and plastering subcontractor House of Windsor in Georges Mills.

    Apparently there were some paperwork problems, McGoodwin said. My understanding is that is not the case at all.

    The House of Windsor is not commenting, an employee said Tuesday.

    All I know is Trumbull-Nelson spoke with the owner. The company has been doing work for Trumbull-Nelson for decades and the individuals were released and they went back on the Unity job site the following Monday, McGoodwin said.

    Seaside Middle School gets new heating, ventilation system - July 7, 2014 by Mr HomeBuilder

    SEASIDE >> A lot of activity is taking place at Seaside Middle School, but students have nothing to do with it.

    Construction crews are digging trenches, pouring concrete, and tearing floors apart for the school's $3.4 million upgrade that includes a new heating and ventilation system and new electrical system.

    In the old system, a large gas heater would warm up the air of an entire wing in the school. The air would circulate through underground tunnels and come out in each classroom through vents, said John Silvestrini, executive director of maintenance, operations, technology and transportation.

    "The old heating system was gas too, but the vents were underneath the room," Silvestrini said. "The vents have to be filled up with concrete."

    Contractors are sealing the vents with sheet metal and concrete. New trenches are being dug to connect new heaters to the gas line. Each classroom will have its own heater and therefore, each teacher will have control of the classroom temperature, Silvestrini said.

    The upgrades "are absolutely wonderful," said Seaside Middle Principal Joan Nugent. "We'll be looking forward to them."

    Because there will be many more fans in the school, the electrical system also needs to be upgraded. Each wing will now have its own electrical panel, which means the classrooms will eventually have more electrical outlets.

    But those upgrades will have to wait, Silvestrini said.
